CHC-2017-2886-HCM 106-108-1/2 South Kings Road Page 2 of 3 SUMMARY The subject property is a two-story, three-unit Streamline Moderne-style apartment building with garages at the rear constructed in 1936 on Kings Road on the block between West 1 st Street to the north and West 3 rd Street to the south in the Beverly-Fairfax area of Los Angeles. It was built by engineer Joseph J. Rees for Samuel Aidlin, a local developer and contractor, as part of the Beverly Square residential development tract. This tract was originally owned and subdivided by the Merchants National Trust and Savings Bank in 1928 and was designed and marketed as an ultra-modern multi-family residential development. The subject property has an irregular, L-shaped plan, a flat roof with a clay tile parapet cap, and is clad with non-smooth and combed stucco. The property features divided-lite corner windows, porthole windows, a decorative heavy wood horizontal screen and balcony railing that wraps the west and south facades on the second story, as well as a curved second story balcony on the south facing elevation. The front doors on all three units have two horizontal decorative stainless steel strips, a stainless steel kick plate, and half-round decorative stainless steel plate surrounding the door knobs. On the interior, the property exhibits original geometric handrails on the staircases, plaster crown moldings with an intricate geometric Art Deco pattern, and tile work in the kitchens and bathrooms. The Streamline Moderne style emerged in the United States in the 1930s and is often considered to be a late branch of the Art Deco style. Where Art Deco was rich, brightly colored and highly ornamented, Streamline Moderne was sparse, stripped down and monochromatic. Rounded corners, horizontal bands, and smooth surfaces give Streamline Moderne buildings the appearance of being smoothed and rounded by aerodynamic forces. Other characteristic elements of the style include flat or nearly flat roofs, smooth stucco cladding, steel casement windows, horizontal moldings, continuous sill courses, and windows with no surrounds. Alterations to the subject property over the years include: the replacement of original casement windows with jalousie windows and the addition of aluminum awnings over some of the windows in the 1960s; a small addition to the dining room of a rear unit in 2008; and the addition of screen doors and window security bars on some of the units at an unknown date. The building also appears to have been re-stuccoed at some point. While the citywide historic resources survey, SurveyLA, did identify a potential district with boundaries that closely mirror those of the original Beverly Square development tract, the Beverly Square Multi-Family Residential Historic District, the subject property was not identified as a contributor nor individually eligible for historic designation at any level. CRITERIA The criterion is the Cultural Heritage Ordinance which defines a historical or cultural monument as any site (including significant trees or other plant life located thereon) building or structure of particular historic or cultural significance to the City of Los Angeles, such as historic structures or sites in which the broad cultural, economic, or social history of the nation, State or community is reflected or exemplified, or which are identified with historic personages or with important events in the main currents of national, State or local history or which embody the distinguishing characteristics of an architectural type specimen, inherently valuable for a study of a period style or method of construction, or a notable work of a master builder, designer or architect whose individual genius influenced his age.

CHC-2017-2886-HCM 106-108-1/2 South Kings Road Page 3 of 3 DISCUSSION The applicant argues that the Aidlin-Rees Apartments is eligible under one criterion of the Cultural Heritage Ordinance: it embodies the distinguishing characteristics of an architecturaltype specimen, inherently valuable for study of a period, style, or method of construction as an excellent representative example of the Streamline Moderne architectural style as applied to a multi-family dwelling constructed during the mid to late 1930s. Staff finds that the Aidlin-Rees Apartments does not appear to meet any of the Cultural Heritage Ordinance criteria. The subject property does not individually reflect the broad cultural, economic, or social history of the nation, state, or community. The new neighborhoods of the Beverly-Fairfax area of the Wilshire neighborhood were heavily marketed as discrete subdivisions and developed mostly from the mid-1920s to the early 1930s. They included a high number of multi-family residences, including numerous two-story duplexes and fourplexes in a variety of Period Revival and Modern styles like the subject property. The subject property exhibits a common typology for this time period and there is a plethora of 1930s multi-family residences extant in the Wilshire neighborhood and across the city. The subject property is not identified with any historic personages or important historical events. Though the apartment building retains original elements such as a flat roof, corner windows, porthole windows, and rounded corners typical of the style, the subject property is not a unique or outstanding example of the Streamline Moderne style. The Streamline Moderne style is applied to the subject property in a simplified manner and only on the front street-visible façade. Also, the addition of window awnings, security bars on some of the windows, and window box air-conditioners, as well as the non-smooth stucco cladding compromise the original design intent. Other more exemplary multi-family properties in the Streamline Moderne style that are already locally designated include the 844 South Plymouth Apartments (1936, HCM #970); Jacobsen Duplex (1938, HCM #796); the Richardson Apartments (1940, HCM #847); and the Hannah Schwartz Apartments (1947, HCM #1002). Furthermore, the subject property is not a notable work of a master architect. Staff finds that the property does not appear to rise to the level of historic significance to be individually eligible for designation as a Los Angeles City Historic-Cultural Monument. FINDINGS Based on the facts set forth in the summary, discussion, and application, the Commission determines that the property is not significant enough to warrant further investigation as a potential Historic-Cultural Monument.

