Industry Industry Mayurbh anj Sundarg arh After detailed discussion, the SEAC recommended to reject EC for the proposal for the following reason. 1) The locaton of the mine is within 10km default area boundary of Eco-Sensitive zone of Similipal sanctuary and the commercial mining is prohibited in the EC-Sensitive Zoen as per Notification of MoEF&CC, Govt. of India. This is a proposal for environmental clearance for installation of air jigging machine of capacity 50 TPH for beneficiation of coal within the existing sponge iron plant of 2x100 TPD, at Badtumkela, Rajamunda in the district of Sundargarh. The Committee observed that the project falls under category-a of schedule of EIA Notification 2006 and amendment thereafter taking into account the production capacity of the whole sponge iron plant and decided to return the proposal to SEIAA, Odisha with a request to transfer the file to MoEF&CC, Govt. of India for appraisal of the project as Category-A. This case may be referred to FD, FSTR, to verify the location of the proposed mine visà-vis the ecosensitive zone. He will furnish clear map depicting the mine and the boundary of the eco-sensitive zone with appropriate notes. We may inform the PP that the project location being within the premises of a category A project, this has to be treated as category A and submitted accordingly, online to MoEF&CC.

Stone Keonjhar Anand The SEAC in its meeting held on 18.02.2017 recommended to grant EC valid from the date of EC accorded upto the lease period. The proposal was placed in the 171 st meeting of SEIAA and was decided that the location map vis a vis the nearest sanctuary boundary may be submitted by the proponent through Tahasidlar. The actual aerial distance between the two may be reported. Now the Tahasildar has submitted the necessary clarification. Sand Mayurbha nj Baripada The proposal was placed in the 4 th meeting of SEIAA and was decided that the DFO, Baripada may be requested to intimate the correct map distance of the proposed lease area from its nearest boundary of Similipal Sanctuary. Tahasildar may be asked to report the width of the river at the site of the lease area, and the width of the strip of land on both sides below the embankment which is to be left out of sand excavation for safety of the embankment. Now the Tahasildar and DFO has submitted the necessary clarification. Tahasildar has reported that the proposed quarry area is more than 10 kms away from the Hadgarh Sanctuary, and submitted supporting map to this effect. So EC is granted as recommended by The proposal with reports of the Tahasildar and DFO may be transmitted to SEAC for appraisal.

The proposal was placed in the meeting of SEIAA held on 28.03. and was decided that the certified EC conditions monitoring report from Regional Office of MoEF Bhubaneswar may be called for to ascertain the status of compliance of the original EC conditions. Now the proponent has submitted the certified compliance report of earlier EC conditions from Regional Office, MoEF&CC, Chandrasekhar, Mayurbh anj Bhubaneswar. The SEAC in its meeting held on 19.07. recommended to grant environmental clearance valid from the date of EC accorded upto the lease period with conditions as applicable for Quartz and Quartzite Mines. The proposal was placed in the 1 st meeting of SEIAA and was decided Amendment of EC may be granted as recommended by SEAC with validity up to 01.04.18. (File 49112/ 1496-NCM/02-20) Present Status: The SEAC in its meeting held on 03.12.20 have recommended to grant EC valid from the date of EC accorded upto the lease period. However, EC to be issued after receipt of clarification from the concerned Tahasildar about the mismatching of the lease area of Sunathar-C stone quarry and also copy of revised EMP incorporating the actual area of the Sunathar-C stone quarry. The EC was been granted after the Tahasildar submitted compliance of the observation of SEAC vide letter no. 3170/A dated 21.10.20 & 3171/B dated 21.10.20. Now the Tahasildar have brought to the notice of SEIAA that the letter no. 3170/A dated 21.10.20 & 3171/B dated 21.10.20 has not been issued from their office after verification of their issue register. She has alleged that some mischief have been done by some miscreants to issue those letters forgering the signature of the Tahasildar, Purushottam. That type of manipulation was unfortunate and have requested to conduct an enquiry and take necessary action. Issues Decision of SEIAA, Odisha Tahasildar may be asked to submit the correct information on the queries to the SEAC, and also take appropriate action against the forgery said to be committed in his office.
