Reminders: Short Term Rentals: Our Declaration does not allow short term, less than one month, rentals. Use of web sites like Air BNB and VRBO to offer your home or rooms in your home for rent must meet the one month minimum in the Declaration and no more than 2 times a year. All leases must be submitted to the Property Manager s office for Board approval. Failure to do so can result in a fine of $50.00 per day. Garbage, Recyclables, and Yard Waste: These containers are not to be placed at curbside until after 6:00 PM the evening before your pick-up day and should be promptly returned to an out of sight spot by the end of the pick-up day. Vendors and Visitors: Please remind all your vendors, sub-contractors, deliveries, and visitors that they must enter through our US 41/Tamiami Trial N/Imperial Golf Course Blvd. gate (897 Imperial Golf Course Blvd.) regardless if their GPS tries to route them to the Entrada Gate. The Entrada gate is for IGEHOA residents only. The Entrada Gate is monitored by cameras 24/7 and non-residents entering that gate are Trespassing. Damages to the gate systems will be charged to the offending vehicle owner. The GIBs Access Control vendor Ramco Protective has changed software at the front gate including the call in system and added a capability for you to manage your authorized visitor access list from home or your smart phone. Log into www.gateaccess.net and select Community Code IGC using your primary telephone number and your previously assigned PIN number that you used when calling in visitors. Details are on the IGE Web Site Home Page under Quick References and have been emailed to our residents. Please be respectful of your neighbors by following our speed limits and stopping at stop signs in Imperial and on Entrada Blvd. Your 2017 quarterly assessment has increased by $10 per quarter to $433 per quarter and was due Jan 1, 2017. The next quarterly assessment is due March 1st. Please include the coupon with your payment. You should receive a new coupon in the mail with the new assessment amount prior to the due date. If you have not received your coupon, please contact Sandcastle Community Management Accounting at 239-596-7200. It is your responsibility to call in all vendors and visitors to allow pre-authorized access through the US 41 front gate. Call 239-597-2005 to enter the automated call in system. You can include your regular vendors on your pre-authorized access list. An access authorization form is available at www.greaterimpreial.info under Access Control Form or by using www.gateaccess.net. This includes your favorite pizza vendor unless you want it delivered cold! Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! You can update your personal information in the Property Manager s data base using the Owner Contact Form on line at: www.igenaples.info/all_forms/owner_info.htm or you can obtain a form from the Property Manger s office. 1

Highlights of Feb 23rd BOD Meeting: The meeting was called to order at 8:30AM by President Tom Harruff. The following board members were present: Tom Harruff, Scott Toth, Martha Mugford, Pat McCabe, Dan Castaldini, Patrick Keating and Charlie Litow. Mark Thieme, IGE Superintendent and Beth McWilliams, CAM representing Sandcastle Community Management attended. There were two owners in attendance. Review of Minutes: The Minutes from the Jan 26, 2017 meeting of the Board of Directors were presented to the Directors in advance of the meeting, reviewed, and were approved as presented. Approved minutes will be available on the IGEHOA Web Site. After the meeting a correction of the allowed time frame for moving shrubs from the common area was made. IGEHOA Summary Treasurer's Report: (Treasurer Pat McCabe) Financials As of 1-31-17: Assets: Operating Cash $264,266 Reserves $509,818 Accts Receivable $16,050 Other Assets $41,352 Total Assets $831,486 Liabilities: Total Current Liabilities $340,254 Reserves $509,818 Owners Equity ($18,585) Total Liabilities/Owner Equity $831,487* (*Numbers may not add due to rounding) Treasurers Comments: (Treasurer Pat McCabe) Balance Sheet: IGEHOA has adequate cash on hand for our operating expenses and the financial health of the HOA is good. Income and Expense Statements: Income Budgeted $96,392 Actual $97,380 Difference +$988 Income Statement: Actual income was slightly higher than budgeted due to an increase in legal fees charged to delinquent owners offsetting a decrease in budgeted income for newsletter advertising. Expenses: Budgeted $96,388 Actual $97,551 Difference ($1,163) Expense Statement: Actual expenses were slightly higher than budgeted. 