The Vectis Scheme The secure letting scheme for Landlords In the spirit of being honest and upfront, here is the Vectis service in more detail; The Vectis scheme originally launched in 1996 with the vision to create an outstanding property management service for Landlords on the Island, who want security and peace of mind when they let their properties to tenants. Welcome to Vectis property management scheme removing the uncertainty from letting your property on the Island. Although our service has been around for some time, the ethos is very different from other Letting Agent services you may have worked with in the past. Our aim is to actively address all the issues that worry Landlords, from rent collection & arrears, legal paperwork, difficult tenants, through to the care and repair of your property. Our intention is to create a long-term relationship with you, giving you confidence to use us time and again. We know letting your property can be difficult, especially in these uncertain times with welfare reforms and increasing Landlord regulation coming through regularly from Government. That s why we want to remove the worries and uncertainties from your next let. Our HAL letting service offers Landlords the reassurance of: Guaranteed rent... We will: 1. Meet you at your property and advise you on the level of guaranteed rent we can pay you for your property. 2. Provide you with this guaranteed rent for the term for the lease between you and us, even if there are times when your property is empty (between tenancies for example), or even if the tenant doesn t pay the rent, you will always receive the amount we agreed at the start of the lease. 3. Once the lease agreement starts, we will pay this guaranteed rent monthly, in advance, straight to your bank account, on the same date each month. 4. We will review the amount of rent we pay you on an annual basis within the context of the prevailing economic and market conditions. Accepting and returning your property 1. We aim to view and inspect your property within two working days of you contacting us. 2. We will advise you of what paperwork (see The Legal Stuff section in this document) and property standards are required from you at the time of the inspection. Once these standards are met and the paperwork provided, the property will be deemed ready to let. Looking after your property 1 2 3 4 5 6 We will take responsibility to maintain the property, (excluding major structural repair work), but including hot water/heating systems and any gas safety checks during the term of our lease. We will fully insure your property against fire, flood, subsidence and any reasonable damage that could be expected. We will ensure that tenants look after and maintain the garden, any outbuildings or communal areas that could cause conflict with neighbours. We will repair any damage to the Landlords fixtures and fittings during the term of the lease. We will carry out regular visits to the property to ensure the tenants are looking after the property and behaving within the terms of the tenancy agreement We will carry out two full property inspections per year, to identify the ongoing condition of the property and advise you of recommended works in order to protect your investment. We can also arrange these works for you upon request. Marketing 1. We will take and retain photographs of the property for marketing purposes. 2. We may place your property details on our website or other property marketing websites (e.g. Rightmove, Zoopla). 3. We will accompany all prospective tenants when viewing your property. Tenant referencing All tenants placed into your property will: 1. Be made fully aware of their responsibilities as a tenant 2. Be checked for any history of rent arrears, antisocial behaviour or damage to previous properties. The Legal Stuff 1. We will draft and sign a lease with you for a minimum period of 36 months 2. Because any prospective occupants will be Vectis tenants, unlike with other letting arrangements you will not have the expense of preparing paperwork or legal agreements 3. When renewals, rent reviews, evictions or other legal procedures are required, we will never charge you for any work undertaken on the tenancy. 4. We will ensure that the Tenant(s) set up all their utility suppliers, Council tax and other tenancy responsibilities. We will take all responsibility for these bills for the duration of our lease agreement. 5. We require current valid copies of: a. Gas safety certificates for the property b. Electrical Safety certificates c. The Energy Performance Certificate for the property d. If the property is mortgaged, then written approval from the mortgagee, or evidence of a buy to let mortgage. You must advise your bank or building society that you will be letting the property. Some lenders will charge an administration fee for issuing a consent letter. There may also be a variation in interest rate levels of the mortgage. If the property is leasehold, the head lease will specify whether or not you should gain permission from the freeholder or the freeholder s managing agent. 4 5

Support 1. Our dedicated team will support the tenancy and be available to talk through any issues or concerns you may have, Monday to Friday 9am-5pm. Once we have agreed a lease, you will be given a dedicated Vectis staff contact who will be on hand to deal with any issues you may wish to discuss. Your responsibilities 2. In the event that your property requires repair or maintenance work, our Repairs team will be on call 24hrs a day, 7 days a week to deal with any emergencies that might arise. We will advise you as soon as possible. 1. In the small number of instances where you retain responsibility for repairs, we can arrange to undertake these on your behalf, or you can advise us of your own major repairs processes. 2. You must ensure that the property is presented to the agreed property standards before we can sign a lease agreement. 3. Once the lease has been signed, we would ask that any visits to the property that you wish to undertake, or any contact with the tenant is done through your Vectis Account Manager. Rental Values - what we can offer you? Whilst the rent we can offer you may seem less than you might be offered from a High Street Letting Agent, the table below shows how our guaranteed rent letting service can work for you in comparison to the High Street offer. Void periods and rents arrears do not affect your income as your rent is guaranteed, so you keep your entire letting income. The annual cost of letting with a High Street Agent could be significantly more than shown in the table if you have any extended rent arrears, void periods or if you have to go to court, serve notices or instruct bailiffs. Our tenants Renting privately is an increasingly popular option for many families on the Island, but they are often prevented from doing it because they can t afford to pay large amounts of rent in advance, high deposits and fees demanded by some Agents. This means they often end up in temporary, overcrowded or unsuitable accommodation. Vectis HAL scheme is designed to work with Landlords in order to secure properties to offer for rent to local households who might not otherwise be able to afford to secure a nice suitable property. We are proactive in inspecting and maintaining property standards before and throughout the term of our agreement with you. Properties should be free from damp, well heated and insulated, safe and meet the Governments Decent Homes Standard. 2. To reduce maintenance costs, it is important to ensure that all components within a property have adequate lifecycle remaining to outlast the term of the lease. 3. Our full management service (including Repairs) will provide a 24-hour reporting service. We are a small, independently-run housing association operating exclusively on the Isle of Wight since 1974. Vectis was formed to provide affordable rented homes for low-paid key workers on the Island, the cost, which would be financed by grants and loans from the Housing Corporation. In the event the Association focused more particularly on the wider objective of accommodating those in the greatest housing need. Some 120 homes were developed over the next twenty-five years. In 2001 a merger with East Cowes Housing Association created an opportunity to expand the Association s development capacity and with it the resources to improve standards across a range of services. Combined with our successful Vectis scheme, there has been steady growth, with an average development of ten new homes a year, throughout the Association s forty years, making us the leading locallybased independent provider of quality affordable housing on the Isle of Wight. We feel as a small, local and experienced organisation, specializing in the housing market on the Island for 40 years, that we are best placed to offer a letting scheme for Landlords that offers a hands on, accountable and hassle free service. We are registered with the Homes and Communities Agency (HCA). Registered as an exempt charity under the Co-operative and Community Benefit Societies Act 2014. In addition, we are also members of the Independent Housing Ombudsman Service, the National Housing Federation and SHAPE (Smaller Housing Associations Pursuing Excellence) grouping. 10 11