A. Architectural Description Introduction The Aidlin-Rees Apartments, located at 106-108 S. Kings Road, is an outstanding example of Streamline Moderne residential architecture and an essential component of the Beverly Square subdivision. As Beverly Square was designed and marketed as an ultra-modern neighborhood, the Streamline Moderne style a modern departure from the Period Revival styles of the era was an important component of this identity. Buildings of the style peppered the streets of the subdivision, making it an unusual concentration of Streamline Moderne architecture. The subject building, constructed in 1936, was prominently featured in the subdivision s advertising and is one of few remaining buildings that tell the story of Beverly Square s visual identity. 4 Site The property at 106 South Kings Road (full address spanning 106-108) occupies a rectangular parcel of 7,153.6 square feet on the east side of S. Kings Road, in the block between W. 1 st Street to the north and W. 3 rd Street to the south. 5 The two-story building shares a ten-foot setback with the other buildings on the east side of Kings Road. 6 The building is accessed via a concrete walkway in the southern part of the parcel. The walkway leads to a set of concrete stairs to the north of the walkway, and ends at three concrete stairs on the west side of the building. The garages are accessed via a concrete driveway at the northern edge of the parcel. 106 S Kings Rd. has an irregular L shaped plan. To the south is an exterior courtyard the subject building shares with South Kings Road. The courtyard is made from the space inside of the L and the mirrored L of South Kings Road. Exterior The Aidlin-Rees Apartments is two stories tall and has three two-story units. Constructed during the latter years of the Great Depression, the building is remarkable for its detailed construction and for the high quality of life it provides to its occupants. Unique at the time, and illustrating the building s quality construction, the first floor joists are 9-inch steel I-beams. 7 The building is clad with smooth stucco and features a flat roof. The second story displays a strong horizontal datum of raked stucco and windows and doors with accentuated parallel mullions. To further accentuate the horizontality of the design, the second story also features a decorative heavy wood horizontal screen and balcony railing on the front elevation. The horizontal bars are separated and supported by round vertical dowels. 4 1935-1938. On the south side of the building is a curved second story balcony above the entries to apartment 106 and 106½ South Kings Road. The Streamline Moderne curve of the balcony relieves the simplicity of the cubed design scheme. The three stairs to the front entryway of 106 and 106½ S Kings Rd match the curve of the balcony above. All three entryways face the courtyard to the south of the building. The entry to 108 has its own set of three stairs that are shadowed by the rectangular balcony above. The flat roof, another identifying Moderne feature, has a parapet with tile trim, which creates a horizontal line around the top of the entire building and is accentuated by the matching color of the grille trim and doors. The ground and second floors have corner wrap-around windows with four fixed panes divided by wood muntins, creating Streamline horizontal fenestration. On the south side just east of the main entry to 106 are decorative iron bars over an octagon porthole window, evoking restrained Streamline Moderne ship influences. The front doors on all three units feature two horizontal decorative stainless steel strips, a shiny stainless steel kick plate, and half-round decorative stainless steel under the door knobs. The photograph used in the 1936 Los Angeles Times advertisement clearly shows the half-round demi-lune plates and the horizontal strips. As this is an early automobile suburb, each unit has its own garage that is accessed via a driveway to the north of the building from South Kings Road. The three garages are arranged in a row along the eastern property line. South of the garages is a shared back yard. Thanks to the similar massing of the building to its south at S. Kings Road, there is a shared courtyard between the two addresses, fostering community living. Because S. Kings is of a very different style, together they represent the variety of architecture of Beverly Square. From the 1936 photographs, it appears that much of the sculpted, rounded base plantings are original. Interior While the exterior is primarily Streamline Moderne, the interior mixes elements of Streamline and Art Deco with Colonial attributes. The banister on the staircase at the entry is uniquely Streamline. The newel post cap features three horizontal elements and the end of the handrail is wrapped around the newel post below the cap. The handrail continues up the stairs with a decorative Streamline Colonial swag between the posts. The rail along the wall on the other side of the stairs has geometric ends and wall mounts with Art Deco influences. The original plaster molding in the living room has an intricate geometric Deco pattern with a clean streamline ridge against the ceiling. Light streams in though the corner window and the south-facing large octagonal porthole window. Intricate Art Deco detailing can also be seen on the mail slot and front door peepholes. 