INTRODUCTION Sectors 65 to 68 provided in the Development Plan of Sonipat-Kundli multi functional urban complex are being developed as an Education Hub by the name of Rajiv Gandhi Education City. RGEC is located close to the National Capital, along G.T. road, on either side of the Rai Sports School. It also abuts the proposed Eastern Peripheral Expressway. RGEC is envisaged as a hub for higher learning and a centre for research in cutting edge technologies such as Nanotechnology, Biotechnology, Genetics, Engineering, Technology, Medicines etc. Spread over an area of 2026 acres, RGEC has provision of plots of various sizes for Educational Institutions, besides provision of residential areas, Bus Stand, Commercial areas, Health and other required facilities, to make it a self sustaining campus. RGEC is located at a distance of only 5 kms from Delhi border and 55 kms from IGI Airport, New Delhi. It has a good connectivity with the National Capital as well as other important areas. The site falls at the junction of upcoming KMP Express way (connecting NH-1,2,8,10) Process of allotment of Educational sites in the RGEC was set rolling in the year 2009 and so far about 240.73 acres land has been allotted to 13 institutions / organizations, which includes extension campus of IIT Delhi and National Law University. WHO CAN APPLY Reputed Institutions / Private Universities: Institution runs by Organization / Educational Societies / Trusts having established track record of more than 10 years. Other Educational Institutions-1: Institutions of higher education run by business houses having annual turnover of 5000 crores INR, provided they run on No profit No loss basis. Other Educational Institutions-2: Private Universities of higher education desirably having long term foreign tie-ups. Other Educational Institutions-3: Universities set up under Haryana Private Universities Act. HOW TO APPLY 1. Only online application in prescribed form alongwith earnest money and required documents is to be submitted on or before the closing date. 2. The applicant should verify his details carefully before submitting application on HUDA website. Once data has been submitted online and challan has been generated, no change/modification of the data shall be permissible. 3. Prescribed Earnest money plus non-refundable charges of Rs. 500/- is required to be duly deposited in HUDA account. Mere online submission of data on HUDA portal and generation of challan, will not be treated as application and shall be liable to be rejected outright. 4. The applications received after the prescribed closing date will not be entertained. PROCEDURE OF ALLOTMENT Application received by the due date shall be scrutinized. In case of plots where only a single application is received, the applicant shall be interviewed by a Screening Committee comprising of Principal Secretary to Town and Country Planning Department, Administrative Secretary to Govt. of Haryana, Higher Education and Chief Administrator, HUDA. The recommendations of the Screening Committee shall be submitted to the Govt. decision. However, in case of those plots where more than one application is received, allotment shall be made through e- auction amongst the eligible applicants for that particular plot. In case of e-auction, the floatation rate advertised for that particular size category of plot shall be deemed to be the reserve price for e-auction for that plot.

MODE OF PAYMENT: 1. The land cost is payable in the following manner: i. Either in lump sum within a period of 60 days without interest. Or ii. 15% within a period of 30 days from the date of issue of Letter of Intent. iii. Remaining 75% in 6 equal annual installments with 12% interest or as revised by the Authority from time to time. However, the interest on remaining amount of installments shall accrue from the date of offer of possession. On delayed payments, penal interest @ 15% p.a. shall be charged extra or as revised by the Authority from time to time. iv. On receipt of payment as mentioned in (i) or (ii) above, regular letter of allotment shall be issued and the possession of the site shall be offered. 2. The above price is tentative to the extent that any enhancement in the cost of land awarded by the Competent Authority under the Land Acquisition Act shall also be payable proportionately, as determined by the Authority. The additional price determined shall be payable within 30 days of its demand. 3. No moratorium period on any size category of plot shall be available and the allottee shall be required to make payments as per schedule give in the allotment letter. INCENTIVES / ATTRACTIONS 1. In order to attract established players and ensure seriousness in their endeavor to take upon the work at site, incentive in the forum of 10% discount on price of the plot to the institution coming forward to complete the construction (25% or more) within 2½ years of taking over the plot shall be given. 2. The applicants shall be offered plots only if they agree to the payment of bank guarantees towards construction on the site in the following manner:- i) 1% of the amount (cost of plot) as bank guarantee valid for 4 months which will be forfeited if building plan is not submitted within 3 months. ii) iii) 1% of the amount (cost of plot) as bank guarantee valid for 7 months which will be forfeited if work on the ground is not started within 6 months. 1% of the amount (cost of plot) as bank guarantee valid for 10 months which will be forfeited if building does not come atleast to the ground level (DPC level) in 9 months.

