They have changed software at the gate including the call in system and added a capability for you to manage your access list from home or your smart phone. Log into www.gateaccess.net and select Community Code IGC using your primary telephone number and your previously assigned PIN number that you used when calling in visitors. Please be respectful of your neighbors by following our speed limits and stopping at stop signs in Imperial and on Entrada Blvd. No Vendors, contractors, sub-contractors or delivery people can enter Imperial through the Entrada Gate. Please notify ALL OF YOUR VISITORS that they MUST enter Imperial through the US 41 Gate at 897 Imperial Golf Course Boulevard, regardless if their GPS routes them to Entrada. NO EXCEPTIONS. Your second 2016 quarterly assessment of $423 per quarter was due Apr 1, 2016 and your third quarter payment is due July 1, 2016. Please include the coupon with your payment. You should have received a new coupon in the mail with the new assessment amount prior to the due date. If you have not received your coupon, please contact Sandcastle Community Management at 239-596-7200. It is your responsibility to call in all vendors and visitors to allow pre-authorized access through the front gate. Call 239-597-2005 to enter the automated call in system. You can include your regular vendors on your pre-authorized access list. A copy is available at www.greaterimpreial.info under Access Control Form. This includes your favorite pizza vendor unless you want it delivered cold! Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! Highlights of May 26 BOD Meeting: The meeting was called to order at 8:30 a.m. by President Tom Harruff, Directors Scott Toth, Martha Mugford, Dan Castaldini, Tom Nessling (came in during the beautification report) and Pat Keating. Superintendent Mark Thieme was absent/on authorized vacation. Mickey Sudut, Community Association Manager representing Sandcastle Community Management. There was one owner in attendance. Review of Minutes: The Minutes from the April 28, 2016 meeting of the Board of Directors were presented to the Directors in advance of the meeting, reviewed. and were approved as presented. Approved minutes will be available on the IGEHOA Web Site. IGEHOA Summary Treasurer's Report: (Acting Treasurer Tom Harruff) Financials As of April 30, 2016 Operating Cash $272,198 Reserves $410,116 (MMA $217,640) Accts Receivable $19,304 Other Assets $1,157 Total Assets $702,776 Total Current Liabilities $293,982 Reserves $410,116 Owners Equity ($1,322) Total Liabilities/Owner Equity $702,776 (Numbers may not add due to rounding) Treasurers Comments: (Acting Treasurer Tom Harruff). Balance Sheet: We have adequate cash on hand for our operating expenses. Total Operating Income: Operating income is under budget ($1,470) for the month of April primarily due to quarterly assessments. Year to date we are over budget on our Operating Income ($4,994). Our Delinquent account follow ups have been sent out. As of the end of April we had $26,199 in current quarter delinquent accounts, $1,732 over 30 days old and $2,689 over 61 days. The over 61 days old delinquent are mostly from five lot owners including one bank owned foreclosure. Sandcastle is working these delinquencies and we will follow our Delinquent Assessment Rule. We will be receiving a current Accounts Receivable listing and should have it for an update at the meeting. (Note: Sandcastle provided the updated accounts receivable information but Director Harruff did not see it in the financials). Total Operating Expenses: For the month of April our Operating Expenses were under budget by $9,190. Year to date our Operating Expenses are under budget by $25,264. YTD Administrative is over budget by $2,699, 2 Utilities are over budget by $699, Maintenance is under budget by $19,584, Miscellaneous is under budget by $5,432, Insurance is under budget $4,831, and Reserves are over budget $1,184. Discussion by PM Sudut regarding the over budget terminology in the Reserves in this report. Treasurer s Comments: Our Everbank Money Market account 6 month special rate of 1.05% APY expires on June 16, 2016. I will work with Sandcastle to find a better rate for our Reserves. In the past these funds have been in either Everbank or First Florida Integrity Bank whichever had the best rate at the time. First Florida has been advertising a higher rate in the newspaper if you establish a checking account in their bank also. The Board approved the Treasurer s report and authorized President Harruff to select where to place our reserve funds in the best CD/MMA rate account available when the current MMA matures in mid-june. IGE President s Report for IGEHOA Meeting 4-28-16 We have received the attorney review of the proposed Limited Agency Agreement with CSI to assist