The following fee schedule shall be used to determine construction permit costs of new construction for all use groups, except use group R-3 (single family dwellings) and accessory buildings to R-3 structures.

To determine the fee, the occupiable and usable space per floor shall be calculated as square feet and multiplied by the multiplier in Table 2 which corresponds to the proper use group and minimum construction type allowable. New construction shall include, but not be limited to, all new buildings or structures and additions to buildings or structures. It shall not include internal renovations or remodeling. The Board of Commissioners of the Township of Bethlehem, County of Northampton, and Commonwealth of Pennsylvania as follows: SECTION I: That the rate and fee schedule for the following services performed by the Township of Bethlehem pursuant to its duties under the Pennsylvania Sewage Facilities Act, 35 P.S. 750.1, et seg.,,as amended (hereinafter "Act"), and the regulations of the Pennsylvania Department of Environmental Protection set forth in Title 25, "Environmental Protection", Part I, "Department of Environmental Protection", Subpart C, "Protection of Natural Resources", Article I, "Land Resources", Chapter 71, "Administration of Sewage Facilities Planning Program" and Chapter 72, "Administration of Sewage Facilities Permitting Program" of the Pennsylvania Code (hereinafter "Regulations"), in connection with the enforcement and administration by the Township of Bethlehem of its sewage facilities permitting program relating to the disposal of wastewater through the use of an on-lot sewage disposal system shall be as follows: 1. Act 537 Land Use Planning review (service is not reimbursable) / $76.00 Hr. / Minimum 2 hours SECTION II: Prior to the commencement by the Township of the services described in Section 1, supra, each applicant shall deposit the costs thereof, as estimated by the

Township, into the Sewage Enforcement Escrow Fund to be held by the Township until the services are rendered and the final actual cost determined. In the event that the actual cost exceed the deposit, the applicant shall be invoiced for and shall pay any such excess. In the event that the deposit exceeds the actual costs, the excess deposit shall be refunded to the applicant. SECTION III: The Township shall subsidize fifty (50%) percent of the cost of the services described in Section 1, supra with respect to applications that meet the criteria for reimbursement under the Act and the Regulations, as determined by the Sewage Enforcement Officer, and with respect thereto applicants shall be charged fifty (50%) percent of the actual cost of such services. With respect to applications that do not meet the criteria for reimbursement under the Act and the Regulations, including without limitation land development and land development speculation, as determined by the Sewage Enforcement Officer, the applicant shall be charged one hundred (100%) percent of the actual cost of the services. SECTION IV: Each applicant shall pay to the Township of Bethlehem a one time nonrefundable application fee in the amount of fifty dollars ($50.00) for administration and general clerical expenses. This application fee shall be deposited in the Sewer Revenue Account (SEO Revenue Account 08.364.020.01). SECTION VI: Each applicant shall provide, at the sole cost and expense of applicant, all engineering, labor, equipment, and all else necessary for on-lot sewage disposal system design and testing. Fire Protection Fees 1. Installation or replacement of fire suppression Systems, limited area sprinklers and hood suppression systems - 1-200 sprinkler heads - $100.00 - each 100 sprinkler heads after 200 - $20.00 2.
