CROSSMAN, CITY MANAGER MEETING DATE: MAY 6, 2015 SUBJECT: REQUEST TO APPROVE A LOT SPLIT/MINOR LAND DIVISION RELATED TO THE HERITAGE GOLF COURSE AND A PARCEL COMBINATION TO CREATE ONE 28 ACRE PARCEL RECOMMENDED MOTION MOTION TO APPROVE APPLICATION FOR LOT SPLIT / MINOR LAND DIVISION AND PARCEL COMBINATION FOR WIGWAM JOINT VENTURE, LP, PROPERTY LOCATED AT THE NORTHWEST CORNER OF VILLAGE PARKWAY AND LITCHFIELD ROAD BACKGROUND / DISCUSSION Last year, Wigwam Joint Venture applied for a Major General Plan Amendment and Rezoning for property located at the northwest corner of Litchfield Road and Village Parkway in order to accommodate a residential project to be developed by Cachet Homes. The Major General Plan Amendment and rezoning were both approved by Council for the 28 acres the project would encompass. The 28 acres included the parcel where the former Awenasa Condominium project was to be located, but it also included three additional parcels and a portion of the Heritage (Red) Golf Course. This Lot Split/Minor Land Division would split off a portion of the Heritage (Red) Golf course parcel that was included in the GPA/Rezoning, to create one 28-acre parcel that can then be sold to Cachet. In addition, all of the individual parcels to be sold to Cachet Homes would be combined into one parcel. The project has now moved forward to a point where Cachet is ready to purchase the property, with a closing date of May 21, 2015, and the applicant has noted that it is necessary to record the combination of the parcels into one parcel in order to accommodate the sale of the property. The application has been reviewed by the City Engineer and City Planner Consultant, and both recommend approval. None. Staff recommends approval. FINANCIAL IMPACT STAFF RECOMMENDATION

Included in the purchase and development is a small portion of the southern edge of the Heritage (Red) Golf Course. The golf course property was rezoned from open space to planned development with an underlying zoning district of high density residential cluster pursuant to Ordinance No. 15-201 as part of Cachet Homes development plan. Cachet Homes submitted a preliminary plat to the City, which was approved by the City Council on March 18, 2015. The boundary of the preliminary plat includes 5.47 +/- of the southern portion of the Heritage (Red) Golf Course. A minor land division, or lot line adjustment, needs to occur prior to recording of the final plat so that the final plat does not include the remaining portion of the Heritage (Red) Course.
