(+DOQ) Appraiser II - Minimum Salary $24.19/hr. (+DOQ) This is a permanent, full-time, APEA represented, benefited position in the Assessment Department. The position may be classified at either level. The level at which the selected applicant is appointed will be based on the applicant s qualifications. The Ketchikan Gateway Borough offers a competitive salary package that includes the opportunity for regular wage increases, excellent health insurance program, paid-time-off, and PERS retirement. APPRAISER I An entry level professional working under the general supervision of a higher level appraiser. Applicant should possess math and statistical aptitude, moderate computer knowledge with Excel and Access software, written and oral communication skills and attention to detail. Must possess the ability to interact with the public in difficult situations. Incumbents receive on-the-job training and specific class courses to acquire certification(s) for a period of up to 2 years. APPRAISER II Requires applicant with math and statistical aptitude, strong computer knowledge with Excel and Access software, written and oral communication skills and attention to detail. Must be able to work with minimal guidance and supervision. Work will be indoors and outdoors in various types of weather, as well as in remote areas accessible only by boat or plane. Requires ability to present appraisal concepts and information to the public in both formal and informal settings. Must possess the ability to interact with the public in difficult situations. APPRAISER I Minimum qualifications include: Education High school diploma or GED certificate. Associate s Degree in Economics, Business, Real Estate or related field preferred. Experience Certification from AAAO as a certified Assessor Appraiser; or two (2) years of experience in one or more of the following: real estate related field, an appraisal field, construction field; or three (3) years of clerical experience in related fields. Valid State of Alaska driver's license with clean driving record. APPRAISER II Minimum qualifications include: Education High school diploma or GED certificate. Bachelor s Degree in Economics, Business, Real Estate or related field preferred.

Experience Qualifies as a Level I Appraiser or higher from the Alaska Association of Assessing officers (AAAO) as a certified Assessor/Appraiser AND- two (2) years of professional level experience in the appraisal field. Certification Must achieve Level II certificate or higher from the AAAO as a certified Assessor/Appraiser within twelve (12) months of hire. JOB SUMMARY: Responsible for completing appraisal assignments for most types of residential properties and for valuation of other property types with direct technical support. ESSENTIAL JOB FUNCTIONS: Appraise most types of residential property with minimal supervision. Appraise and assist in appraising commercial, industrial and other complex properties with technical support and supervision. Evaluate and apply appropriate appraisal approach(s) to property appraisals with technical support and supervision. Participate in establishing values for all property interests, including land, buildings, tidelands, leaseholds, mineral interests and mining claims. Assist with ratio reviews and analysis in determining assessment levels. Participate in developing cost factor and depreciation allowances. KETCHIKAN GATEWAY BOROUGH JOB DESCRIPTION APPRAISER I Represent borough in contact with property owners, professionals and the general public. Work closely with Appraiser II and Director in completing duties and assignments. Applicant will also be expected to obtain a Level 1 Alaska Certified Assessor/Appraiser designation from the Alaska Association of Assessing Officers within three years of hire. ADDITIONAL JOB DUTIES Provide instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to the duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have. Perform related other duties, as directed by the Director of Assessment. Attend Board of Equalization meetings as directed by the Director of Assessment. PHYSICAL ACTIVITIES INCLUDE. Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, stooping, climbing on stools and ladders, and routinely lift and carry items and boxes up to forty (40) pounds. Climbing stairs and inclines; negotiating difficult terrain. Driving automobiles. Long hours sitting at desk and/or in front of computer. Familiarity with the area of building construction methods and materials Ability to coordinate activities, compile data, and process forms and information. Interpersonal skills, pleasant telephone manner, the ability to resolve problems, and a strong sense of teamwork. Familiarity with modern office and record keeping principals, procedures, practices and equipment. Ability to develop and maintain courteous and productive relationships with public, supervisor and co-workers. Ability to read and interpret building plans and property descriptions. Ability to follow and develop effective property appraisal methods and procedure. Ability to work with and educate the general public in appraisal and assessment principles and techniques. Willingness to perform a variety of job-related duties as situations arise, a strong sense of teamwork, and ability to work cooperatively with others required. Computer knowledge and experience mandatory. EDUCATION AND EXPERIENCE: Requires a B.A. degree in Real Estate, Economics, Business or related field. Four years of experience as an Administrative Assistant, Accounting Technician, Real Estate Related Field, or the equivalent elsewhere, may substitute for the required Bachelor's Degree.