8 The baseboards continue the Art Deco theme, with a ziggurat design of four horizontal 8 E. ridges. In the dining room the Deco baseboards are complemented by Streamline Moderne wainscot molding which is comprised of three wide horizontal radius ridges encircling the room. Inspiration for the ziggurat design, so popular in the 1930s, came from Egyptian, Mayan and Aztec temples. 9 The dressing rooms feature a round mirror in the Streamline style 10 and elaborate built-in desks with heavily scalloped edges. The kitchens and baths exhibit elaborate Deco tile work. Each apartment features a different color theme. The main bath for 106 Kings features Peach, Orchid and Café au Lait, 106½ is done in Pheasant Green and Cream, while 108 features Orchid and Rose. 11 Alterations The building has endured only a few minor alterations. The only permitted alteration is a small addition to the dining room of unit 108½ at the very rear of the building, constructed in 2009. Additional alterations include: Aluminum awnings over some windows, apparently added in the 1960s. Some of the original wood casement windows have been replaced with jalousie windows; they are contained within the original frames. Statement of Significance Summary The Aidlin-Rees Apartments meets the following criteria for designation as a Los Angeles Historic-Cultural Monument: It embodies the distinguishing characteristics of an architectural-type specimen, inherently valuable for study of a period, style, or method of construction. Built in 1936 during a period of recovery from the Great Depression, the Aidlin-Rees Apartments is an excellent representative example of the Streamline Moderne architectural style as applied to a multi-family dwelling constructed during the mid to late 1930s. 12 The property retains a high degree of architectural and historical integrity in its design, workmanship, and materials to manifest the architectural history of the City of Los Angeles. The building sits on the east side of the 100 block of South Kings Road, which is 100% intact with original buildings from the 1930s Beverly Square subdivision. A 1936 article in the Los Angeles Times featured 106 S. Kings Road, and the developers of this unique Streamline Moderne neighborhood chose this building as the only Streamline Moderne building whose photograph was used in their advertising. Up until that point Beverly Square had only used illustrations to advertise this new type of apartments. Historical Background The Beverly Square Subdivision As noted in the Los Angeles Architectural Guide by David Gebhard, the Beverly Square area is practically the home of Streamline Moderne. This was not an accident; it was planned to be just that. 17 The Beverly Square subdivision was initially developed in 1928 and from the beginning was slated for multi-family structures. A handful of buildings were constructed between 1929 and 1932, at the beginning of the Great Depression and likely before builders realized that the economic downturn was far more severe than they had expected. After those first few buildings were complete, the subdivision apparently went into foreclosure and construction in the neighborhood effectively ground to a halt until the summer of 22 23 24 25 26 1935. Starting that August, almost weekly ads and articles promoted the Beverly Square subdivision. The P.R. blitz was headed by L.J. Burrud, who was already known for his 28 29 innovative marketing and stunts for Hollywoodland. The subdivision, located seven blocks west of Fairfax Ave, was now planned as a new concept in smart, ultra-modern studio apartment homes. The studio apartments Mr. 17 D. Gebhard and R. Burrud was promoting are large two-story units, with living rooms on the first floor and bedrooms on the second. 30 The ads for Beverly Square often included illustrations of Streamline Moderne apartment buildings; occasionally they had illustrations of Monterey Revival buildings. In September 1936, the very first ad featuring a photograph was of 106 S. Kings Road the nominated building. This ad ran again in November, under the headline A New Design for Living. These were the only advertisements found featuring photography. 32 Over the course of two years, Mr. Burrud made it clear that this early automobile suburb of Los Angeles would be unlike the more common Period Revival neighborhoods. The Close-in modern apartments would feature two kinds of architecture, Modern and Monterey revival. 34 About a third of the identifiable buildings constructed in Beverly Square during this period, 1935-1941, are what we now call Streamline Moderne. The remaining buildings are a mix of Period Revival and Minimal Traditional styles. Many of the non-streamline Moderne buildings include identifiable Streamline Moderne influences. 35 In March of 1936, a Los Angeles Times article announced what would be the crowning achievement of this new ultra-modern neighborhood: A $,000 seven-unit building, three stories tall, with underground parking. Among its features would be extensive utilization of glassed-in walls and partitions. There would also be sun terraces, private gardens and balconies. This steel-frame apartment building was to employ skyscraper engineering. The public was encouraged to visit at night, when they could observe the innovative new building being constructed under the lights. Under the headline Modernistic Architectural Treatment was an illustration of the proposed grand Streamline Moderne building. 