2 Actual professional/legal fees, entry/gate maintenance expense and rental expense were significantly higher than budgeted, but substantially offset by lower than budgeted building and grounds maintenance expense The Board authorized Treasurer, Pat McCabe to make decisions regarding Reserve fund investment opportunities making sure that all accounts are FDIC insured. Treasure s Report was accepted by the Board. IGE President s Report for IGEHOA Meeting 12-23-17: Our new Auditor GRG will discuss their audit of our 2015 financials. Mark Gerstel one of the partners will be on the phone to discuss. Dan and I completed our visit to two additional bidders (Litestream and Summit Broadband) with representatives from three other Imperial communities totaling over 1,000 doors for our future Cable TV and Internet replacement contract. With our previous visits to Comcast and Hotwire we have now visited all four bidders. There is still much work to do to evaluate these proposals but al include internet with their cable TV proposal and telephone service is available also but not integrated into these proposals. Our current contract with Comcast expires in April 2019 so we have plenty of time to continue to refine these negotiations with the help of our partner vendor CSI. The Christmas night accident where a woman drove through our Entrada gates as well as Marsilea resulted in her arrest for hit and run leaving the scene of an accident with property damage. She has bonded out of jail and the case is pending. Scott told the investigating CCSO Deputy that the HOA would file charges. Damages to our gate systems amounted to almost $6,000. She bent the drive shafts of the gear boxes that open the swing gates, knocked one inbound swing gate off the hinges and knocked the inbound gate post out of alignment impacting the attached pedestrian gate also. The CCSO has been given copies of the invoices for these repairs. We have yet to be contacted by the prosecutor s office about the case. After the meeting the Prosecutors Office contacted Scott for information regarding the case. Sandcastle has been notified of multiple incidents of visitors or vendors tailgating through the Entrada gate with multiple gate arms being knocked off the pedestal. We have been collecting damage costs for many of these incidents. All visitors and vendors must be notified to use the US 41 Gate and NOT the Entrada Gate. Today we will discuss the proposed rule on drones that our attorney prepared and consider an adoption vote.

GIB Report: Director Castaldini for GIB Treasurer Meyers Income and Expense Statement as of 1-31-17: Total Operating Income: Operating Income is $28,607.39, over budget by $576.31 due to Gate Opener Income. Total Operating Expenses: Operating Expenses are $29,880.26, over budget by $1,854.24. The expense variance is a combination of Landscape plants and a timing issue for gate access control. Items as of 1-31-17: Cash for Operations $14,979.37 Cash for Reserves $ 403,149.68 Other Assets, $752.51 Total Current Assets $418,881.56 Owner s Equity $6,672.07 Current Liabilities $9,059.81 Replacement Reserve $403,149.68 Total Equity $418,881.56 Balance Sheet Discussion: We have adequate cash on hand to meet our monthly bills. Stormwater Management/Drainage; (Director Castaldini) No Report this month. Superintendents Report: (Superintendent Mark Thieme) Entrada: We are close to finishing the repairs from the December Entrada incidents. Ramco security has finally replaced the miss-reading bar code reader that has been getting worse over time. Residents please remind your guests and vendors to use the US41 entrance. Beautification; The fountain light in Zack s Lake was repaired but wound itself around the cable due to the larger pump overpowering the anchor cables. We will be using actual boat anchors to stabilize the fountain in a static position next time. Exotics; We are taking proposals for overgrowth cutting on the Phase 2 East perimeter and exotic removal from Majestic Park Beautification Committee Report: (Director Litow): Report to be presented at the March 2017 meeting. Entrada Gate: (Director Castaldini) We have survived the Holiday assault on the Rear Gate and have begun collecting some of the damage costs and trespass fees that occurred. We will continue to press charges for any/all damages 3 caused by violators and shut off passes for all Imperial Home Owners who misuse their passes. The rules for Exit and Entrance using the Entrada Gate are limited for use to Imperial Golf Estates Homeowners or Renters by a legal agreement and is not to be used for any other purpose. Please notify all your vendors, delivery services, and guests that they can only gain entrance or exit from US 41. All Emergency Vehicles have their own system to gain access or exit. We have also replaced the Pass Reader that has caused difficulty for several vehicles to open the Entrada Gate. The new reader