REQUEST FOR PROPOSALS The Village of Mundelein will receive sealed proposals for Architectural Design Services for North Lake Street Façade Improvements in Downtown Mundelein, Illinois until August 15, 2016 at 5:00 p.m. Prospective bidders are encouraged to attend a Pre Bid Meeting scheduled for Wednesday, August 3, 2016 at 2:30 p.m. at the Mundelein Village Hall at 300 Plaza Circle, Mundelein, Illinois to review the scope of the work and the project specifications. SUMMARY OF REQUEST The Village seeks proposals for Architectural Design Services for a project to design façade improvements for private property owners for certain structures along North Lake Street, a major corridor in the Village. The Village is the lead on the project and will be the party to the Contract for the initial design phase of the project. The Village anticipates participation in construction from the business owners at various levels of design. a. Low: Addition of details and decorative elements to the building, including light fixtures, awnings, trim, planter boxes, or signage. b. Medium: Creating illusion of increased building heights through parapets and false fronts, changes to façade materials, enhancements of new doorways and windows. c. High: Increasing bulk of building through building additions. With over 22,000 vehicles per day, the North Lake Street Corridor (Route 45) is one of the most heavily travelled roadways in the Village of Mundelein and serves as a gateway to the community. For many, this is the first impression of the community, and the Village has implemented programs to enhance this corridor through the Business Incentive Grant Program and Economic Incentives. The Village began preliminary conversations with individual property owners. A larger scale project to improve the Lake Street Corridor as a whole would be more appealing to the Village. The focus area includes the area bound by Park Street to the north, Lake Street to the west, the alley north of Hawley Street to the south, and the alley to the east. There are 10 parcels in the project area with 10 property owners. The buildings front Lake Street with parking in the rear off of the alley. The structures are primarily single story commercial buildings. All of the units are occupied at this time with businesses that have been in operation for at least a year (some decades). The structures unit sizes are viable for continued tenancy or attractive for future uses. The intent is to keep these structure, but enhance the appearance to create a welcoming and vibrant space. There is also the ability to construct additional stories to the buildings, which will create value for the property owners and provide character to the street wall. Bidders must submit a firm proposal. The outside of the proposal must clearly identify the firm, individual, or organization that is submitting the proposal. Bidder understands the Illinois Freedom of Information Act requiring the Bidder to produce to the Requester any of its company records and documents which are in any way related to the performance of services under this agreement and not exempt from disclosure within five business days of the Village s receipt of a request for said records. The Bidder agrees to be bound by the provisions of the Illinois Freedom of Information Act and agrees to deliver to the Village all records in its possession relating to this agreement within three (3) business days of a request by the Village for said records. Bidder agrees to reimburse the Village any fees, fines, or costs incurred by or assessed against the Village for its failure to deliver requested records in the possession of the Bidder, and which the Bidder failed to deliver to the Village within three (3) business days of its receipt of a request from the Village to do so. Proposal/Schedule of Prices The Village of Mundelein reserves the right to waive any irregularities and technicalities, and to accept or reject any or all bids or any part thereof.

INSTRUCTIONS TO BIDDERS DESCRIPTION OF COMMUNITY The Village of Mundelein is a vibrant and progressive community of nearly 32,000 residents. Mundelein is situated in the center of beautiful Lake County, Illinois one of the strongest areas of commercial and industrial growth in the nation, with excellent housing, recreational, educational, and business opportunities. The Village is served by Metra commuter rail service, Pace Bus service, several State highways (Route 176, Route 60, Route 83, and Route 45), a number of County arterials, and several bike paths. The community is in the midst of a flurry of activity from new housing projects, new nonresidential construction projects (including commercial and industrial), new infrastructure projects, and redevelopment activities. SCOPE OF WORK The Village is seeking an experienced, responsible, capable and professional firm to provide design services for the implementation of a façade enhancement program. The Bidder shall provide design services to create a technical set of plans and specifications for the construction of a range of improvements to existing buildings within a downtown setting. Plans will include enough detail to seek bids from contractors for construction of the proposed improvements. The selected bidder shall provide comprehensive consulting services for the development of plans, specifications, opinion of probable costs, and itemized bid schedule for the proposed improvements as outlined in this RFP. The completion date for design work is anticipated to be on or before December 31, 2016, dependent upon meetings, scope of projects, and availability of property owners. The project includes a number of parties with varying funding sources and timelines on a unique project. Bidders must be flexible and willing to participate in this public private partnership as the Village and parties develop the parameters of the project. It is anticipated the project will entail the following: 1. Stakeholder Meeting Meeting with the project area property owners, architect, Village Staff, and Lake County Staff to discuss the project and the varying levels of involvement.

