They have changed software at the gate including the call in system and added a capability for you to manage your access list from home or your smart phone. Log into www.gateaccess.net and select Community Code IGC using your primary telephone number and your previously assigned PIN number that you used when calling in visitors. Please be respectful of your neighbors by following our speed limits and stopping at stop signs in Imperial and on Entrada Blvd. No Vendors, contractors, sub-contractors or delivery people can enter Imperial through the Entrada Gate. Please notify ALL OF YOUR VISITORS that they MUST enter Imperial through the US 41 Gate at 897 Imperial Golf Course Boulevard, regardless if their GPS routes them to Entrada. NO EXCEPTIONS. Your second 2016 quarterly assessment of $423 per quarter was due Apr 1, 2016. Please include the coupon with your payment. You should have received a new coupon in the mail with the new assessment amount prior to the due date. If you have not received your coupon, please contact Sandcastle Community Management at 239-596-7200. The 2016 quarterly assessment has changed and if you have an automatic scheduled payment be prepared to update to the 2016 quarterly assessment of $423. It is your responsibility to call in all vendors and visitors to allow pre-authorized access through the front gate. Call 239-597-2005 to enter the automated call in system. You can include your regular vendors on your pre-authorized access list. A copy is available at www.greaterimpreial.info under Access Control Form. This includes your favorite pizza vendor unless you want it delivered cold! Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! Highlights of Apr 28 BOD Meeting: The meeting was called to order at 8:30 a.m. by Director Scott Toth. Board President, Tom Harruff was on speaker phone. Other members present were Martha Mugford, Dan Castaldini, Tom Nessling and Pat Keating. Superintendent Mark Thieme was present. Mickey Sudut, Community Manager representing Sandcastle Community Management. Five owners present. Review of Minutes: Mar 24, 2016 meeting minutes of the Board of Directors were distributed to the Directors in advance and were approved as presented. Approved minutes will be available on the IGEHOA Web Site. IGEHOA Summary Treasurer's Report: (Acting Treasurer Tom Harruff) Financials As of March 31, 2016 Operating Cash $194,076 Reserves $445,456 (MMA $217,453) Accts Receivable $13,512 Allow Bad Debts $(9,316) Other Assets $686 Total Assets $644,415 Total Current Liabilities $169,681 Reserves $445,456 Owners Equity $ 20,623 Total Liabilities/Owner Equity $644,415 (Numbers may not add due to rounding) Treasurers Comments: (Acting Treasurer Tom Harruff) Balance Sheet: We have adequate cash on hand for our operating expenses. Total Operating Income: Operating income for month of March is under budget primarily due to late payments of quarterly assessments (Balance Sheet shows $13,512 in receivables) however year to date our Operating Income is $6,465 over budget primarily due to Newsletter income. Administrative is under budget for March by $4,137 and YTD over budget $7,138. This includes paying Towne for the month of February to assist in the transition to Sandcastle. Office expenses were over budget YTD by $5,317 including the mailings related to the turn over and our mailed follow ups on delinquent accounts. Total Operating Expenses: for the month of March our Operating Expenses were under budget by $4,585 and YTD by $16,074. Administrative is under budget for March by $4,137 and YTD over budget by $7,138. This includes paying Towne for the month of February to assist in the transition to Sandcastle. Office expenses were over budget YTD by $5,317 including the mailings related to the turn over and our mailed follow ups on delinquent accounts. Utilities are under budget for March by $704 and YTD by $1,777. Maintenance is over 2 budget for March by $1,945 primarily due to Gate Access. Miscellaneous is under budget YTD by $3,416. Our bottom line is that YTD we have a net income (Income over Expenses) of $22,539. The Board approved the Treasurer s report. IGE President s Report for IGEHOA Meeting 4-28-16 There are two most important items for this report: 1 The transfer of Access Control at our gate from Universal Protection to Ramco Protective effective 11:59 PM April 14th. Dan has more information regarding the transfer as he was at the gate house at the transfer and for the days following. Ramco has had additional personnel in the gate house for the day time shift since the transfer to help facilitate the movement o personnel through the gate. There have been some timing issues at the gate but things are smoothing out. Additionally they have implemented new software at the gate including the visitor call in system and the on line update of your authorized visitors through www.gateaccess.net. You can update your authorized visitor list from your home computer, your phone of other device using your primary phone number and five digit PIN issued by the Property Manager s office. You can add multiple authorized phone numbers to allow members of your house hold to authorize visitors. The options have changed so keep and follow the written notice that you received. Anne and I have used the capability and it works well. We will have to redistribute our PIN numbers to all of our members just to be sure that they can use this capability. 2 Dan, Mark, and I were with Collier County Planning and others at a 30% design review of their project to replace the water main from US 41 to the four way stop. Many of you have seen the surveyors along the Boulevard and that is part of their engineering effort. There will be additional meetings in May or June when they are at a 90% design point. All of the GIB Directors will be invited to Information planning meetings later this year. The project schedule is not firm but work is expected to begin late this year and the entire project could be 7 to 8 month long with some impact on internal traffic. We will work with the GIB to stay informed about the project and to keep our members informed about possible impacts as the planning efforts are finalized. Finally we have finalized the transfer of our primary Attorney to David Muller of Becker and Poliakoff. GIB Report (Director Castaldini): Dan spoke of the recent plans by Collier County to replace the water main from US41 to the four-way stop.