iv) 1% of the amount (cost of plot) as bank guarantee valid for 13 months which will be forfeited if the work on atleast 25% is fully started and atleast 10% amount is spent by 12 months. v) 3% of the amount (cost of plot) as bank guarantee which will be forfeited if building is not completed between 2½ years. 3. As a further incentive, so as to offset the cost of bank guarantees, additional 5% concession on the cost of plot be given to those allottees who come up with construction within 1½ years from the date of offer of possession. OTHER TERMS AND CONDITIONS: 1. There can be a variation in the shape and size of plot as per actual demarcation at site and allottee shall be liable to accept the same subject to payment / refund for the differential area as the case may be. This variation can be upto ±20% of the plot area allotted. 2. The site shall not be used for the purpose other than the one for which the land is being allotted. If the land is not used for the specified purpose, it will automatically revert to HUDA alongwith the structures raised, if any. 3. The transfer of ownership of plot and change of land use shall not be allowed under any circumstances. 4. Shops / Commercial use shall not be allowed in the allotted area under any circumstances. 5. The control over the building shall be exercised through a zoning plan of the site which shall provide for the building zone, maximum permissible ground coverage, maximum permissible height, parking area, type of boundary wall and gate etc. besides specifying the permitted uses in above plot. 6. Allottee shall not erect any building or make any alternation / addition without prior permission of the Estate Officer. No fragmentation of land or building shall be permitted. 7. That HUDA shall provide the services only upto the periphery of the earmarked / allotted site. The internal development shall be the responsibility of respective Department. 8. In the event of breach of any of the condition of allotment, the Estate Officer, HUDA, Sonipat may resume the land in accordance with the provisions of section-17 of HUDA Act. 9. The land / building shall continue to belong to the Authority until the entire consideration money together with interest and other amount, if any, due to the Authority on account of sale of such land or building or both is paid. You shall have no right to transfer by way of sale, gift, mortgage or otherwise the

plot / building or any right / title or interest thereon till the full price is paid to the Authority, except with the prior permission of the Authority. 10. On payment of the 100% price of the plot, allottee shall execute the deed of conveyance in the prescribe form and in such manner as may be directed by the Estate Officer. The charges for registration and stamp duty will paid by the allottee. 11. Allottee shall have to pay all general land local taxes, rates or cesses imposed or assessed in the said land / building by the Competent Authority. The Authority will not be responsible for leveling the uneven site. 12. Allottee shall have to complete construction within 5 years of the date of offer of possession after getting the plans of the proposed building approved from the competent Authority in accordance with the regulations governing the erection of buildings. The time limit is extendable subject to payment of extension fee is fixed by HUDA from time to time, otherwise this plot is liable to be resumed and the whole or part of the money paid, if any, in respect of it shall be forfeited in accordance with the provision of the HUDA Act. 13. The seat reservation policy / fee structure shall be as per the policy of State Govt. so as to facilitate quality / research in the Educational / Research Institutes as well as provide social justice. Functional autonomy shall be given to the Institutions in accordance with the State Policy. 14. The Authority reserves to itself all mines and minerals whatsoever in or under the said site with all such rights and powers as may be necessary or expedient for the purpose of searching for, working, obtaining removing and enjoying the same at all such times in such manner as the Authority shall think fit, with power to carry out any surface or any underground working and to let down the surface of all or any part of the said site and to sink pits, erect buildings, construct lines and generally appropriate and use surface of the said site for the purpose of doing all such things as may be convenient or necessary for the full enjoyment of the exceptions and reservations herein Contained. Provided that the allottee shall be entitled to received from the Authority such payment for the occupation by the Authority of the surface and for the damage done to the surface or building on the said land by such works or workings or letting down as may be agreed upon between the allottee and the authority or failing such agreement as shall by ascertained by reference to arbitration. 15. The Authority may by its officers and servants at all reasonable times and in reasonable manner after twenty four hours notice in writing enter in an upon any part of the said land / building erected there on for the purpose of ascertaining that the allottee has duly performed and observed the conditions to be observed under the rule / regulations applicable under the said Act. 16. The Authority shall have full rights, power and authority at all times to do through its officer or servants all acts and things which may be necessary or expedient for the purpose of enforcing compliance with all or any of the terms,

condition and reservations imposed and to recover from you as first charge upon the said land / building, the cost of doing all or any such act and things and all cost incurred in connection there-with or in and any way relating thereto. 17. For plots designated as General Preferential (GP), or Preferential (P) or Special Preferential (SP), the allottee shall be liable to pay the premium at the applicable rate. 18. All disputes and differences arising out of or in any way touching or concerning this allotment whatsoever shall be referred to the sole arbitration of the Chief Administrator or any other officer appointed by him. It will not be an objection to such appointment that the arbitrator so appointed is a Government servant or an officer of the Authority that he had to deal with the matter to which this allotment relates in the course of his duties as such Government servant of officer as the case may be, he has expressed his views on all or any of the matters in dispute or difference. The decision of such arbitrator shall be final and binding on the concerned parties. 19. All payment shall be made online through HUDA web portal. 20. The allotment shall further be governed by the relevant provisions of HUDA Act, 1977, Rules & Regulations framed there-under.
