Infrastructure plans have been approved and construction of the infrastructure has begun. Staff finds that the proposed final plat conforms to the general plan for the extension of the municipal roads, streets, and public highways, taking into account access to and extension of sewer and water mains and the instrumentalities of public utilities. The proposed final plat is consistent with the approved preliminary plat and master plan for Bay View Section Two. The Bay View Master Plan was approved by the Parks Board on July 7, 2005 with the understanding that a trail would be constructed around the detention pond. A note was placed on the final plat for Bay View Section 1 which states per the requirements of City of League City 2007 Parks Ordinance, Section 102-57(f), a trail is required and will be provided around the eastern detention basin as a condition of approval for the final plat. While development of Section 1 is nearly complete, the required trail has not yet been constructed. The developer intends to construct the trail later, with the completion of Bay View Section 2, Phase II. Parks fees were assessed at $1,000 per lot, for a total of $45,000, and have been paid. Staff finds that the plat conforms to the subdivision regulations of Section 102 of the League City Municipal Code and Section 212 of the Texas Local Government Code.
