Page 2 Comprehensive Land Use Plan Amendments must be accompanied by the following information: 1. An identification of the geographic area in the City of Conyers that is to have a revised land use under the applicant s proposal. 2. All permitted land uses for the identified area under the existing Comprehensive Land Use Plan. 3. All changes to existing land use designations that are proposed by the application. 4. All land uses immediately adjacent to the subject property under the existing Comprehensive Land Use Plan. 5. All reasons for the amendment application. 6. Names and addresses of the owners of land affected by the proposed amendment and their agents, if any, authorized to apply for the amendment. 7. A written, documented analysis of the impact of the proposed land use change that will specifically address each of the following matters: (a) Whether the proposed land use change will permit uses that are suitable in view of the uses and development of adjacent and nearby property. (b) Whether the proposed land use change will adversely affect the existing uses or usability of adjacent or nearby property. (c) Whether the proposed land use change will result in uses which will or could cause excessive or burdensome uses of existing streets, transportation facilities, utilities or schools. (d) Whether there are other existing or changing conditions affecting the use and development of the affected land areas which support either approval or disapproval of the proposed land use change. 8. An initiating party shall also file any other information or supporting materials that are required by the Mayor and City Council. 9. Appropriate fee shall be submitted with the application to amend Comprehensive Land Use Plan.
Page 3 must be accompanied by the following information: 1. Legal description and warranty deed of property for which rezoning is requested. A copy of the legal description and warranty deed can be obtained from the Rockdale County Courthouse Records Room. 2. Fifteen (15) copies of a plat, drawn to scale, prepared and sealed by an engineer, landscape architect, or land surveyor whose state registration is current and valid. The preparer s seal shall be affixed to the plat. Plats shall include the following information, but no limited to other necessary information that may be required by the City of Conyers Department of Planning and City Services. (a) A correct scale and north arrow, land lot and district, acreage and bearings and distances of all property boundaries. (b) The proposed land use as it would appear should the rezoning application be approved, to include the following: sketch plan drawing to scale indicating footprint of building and layout of parking/loading spaces and points of ingress/egress. (c) The location and extent of required buffer areas, depicting extent of natural vegetation and type and location of additional vegetation, if required by buffer and screening requirements of zoning ordinance. (d) Present and proposed zoning. Also include zoning classification of all adjacent parcels. (e) Location of existing structures and intermediate Regional Floodplain, if applicable. 3. Appropriate fee shall be submitted with the zoning application. 4. Names and addresses of the owners and their agent(s), if any. 5. Names and addresses of adjoining property owners. This information can be obtained at the Rockdale County Courthouse, Tax Assessor s office. 6. Written justification for rezoning must be submitted in letter form and signed by the applicant.
Page 4 All comprehensive land use amendments and zoning applications shall be submitted not later than four weeks prior to the Conyers-Rockdale Planning Commission meeting. All Planning Commission meetings are held on the second Thursday of each month at 7:00 p.m. The Planning Commission meetings will be held at one of the following locations. The applicant will be notified by letter of the exact location prior to the meeting. Page 5 DEVELOPMENT REGIONAL IMPACT REVIEW ATLANTA REGIONAL COMMISSION Potential impact of major development proposals to be reviewed by the Atlanta Regional Commission as required by the Georgia Planning Act of 1989. The Georgia Department of Community Affairs established procedures for regional review of such developments that are sufficient size that they are likely to create impacts beyond the jurisdiction in which the project will be located. The kinds of development and size thresholds that qualify for a Development Regional Impact Review in the Atlanta region include the following: Office proposals over 500,000 square feet. Commercial, wholesale and distribution centers over 700,000 square feet. Housing developments with more than 500 new lots or units. Hotels with more than 500 rooms. Mixed use developments with a total of more than 500,000 square feet or covering more than 150 acres. All new airports, runways and runway extensions. Any new waste disposal or wastewater treatment facility or expansion of such a facility by 50 percent or more. Certain recreational facilities and entertainment attractions. Quarries, asphalt and cement plants and petroleum facilities. The review criteria used to evaluate the development s potential impact includes: Consistency with local comprehensive plans. Consistency with regional plans/policies (i.e., Regional Development Plan, Regional Transportation Plan, Regional Water Supply and Wastewater Management Plans). Compatibility with surrounding land use (existing and proposed). Impact on affected communities. Road capacity/traffic/air quality. Available water supply and wastewater treatment capacity. Available school capacity. Protection of water supply watersheds, wetlands, ground water recharge areas. Protection of historic resources.
