Sir, The time has come when we must analyse and find out the utility or otherwise of the various student unions in all the educational institutions. At the beginning of every academic year a few mediocre students whip up an election campaign and divide the student community into rival groups and try to win the elections by hook or crook. Political parties are waiting to fish in troubled waters and take sides in the student elections. Students divert their attention from studies to politics and resort to violence to win the elections, as if that is the be-all and end-all of life. The main aim to study and pass the examinations after grasping the subjects taught is given the go-by. Educational institutions become the breeding ground for violence and illegal political activities. One can count on one s fingers the good work done by student unions across the country. After attaining 18 years the students themselves acquire the right to vote but this should not give them license to import politics and disturb the peace and educational atmosphere of educational institutions. An Expert Committee should examine the pros and cons of the continuance of student unions and recommend their abolition if they are found to be harmful to the academic career of the student community as a whole. Nagar Corporation not following norms while relaying roads Sir, After the recent rains, Corporation has re-laid the badly damaged Gandhi Street, Jawaharlal Nehru Street, Tanjore Road, Vasan Street, Cart Track Road and many more such roads in this neighbourhood. The residents of the above streets aver that the workers have done a half-baked job. Further more, in a few of the above streets, parking of vehicles by the nearby shop owners has been rampant. Instead of removing these vehicles so as to facilitate re-laying of the roads, the contractor has left the places where vehicles were parked untouched. The residents have petitioned both the Mayor and the Commissioner to see the shoddy work done by the contractor. The procedure to be normally followed while relaying roads is to use the Benkelman Beam Test to assess the quantity of relaying required and then milling the surface to ensure that there is no increase in the road level. Then two layers of bitumen are laid for the strength of the road. Most contractors do not follow this procedure and the Corporation s engineers and inspectors do not verify the work to ensure that the norms are followed. The result is that the level of the road goes up every time the Corporation takes up the work. The residential complexes which dot these roads are pushed to such a low level that the rain water from the road flows in inundating the complex. The worst affected are the houses and apartments built 15/ 20 years ago. Why should the residents bear the brunt of the inefficiency of the Corporation in laying the roads? It is protected by a 6-foot high fence. There are a number of flowering plants and well pruned ornamental plants and trees on the island. Cheating by fuel outlets: activists seek action Did you know that a fuel outlet owner who sells you 5 ml. less for every litre of fuel purchased can get away without punishment? Petrol outlets have been known to tamper with meters of dispensing machines, shortchanging customers, but the Legal Metrology Act, 2009 has raised the deviation level from 15 ml. to 25 ml. for every five litres sold. A few drops of fuel saved per motorist translates into a profit of several lakhs a month for dealers but legal metrology officials said they can act against violators only if there is a shortage of more than 5 ml. a litre. We don t want to compromise on quantity of fuel dispensed to customers but the Act doesn t give us power to fine such violators, said an official, adding that complaints were pouring in about short delivery of fuel at outlets. Consumer activists say there is no need to be lenient towards errant dealers as automated meters can measure quantity accurately. It is time to amend the Legal Metrology Act, said T. Sadagopan, a consumer activist. It s unfair to allow them to reduce the quantity of fuel being dispensed. There is no justification in increasing permissible deviation level from 15 ml. to 25 ml. for five litres under the Act when error percentage is much less in electronic meters, he said. Tamil Nadu Petroleum Dealers Association Vice President K. Suresh Kumar said most pumps are automated and there is no scope for malpractice. The 25 ml. for 5 litres tolerance is very negligible and there is no intention to cheat customers. The Centre has increased the tolerance limit after studying all difficulties. Legal metrology officials said that customers can call 2432 1438 or 2432 0887 to register complaints. Customers can also check the quantity of fuel using a 5-litre jar available in every fuel pump. Work on bicycle track nearing completion Work on the dedicated bicycle track on Dr. Ramasamy Salai, K. K. Nagar is nearing completion. Corporation workers were seen laying red sand on the floor of the cycle track on Dr. Ramasamy Salai on March 17. Thousands of students of 8 schools and several tuition centers in the area are expected to be the major beneficiaries. Corporation officials said that the project included widening of pavements, laying a smooth carriageway in cement concrete and introducing a bicycle track alongside the footpath as per Indian Roads Congress standards. Lakshmanswamy Salai and Ramaswamy Salai will be made oneway stretches for all vehicles once the project is completed. According to a survey, about 1,000 cyclists use the stretch in an hour (before and after school hours) and the number is likely to increase after completion of the bicycle track.