us in negotiating a Cable TV and other services contract. CSI has accepted all of the proposed changes from our attorney and Board Members were provided an electronic copy for your review. The Board approved signing the agreement and President Harruff was authorized to sign. Most of you are aware of the damage to the north side column and wall at the front gate. The GIB has a copy of the CCSO Accident report identifying the driver and his insurance company. His vehicle was towed and he was transported to the hospital. Sandcastle has contacted his insurance company telling them of the GIB claim for property damage. One bid has been received at $17,125 by the company that repaired the south side wall damage. The Collier County Water Main replacement from 41 to the four-way stop is proceeding in the engineering stage. The next review is a 90% design review with the GIB due at the end of June. After that review the county will set up Neighborhood Information Meetings to allow residents to ask questions about the impact on their communities. The project should begin late fall and could take up to a year to complete. They will be crossing IGCB at the four way stop. The GIB will work with the County and the GIB Member associations to keep everyone informed. We still need another Board member and ask that each of you try to find a volunteer to assist us in managing our association.

We will be voting on a change to the Entrada Gate Rule dictated by Florida Statute that requires at least a 14 day notice before suspending gate privileges for violating the Entrada Gate Rule. Tom Harruff, President IGEHOA Drainage; (Director Castaldini) 1966 Imperial G C Blvd. After inspecting the hole we discovered that the pipe had collapsed due to old age and will have to be replaced or sleeved. We would consider sleeveing this pipe due to the above ground obstacles that would have to be dealt with if we decide on excavation and replacement of the current pipe. The obstacles include a large tree trunk, electrical, plumbing, and many large bushes along the route. Our decision will be made based on the proposals that we have requested from contractors. We certainly need to repair this problem prior to rainy season. The Board approved Director Castaldini selecting the contractors to fix the drainage issues. Superintendents Report: (Superintendent Mark Thieme) Entrada; The sunken pavers at the gate house have been repaired and pavers re-sanded. 1 camera has been added to the gate house. New IQ came in to revisit the problem with 1 bar code reader. Drainage; We have received proposals for the drain failure in the 1900 block of IGCB and at the 4way stop. Zack's; The Empress well pump was replaced due to failure. Flowers; Pentas and Zinnias were chosen for the flower beds, just waiting for planting. Beautification Committee Report: (Director Nessling) Mark trimmed trees in Marquis Park, he sprayed Entrada sidewalk for weeds. Dumping of dirt, rocks & concrete chunks have been found behind a home on Empress in the drainage ditch on the perimeter. Ficus tree cuttings were dumped on the easement near Countess Ct. I believe these types of issues should be addressed by a Violations Committee. Entrada Gate: (Director Nessling) Multiple violations again this month including a Collier County vehicle! Procedure has been established to limit expense of New IQ service calls regarding back gate breakage/malfunctions. Sandcastle will attempt to contact Mark first, me second & New IQ last. Progress continues on researching costs, positioning & style of flag pole near back gate. I propose the Board vote on approving a "15 day notice" rule for all back gate violations in accordance with Florida 3 Statutes providing violating residents the opportunity to appeal suspension of back gate privileges prior to enforcement. I believe this appeal should also be before a Violations Committee. The Board approved the revised Entrada Gate Rule including a 15 day notification before suspending use of the Entrada Gate for rule violations. Please let all of your vendors and visitors know they have to enter and exit IGE through the front gate off of US 41 regardless of where their GPS system directs them. Property Manager confirmed that the Contractor Guidelines and ARB form have included this entrance/exiting requirement. Architectural Review Board Report: (Vice President Toth) Six requests were approved by the ARB in the period of Apr 28 to May 26. There were no disapproved requests and no pending requests. Approved requests included new roof, repaint house, replace garage doors, replace landscaping, install rip rap and replace fountain. The Board approved the ARB report. Please remember that ARB approval is required for the use of PODS, Dumpsters and Porta-Potties even if the renovations involve only interior