PROJECT TIMELINE Completed Application Submission Date: May 26, 2005 Planning Report Date: June 27, 2005 The applicant is proposing: a Development Variance Permit to vary the following by-law regulation: the maximum number of fascia signs per premise is increased from 1 to 2 in order to permit 1 additional fascia sign. The Planning & Development Department recommends that:

1. Council approve Development Variance Permit No. 7905-0149-00 (Appendix IV), varying the following, to proceed to Public Notification: (a) the Sign By-law regulation relating to a maximum number of fascia signs per premise is varied as follows: i. the maximum number of fascia signs is increased from 1 to 2 for the B.C. Liquor Store enterprise at #116-12080 Nordel Way. REFERRALS Engineering: The Engineering Department has no objection to the project. SITE CHARACTERISTICS Existing Land Use A new shopping centre. East: A Southern Railway of BC railroad right-of-way and a large industrial building, zoned IL, designated Industrial in the OCP. South: A public storage operation, zoned IL, designated Industrial in the OCP. West: Across 120 Street, a retail shopping centre located in the Corporation of Delta, zoned CD, designated Commercial in the Corporation of Delta's OCP. North: Across Nordel Way, a vacant industrial site, zoned I-G (By law No. 5942) and IL (By-law No. 12000), designated Industrial in the OCP. PLAN AND POLICY COMPLIANCE OCP Designation: LAP Designation: Complies. Complies. DEVELOPMENT CONSIDERATIONS Council approved OCP Amendment, Rezoning and Development Permit Application No. 7903-0180-00 to permit the development of a shopping centre at the southeast corner of Nordel Way and Scott Road in October 2003. The site is zoned CD By-law No. 15081 and this zoning permits "retail stores". "Government liquor stores" are under the definition of "retail stores" in the Zoning By-law. The proposed variance relates to the B.C. Liquor Store which is a "government liquor store". The BC Liquor Store has one premise frontage, facing north. The premise frontage is 33.5 metres (110 feet) and the building currently has one fascia sign on the western portion of the front façade (Appendix III). The applicant wishes to increase the number of fascia signs on the BC Liquor Store beyond what the Sign Bylaw permits. The Sign By-law permits one fascia sign for each premise or lot frontage.

The applicant is proposing to add another fascia sign on the eastern portion of the front façade. The sign is proposed to be exactly the same size, shape and style as the existing sign. The sign is approximately 6.5 metres (22 feet) long by.5 metres (2 feet) for the majority of the length and 1 metre (4 feet) wide for a portion of the length. The total sign area is 3.33 sq.m. (36 sq.ft.). The sign will be composed of 50 cm (2 feet) high face lit channel letters ("BC Liquor Store") and a smaller shaped aluminum unit with red neon letters ("Signature") (Appendix IV). BY-LAW VARIANCE AND JUSTIFICATION (a) Requested Variance: To increase the number of fascia signs on the BC Liquor Store from one to two. Applicant's Reasons: Because the premise frontage is so wide at 33.5 metres (110 feet), a second sign will help increase business visibility within the shopping centre. Staff Comments: The applicant is proposing to add additional sign area of 4.41 sq.m. (47 sq.ft.) to the existing 4.41 sq.m. (47 sq.ft.) signage area for a total sign area of 8.82 sq.m (94 sq.ft.). The overall sign area permitted for this premise is 33 sq.m. (355 sq.ft.). The typical premise frontage for this building is approximately 10 metres (33 feet) and each premise is permitted one fascia sign. Currently, the BC Liquor Store has one fascia sign with a premise frontage of 33.5 metres (110 feet). The proposed sign is well designed and complements the existing fascia sign on the premise.