appears to be operating properly but we will continue to monitor the situation to ensure proper operation for all IGEHOA Bar Code Holders. Architectural Review Board Report: (Vice President Toth) Twenty requests were approved by the ARB in the period of Jan 26, 2017 to Feb 22, 2017. There were no disapproved requests. Approved requests included, an addition, repaint, fence, pavers, impact windows, dumpster, addition, landscaping, and remove/replace trees. With respect to the swing set at IC, the approval states that the installation should be done in a manner not to obstruct the lake view of the neighbor. The southwest corner would be an ideal location. The Board approved the ARB report. To obtain an Exterior Change Request form on line: www.igenaples.info, log-in with name imperial and password 2011 Or a copy from Sandcastle Community Management and email your request to: sjtoth@gmail.com Please remember that ARB approval is required for the use of PODS, Dumpsters and Port-a-Potties even if the renovations involve only interior changes. Infrastructrue Committee (Roads and Drainage): (Director Castaldini): Future replacement of the foliage in roundabouts with pavers was discussed. The project will be considered moving forward with foliage removal to be replaced with a brick medallion insert to facilitate large vehicle turning in those cul de sacs. Pedestrian walkways at the entrance to the community were discussed. This is a Greater Imperial Board issue that has been voted down at least twice in the past. Traffic Awareness: (Director Keating) It was reported that the Sheriff will be on site with an ATV patrolling the North area of Castlewood.

Violations: Director, Martha Mugford Rounds were made on February 1, 8 and 15. The Fining Committee met and reviewed the six properties that had violations. The property owners notified Sandcastle that they had their roof cleaned and were in compliance. Two attended the meeting in person and asked for additional time to power wash their driveway and wall and were given 30 days to be in compliance. There were no fines levied. All properties that were cited have had follow up visits and corrections have been completed. We have had several complaints from residents that have been investigated: commercial trucks entering before 7:00 a.m., construction complaints regarding a port-apotty on property line, gate entry error, commercial vehicles parked in driveway overnight, fence installation without approval from ARB. We take every complaint seriously and investigate for violation of our governing documents. We cannot get involved in disputes between neighbors unless our governing documents have been violated. This is our community and we need everyone's help in keeping property values at the top. Moldy roofs and driveways, commercial vehicles parked overnight, trash receptacles left at curb or put out in advance, lawn clippings left on curb all week, dead trees not attended to, unleashed pets and clean up, rust stains, mail boxes falling down etc. Attention to the overall look of our community is vitally important to everyone. We ask for your cooperation and to be a good neighbor for the benefit of all residents who live in Imperial Golf Estates. 2101 Imperial Drive East was discussed regarding compliance. PM Community Manager s Report: (PM McWilliams) Pedestrian gate fobs were discussed. Ramco is working to solve the issue. A request was made to publish the following agency names and phone numbers in the monthly newsletter: Collier County Code Enforcement 239-252-2440 Collier County Animal Control 239-252-7387 Non-Emergency Police 239-252-9300 Perimeter Awareness: (Director Keating) No report. Newsletter-Estates: (President Harruff): No report. Unfinished Business: A draft copy of a proposed drone rule was presented. Board discussion included air space and issues of 6 enforcement regarding flying over common property, private property and the golf course property. Discussion included authorizing Charlie Litow to draft a more comprehensive drone rule with the association s attorney input. New Business: Discussion included verifying proper insurance coverage for the Entrada Gate and inviting Brown and Brown Insurance Brokers to the next board meeting. Homeowners Issues: Roundabout trash truck traffic was discussed as well as pedestrian access to the community through the front entrance road. Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifications from the Association including Association Maintenance Fees. You can do this on line at http://igenaples.info/owner_info.htm RESIDENT CLASSIFIED ADS Imperial residents can place a classified ad in The Estates Newsletter to sell household items within Imperial Golf Estates at NO CHARGE. Ads should be 4 lines or less.
