Introduction Section 19 of the Michigan Planning Enabling Act requires the Planning Commission to make an annual report to the legislative body concerning its operation and the status of planning activities, including recommendations regarding actions by the legislative body relating to planning and development. This report provides a summary of development review activities in the following categories: site plans, signs, tree permits, rezoning applications and the Zoning Board of Appeals. The annual report also provides a summary of long-range planning accomplishments, zoning ordinance changes initiated by the Planning Commission and other department functions.

Development Application Summary The total number of development applications increased for the forth consecutive year reversing a trend that saw significant decline between 2005 and 2009. site plans will add 129,600 square feet of new manufacturing floor space. This is the second year that the quantity of new manufacturing floor area exceeded 100,000 square feet Retail development consisted of a new auto service building and a restaurant with a combined floor area of 11,515 square feet. Eight new residential projects were considered by the Planning Commission in 2013. These projects included 310 single family lots and 778 multiple family units. These projects reflect continued diversity in the housing market. Most of the single family developments feature smaller lots. The largest multiple family project is the second phase of the Shelby Park Manor senior housing project which will add 330 new apartments when completed.
Development Summary (continued) The number of sign applications has remained relatively consistent over the past six years averaging 195 applications per year. The proportion of temporary and permanent signs remained substantially the same for the third consecutive year. The number of Zoning Board of Appeals applications declined modestly between 2012 and 2013. Temporary uses account for 45 percent of all applications. Setback variances account for a quarter of all applications.
Other Accomplishments Completed the administration of the township s last Community Development Block Grant Program (Auburn Road Reconstruction) until the next funding cycle in 2015. Finished a comprehensive series of zoning ordinance text amendments which will be presented to the Planning Commission in 2014. Completed a comprehensive inventory of existing retail development in Shelby Township. Assisted in the preparation of Shelby Township s contribution to the 2014 Macomb County Magazine. Worked with Macomb County to successfully launch the Prime Properties web site which highlights available industrial property. Coordinated the township s annual community visioning exercise. Assisted the Department of Financial Management in the preparation of a six year Capital Improvement Program.