changes. Roads and Walkpaths: (Director Castaldini) No report. Traffic Awareness: (Director Keating) Traffic enforcement within IGE by CCSO (Collier County Sheriff Office) is on a regular basis. CCSO traffic tower will be in IGE from May 25th to June 2nd. It will be moved to several locations. CCSO will put IGE on a regular rotation for the device. Update on recent property trespass (lanai and pool) at residence on Empress Ct: CCSO responded to issue and conducted investigation. All related residents have been contacted by CCSO. While it was asserted earlier that the intruder/s may be part of a homeless camp, after CCSO investigated and walked the area, there was no evidence of a homeless camp. The intruder/s have not been identified or found at this time. CCSO will continue to monitor. CCSO has offered free home security check-ups. Interested parties should contact CCSO directly. Sheriff s Department: Gypsy crimes (shop lifting, pick pocket, etc.) are up this time of year. It is important to pay attention when out in the community. The beach access problem is being addressed by a traffic task force. Report to be submitted soon. Public Utilities: Water levels are very low - drought concerns discussed. Could go to 1 day for irrigation vs. the current 3 day Current regulations limit irrigation systems operation from 12:01am to 8:00am with odd number addresses on Monday, Wednesday, and Saturday and even number addresses on Tuesday, Thursday, and Sunday. Water line disinfecting process will be ended on June 3. Fire Department: The current dry conditions are a concern now regarding brush fires. Preserves are a particular concern. Violations and Fining Committee (Director Mugford): Martha stated that she recently rode around the community with the Community Manager and noticed several roofs that are in need of cleaning. The violation letters will be sent to the owners that were on the list last month. A letter will be sent out via email to the community with a date in season to have the roofs cleaned as historically the roof violations are not done in the rainy season. The board discussed in length the mailboxes and whether or not the HOA should take over the responsibility of maintenance and replacement of the mailboxes in order to have the entire community install the same mailbox. PM Property Manager s General report: (PM Sudut) Mickey Sudut, Community Manager stated that there were 22,701 users of the back gate in April. In the future, the gate report will show the users of the gate and the sales of the Bar Codes. Perimeter Awareness: (Director Keating) No report. Newsletter-Estates: - (Treasurer Harruff): No report. Unfinished Business: Dan Castaldini stated that during the US 41 to four-way stop water main replacement the County will be adding new fire hydrants and adding five new shut off valves. Currently, the community only has one shut off valve. New Business: Mickey Sudut, Community Manager will seek to have updated annual contracts submitted for approval. This was to be done in January but due to the change of management companies it was not done. The Committee Chairs are to submit to Mickey the contracts in which they need to have an updated contract filed with the HOA. The proposals for the lake/canal and fountain maintenance were submitted by Anovus and Advanced Aquatics updated their proposal to include fountain maintenance also.. The board discussed the proposal submitted by Anovus Corporation and noted that it would be favorable and cost effective to have one vendor to take care of the fountains and lake/canal maintenance. The Board approved contracting with Anovus for lake and fountain maintenance. The current contract with Advanced 7 Aquatics will be cancelled without cause. Homeowners Issues: Owner addressed the board on the approval of receiving an Entrada Gate pass for their Florida registered and licensed Low Speed Vehicle. The board agreed to provide the pass after the review of Florida Statutes and a review of the issue with the attorney for the association. The board did not want to be held liable for any issues relating if they provided a low speed vehicle an Entrada Gate pass. The owners should make arrangements with Sandcastle Community Management to get the bar code on the low speed vehicle. Owner wanted to know if a commercial vehicle parked in driveway overnight was in compliance with the documents. Violation Committee should check the property and notify Property Manager of any action required. New owner asked Tom Harruff about the possibility to have a community garden in our common areas. The board was not inclined to agree to a community garden on our common areas with only this one request.. Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifications from the Association including Association Maintenance Fees.
