MEMORANDUM To: City of Orlando Planning Division From: Date: 8/14/18 Subject: Brooks Stickler, P.E Kimley-Horn Baldwin Park 555 Redevelopment Master Plan Project Description Baldwin Park 555 is a proposed mixed use development located at the southwest corner of New Broad Street and Meeting Place, Orlando, Florida 32814. The project scope includes the development of a 7 story, 122 unit multi-family residential project with associated parking and 4,512 SF of ground level retail. The Parcel ID is 17-22-30-0523-05-550 and totals ±0.817 acres. The project is located within the Baldwin Park PD and specifically within the Village Center Core. The proposed development is consistent with the existing uses within the vicinity. The mixed use development will fit in with the adjacent developments on New Broad and Meeting Place that are comprised of street-oriented retail and restaurants on the ground floor with office and apartments on the floors above. The building façades will abut the adjacent property lines at New Broad and Meeting Place to complement the integrity of the neighborhood. A new driveway is proposed off Meeting Place Drive that will provide access to the proposed development and the existing parking lot, located southwest of the development. The required parking is being met by utilizing the existing parking facilities that were master designed for future development. A parking memo was provided that details that the required amount parking for the proposed development is being met by the existing facilities. Utilities are currently present and available to connect to adjacent to the western property line. Water is provided by OUC and sanitary service is provided by City of Orlando Wastewater division. The drainage system will be designed and permitted in accordance with the City of Orlando and the St. John's River Water Management District (SJRWMD). Date: Monday, May 4th, 2015 Subject: Baldwin Park Apartments Parking Analysis INTRODUCTION Kimley-Horn and Associates, Inc. has been retained by Framework Group, LLC to analyze the anticipated parking conditions associated with a proposed residential development in Baldwin Park. Framework Development is proposing a 126 unit apartment building on a currently vacant property located on the southwest corner of New Broad Street and Meeting Place. No changes to the existing parking lot are proposed with the development. The City of Orlando has expressed concerns with the adequacy of the existing parking supply in this area. The following memorandum documents the existing parking conditions at the project site and presents an analysis of the anticipated parking needs associated with the proposed development. Page 2 EXISTING CONDITIONS For the purposes of this analysis, the entire city block located between Lakemont Avenue/New Broad Street and Chatfield Place/Meeting Place was analyzed. Because the uses on this block share a parking lot, studying the entire block presents a cumulative review of the existing development and parking conditions. Existing Development The following uses exist in the specified city block: Post Lake Apartments: 27 units of mixed size (assumed an average of 2-bedroom) o Located on the corner of Meeting Place and Lakemont Avenue Office Development: 3-story building with approximately 27,000 square feet total o Located on the corner of New Broad Street and Chatfield Place Townhomes: 32 units (assumed a mix of 1-bedroom and o Located along Meeting Place Self-Parked Townhomes: 27 units o Located along Chatfield Place and Lakemont Avenue Existing Parking Facilities Currently, there are 420 parking spaces located on this block, including: 75 Adjacent Street Parking Spaces o Located on the near side of Meeting Place, New Broad Street, Lakemont Avenue, and Chatfield Place 325 Regular Parking Lot Spaces 14 Accessible Parking Lot Spaces 6 Open Garage Parking Spaces The existing parking and development are shown below in Figure 2. kimley-horn.com 3660 Maguire Boulevard, Suite 200, Orlando, FL 32803 407-898-1511

Page 4 PROPOSED DEVELOPMENT Framework Development is proposing a 126 unit apartment building at this location. The building will include 65 two-bedroom units and 61 one-bedroom units. No changes to the existing parking lot are proposed with the development. ITE Parking Generation Anticipated parking needs for the proposed development were calculated using the Institute of Transportation Engineers (ITE) Parking Generation, 4 th Edition. The average and 85 th Percentile peak parking demands are shown in Table 1 below. As shown in the table, the 85 th Percentile demand for the proposed development is 245 spaces. City of Orlando Parking Requirements As a comparison, the required parking spaces for a development of this size were calculated per the City of Orlando s Land Development Code. Based on code requirements, 206 spaces would be required for this development, as summarized in Table 2. Page 5 PARKING ANALYSIS In order to evaluate the parking availability of the proposed development, a review of the existing parking usage was conducted. Peak Parking Periods The timeframe for the peak parking demand depends on the type of land use. Several uses exist in the vicinity of the project site, including residential, office, and retail uses. The peak parking periods for these uses were reviewed in ITE s Parking Generation Manual, and two overlapping peak periods were identified for further analysis: Overnight Peak Period: Between 12:00 AM and 5:00 AM (Peak Residential) Mid-Day Peak Period: Between 11:00 AM and 4:00 PM (Peak Office/Retail Overlap) Parking Inventories Parking inventories were conducted during the Overnight Peak Period (April 29 th, 2015, at approximately 4:30 AM) and during the Mid-Day Peak Period (April 30 th, 2015, at approximately 1:30 PM). The results of the parking inventories are summarized in Table 3 below. As shown in the table, the parking is only 27% utilized under existing conditions, with over 300 spaces still available during peak parking periods. This is shown in Table 4, below. Page 7 RECOMMENDATIONS As shown in the analysis, the existing parking on the city block located between Lakemont Avenue/New Broad Street and Chatfield Place/Meeting Place is anticipated to be sufficient to meet the anticipated parking needs of the existing land uses and the addition of the proposed 126 unit apartment building.