36 Although this centerpiece of Beverly Square was never built, its planning and publicizing clearly show the intent to develop the subdivision in the Streamline Moderne style. 38 It s also telling that architect Milton J. While Streamline Moderne buildings were plentiful, recent development has led to the demolition of many of the other examples of this style in the Beverly Square subdivision. From 2014-2015, four Milton J. Black buildings were demolished, including the one he built for himself. 42 Streamline Moderne Architecture The Streamline Moderne style was an economic and stylistic response to the ravaging effects of the Great Depression. Streamline structures continued to suggest modern values of movement and rejection of historic precedents, but with far less opulence and more restraint than the Art Deco of the late 1920s and early 1930s. When Art Deco was rich, brightly colored and highly ornamented, Streamline Moderne was sparse, stripped down and monochromatic. 43 The designs were influenced by the excitement of speed that seized the nation during the 1930s and distracted its attention from the ravages of the Great Depression. 44 Rounded corners, horizontal bands and smooth surfaces give Streamline Moderne buildings the appearance of being smoothed and rounded by aerodynamic forces. As the city was recovering from the depression, there was no style better suited to Los Angeles, which was already defined by its love of the automobile and the optimism of progress inherent in a city growing at such a monumental rate. 45 J.J. Rees -Engineer (1894-1943) Joseph Rees was born in Bielsk, Poland as Joseph Rzepniewsky. He immigrated to the United States in 1912. 46 In the United State, Rees achieved much of the success that still drives people to immigrate to America. He went from residing in an older part of Boyle Heights in 1925 to building his own 52 53 54 home, designed with his daughter, east of Hancock Park in 1938. Joseph was able to send his daughter his only child to USC, where she became the 7 th woman to graduate with a degree in architecture. 55 A far from exhaustive search turned up forty-one buildings between the years of 1936-1941 that credit Rees as Engineer (and likely many more yet to be researched). Often he worked directly with the developer, contractor or owner, as he did at 106 S Kings. On at least four occasions, and most likely more, he worked with architects. With the famous theater designer, B. Marcus Priteca, he did the Fine Arts Cinema in Beverly Hills. With William Barber he engineered North Sycamore Chateau, Los Angeles HCM 1010. With Charles Plummer, of Plummer Wurdeman and Becket, he worked on the Hollywood 58 59 60 office of the Auto Club (demolished 2002). Joseph J Rees was only 49 when he died in 1943. 61 Many of the multi-family buildings Rees engineered were in the Streamline Moderne style. With the courtyard apartments he designed for contractor A. Rothenberg on Olympic Boulevard, Rees explored many of the same themes as the Aidlin-Rees Apartments. Samuel Aidlin Owner, Developer, Contractor (1886-1948) At the age of eighteen, Sam Aidlin immigrated to the United States from Russia. Six years later, in 1910, he was living on the South side of Chicago and working as a clerk for a mail order company. In 1920 he was a dry goods merchant, still living in Illinois. Ostensibly property development was not Sam Aidlin s only line of work in the early 1920s, since in 1923 he was listed in the city directory as living in Los Angeles and working in autos. In 1927 he was living in Hollywood with his family and was listed as a salesman in the Los Angeles directory. In the 1930 census, Aidlin is listed as a builder in the homes industry. 69 During this period Samuel Aidlin became an apparent pillar of the Los Angeles Jewish community. His surprise 25 th wedding anniversary party was written up in the B'nai B'rith Messenger along with his children s weddings and engagements. 70 He was able to send at least three of his four children to UCLA, where one of his daughters majored in pre-med. His son Joseph W. Aidlin became a very influential lawyer in geothermal energy and was a major player in progressive Democratic politics. 71 In 1936 Sam Aidlin built 106 S. Kings Road, in the newly revived Beverly Square subdivision. In 1938 he is listed as contractor on two houses in Los Feliz, one with J.J. 72 73 Rees and the other with the architect Arthur W. Hawes. On the 1936 building permits for 106 S. Kings Rd, Aidlin s name is crossed off as contractor; possibly because he was not licensed at that time. In 1938 his name appears as 75 76 contractor with license number 5298. Tenants of 106-108 S. Kings Road Of the tenants of 106-108 S Kings Road, the early residents of apartment 106 S. Kings are particularly noteworthy: Rudolf Ising and his first wife Maxine Jennings. Mr. Ising, who was listed in the 1938 and 1939 Los Angeles directories as living in 106 S Kings Rd., was a pioneer of animated films. He was an early aide to Walt Disney, credited with giving Disney films their visual style. He was nominated for Academy Awards in 1936 and 1937, and in 1940 his film The Milky Way became the first non-disney animated film to win an Oscar. 79 Maxine Jennings was a starlet for RKO, acting in at least six productions with Lucille Ball. Her biggest film roles were during her period of marriage to Ising and presumably while living on Kings Road.