The levels include: a. Low: Additional of details and decorative elements to the building, including light fixtures, awnings, trim, planter boxes, or signage. b. Medium: Creating illusion of increased building heights through parapets and false fronts, changes to façade materials, enhancements of new doorways and windows. c. High: Increasing bulk of building through buildings additions. Level of participation will be gauged at the meeting with the stakeholders. Preliminary conversations indicate there are already some willing participants, interested in the high end of the project. Each stakeholder will be asked to enter into an agreement for their portion of the project through the Business Incentive Grant Program by completing an application. 2. Façade Improvement Visualization and Cost Estimates This task involves review of any documents for previous permits, renovations, buildings areas, conditions, building codes, and fire codes, along with an assessment of the existing structures. Façade improvement suggestions will be visualized in rendered elevation format. Conceptual cost estimates (cost per square foot) for the façade improvements would follow. 3. Bid Set Designs Drawings will be developed for the range of projects with each property being under a separate contract between the architect and each property owner so projects ready to go to the Construction Phase in the nearterm will not be delayed by a neighboring property owner(s) not being in a position to move forward with a project. 4. Structural Drawings and Construction Drawings Structural analysis will be conducted for large scale projects, and construction drawings will be created for construction of the range of projects. 5. Construction Bids and Contracts Each lot will be bid separately for construction and executed by the property owner. A minimum of two bids for construction will be required for all portions of the project subject to grant money. 6. Construction Construction will commence. All improvements covered under the Business Incentive Grant Program or CDBG Funds require inspections to ensure the improvements are the same as what was approved. Reimbursement of eligible costs will be made to the property owner after submission of receipts, lien waivers, invoices, etc. PRE BID MEETING Prospective bidders are encouraged to attend a non mandatory Pre Bid Meeting scheduled for August 3, 2016 at 2:30 p.m. at the Mundelein Village Hall, 300 Plaza Circle, Mundelein, Illinois to review the scope of the work and the project specifications. CLARIFICATIONS The Village reserves the right to make clarifications, corrections, or changes in this Request for Proposals at any time prior to the time proposals are opened. All bidders or prospective bidders will be informed of said clarifications, corrections, or changes.

Any Bidder who is in doubt as to the true meaning of any part of the Bidding Documents, or finds a discrepancy or omission therein, may submit to the owner a written request for an interpretation or correction. The person submitting the request shall be responsible for its delivery to the owner at least two (2) days prior to the bid opening date. Any interpretation, correction or change of the Bidding Documents will be made by Addendum, which will be posted on the Village website and emailed to the attendees of the pre bid meeting. IRREGULAR PROPOSALS Proposals that contain omissions, erasures, alterations, or additions not called for, conditional or alternate proposals, or that contain irregularities of any kind may be rejected as irregular. DELIVERY OF PROPOSALS Each proposal shall be submitted in a sealed envelope plainly marked with the title of the contract and bidder s full legal name and shall be addressed and delivered to the place and before the time set forth in the request for proposals. Contract proposals may be delivered by mail or in person. Contract proposals received after the time specified above will be returned unopened. DISQUALIFICATION OF PROPOSALS Two or more proposals from a person, firm, or corporation, under different names will not be considered. Evidence that any bidder is interested in more than one proposal for the same work will cause rejection of all proposals. Any or all proposals will be rejected if there is evidence of collusion among the bidders. WITHDRAWAL OF PROPOSALS Bidders may withdraw Bids at any time prior to the bid opening time and date. Withdrawal requests shall be made in writing and must be received by the Village before the time and date stated for the Bid Opening. Properly withdrawn Bids will be returned unopened to the Person or firm submitting the bid. No contract proposal shall be withdrawn for a period of 45 days after the opening of any proposal. ACCEPTANCE OF PROPOSALS Proposals submitted are offers only and the decision to accept or reject is a function of quality, reliability, capability, reputation, and expertise of the bidders. The Village may accept the proposal that is, in its judgment, the best and most favorable to the interests of the Village and to the public; reject the low price proposal; accept any item of any proposal; reject any and all proposals; or waive irregularities and informalities in any proposal submitted or in the request for proposal process. The waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely on, or anticipate, any waivers in submitting their contract proposals. On acceptance of the successful Bidder s contract proposal by the Village, the successful Bidder s proposal, together with Village s notification of acceptance, shall become the Contract for the Work. SELECTION OF BIDDERS The Village reserves the right to select a proposal in accordance with the work to be done, equipment and labor to be furnished, experience and pecuniary resources, and the lowest priced responsible bid. The Village reserves the right to waive any and or all technicalities, to reject any or all proposals, and to make an award in the best interest of the Village.

INTERVIEWS The Village reserves the right to conduct interviews to facilitate the decision making process to enter into a contract with a certain individual, firm or corporation. EXECUTION OF CONTRACT The individual, firm or corporation to whom or to which a Contract has been awarded shall furnish an executed Contract and Proof of Insurance to the Village within 15 calendar days after Notice of Award has been received by them from the Village. Failure by the Bidder to furnish an executed Contract and Proof of Insurance within the 15 calendar days specified shall be just cause for annulment of the award, or of the Contract if executed. CANCELLATION OF CONTRACT The Village reserves the right to cancel this contract without cause at any point in the duration of the life of the contract. All other applicable federal, state, and local taxes of every kind and nature applicable to the Work are included in the Schedule of Prices; and 4. The approximate quantities set forth in the Schedule of Prices for each Unit Price Item are Owner s estimate only, that Owner reserves the right to increase or decrease such quantities, that payment for each Unit Price Item shall be made only on the actual number of acceptable units of such Unit Price Item installed complete in place in full compliance with this Contract/Proposal, and that all claim or right to dispute or complain of any such estimated quantity, or to assert that there was any misunderstanding in regard to the nature or amount of any Unit Price Item to be provided or performed, is hereby waived and released; and 5. Any items of Work not specifically listed or referred to in the Schedule of Prices, or not specifically included for payment under any Unit Price Item, shall be deemed incidental to the Contract Price, shall not be measured for payment, and shall not be paid for separately except as incidental to the Contract Price, including without limitation extraordinary equipment repair, the cost of transportation, packing, cartage, and containers, the cost of preparing schedules and submittals, the cost or rental of small tools or buildings, the cost of utilities and sanitary conveniences, and any portion of the time of Bidder, its superintendents, or its office and engineering staff.