There was a recent meeting with the representative for the county and the engineering firm to discuss the basic overall plans. The county will hold town hall meetings when the plans are at 90% ready (June). Dan plans to meet with the engineer in the next week or so to go over the plans as to how the pipe will be installed. The plan right now is to begin the replacement around September or October and the project could take up to one year to complete. Superintendents Report: (Superintendent Mark Thieme) Entrada The exotics in the Entrada swale have been sprayed, first time since the road opening. There were BAI bar code readers swapped proving a problem that the previous company denied for two years. Roads and Sidewalks There were two small repairs on the Empress sidewalk. Drainage One drain was replaced after the drain box repair. The sink hole caused by Comcast has finally been repaired. Empress The Empress well pump was replaced due to failure. Beautification Committee Report: (Director Nessling) The Entrada swale was sprayed twice for exotics. The clearing next to the gate house was also sprayed. Flowers approaching the four-way stop have been chosen per a suggestion from a resident. They will be red petunias & will match the Golf Club's flowers. Platinum Coast Irrigation promises to have the Zack's Lake fountain installed by the end of the week. Entrada Gate: (Director Nessling) Tom Nessling stated that there is interest in having a United States Flag installed at the gate. The Board is not against this idea and so Tom will look into this with Mark Thieme. As a reminder anyone allowing someone to tailgate them in or out of the back gate will lose their privileges for 30 days for the first offence. Anyone that tries to peel off their bar code to use on another car will also lose privileges. Please let all of your vendors and visitors know they have to enter and exit IGE through the front gate off of US 41 regardless of where their GPS system directs them. Property Manager confirmed that the Contractor Guidelines and ARB form have included this entrance/exiting requirement. Architectural Review Board Report: (Vice President Toth) Scott Toth presented the ARB report with 3 nineteen approved applications. Board approved ARB Report. Special review and vote on the ARB approval of the application submitted by neighbor of an approved ARB request for a recreation/court. The Neighbors were given an opportunity to make additional remarks on their request but declined. The owners with the approved ARB request then were given an opportunity to provide their comments on their approved application for their recreation/basketball court. After consideration, the Board took the following action: Motion made to uphold the ARB s decision and approve the application submitted by owner to install a recreation court. Motion passed 6-0 in favor. The neighbor questioned the board s decision on the approval of the recreation court and felt that the board was not considering the noise and visual impact the court has on his property. Scott Toth noted Section 720.3035 of the Florida Statutes. In accordance with the board s interpretation of the governing documents and the association s legal advisor s guidance the requesting owner met the Architectural Planning Criteria requirements for the ARB to approve the application. The two owners discussed their positions on the issue and it was stated that there would not be basketball play that would cause any issues. The owner stated that his son was only seven years of age and that there would not be any basketball play after 8:00 p.m. as his son is in bed at that time. Stormwater Management and Drainage: (Director Castaldini) Drainage, Roadways and Walk Paths: We have taken a second look at the replacement of four (4) drain pipes that are under the roadways on three of the Cul de sacs currently being repaved in Phase 3. After careful inspection and deliberation it was decided that the existing pipes were in good condition and would continue to function without threat of malfunction anytime soon. This will in turn save time and money and also speed up the time to complete the construction process.

The last of the paving of Cul de sacs will be completed March 24, weather permitting, and the heavy equipment used will be removed. The remaining painting of STOP STRIPES and addition of reflectors for fire hydrant marking will be done in two weeks in order to give the new asphalt time to dry. We have also completed replacing all the walk paths that we identified as a possible danger due to cracking and root damage. The concern for safety of our residents is our main objective. I would like to add that the patience and understanding of our residents during this significant upheaval was and is most appreciated During the road project a sink hole was repaired on Princess caused by an irrigation pipe. A resident on Regal Ct. called in a sink hole, upon opening it was discovered that again it was Comcast that bored their fiber optic line through a drain pipe. Roads and Walkpaths: (Director Castaldini) 3 sections on Imperial GCB of blacktop sidewalk have been removed and replaced with root barrier installed along trees. The 12 cul-de' sacs and Noble Court repaving project is complete. Violations and Fining Committee (Director Mugford): Roof inspections - have been completed to date. Notifications should have been sent to those residents who need to make arrangements to have their roof cleaned. Responses should have proof of contract for cleaning. Mailbox inspections So far, inspections have been done on Duke Drive, Regal Way, Teagarden Lane, Castle Garden Lane and Imperial Circle. Imperial Golf Course Boulevard is in process. A letter will go out to those owners who are not in compliance. There have been complaints on garbage cans being left out in advance of collection day.
