HONG HONG KONG KONG INSTITUTION OF OF ENGINEERS JOINT JOINT STRUCTURAL DIVISION ANNUAL REPORT 2013 CHAIRMAN S REPORT CHAIRMAN S REPORT It is my greatest honour to be the 34th Chairman of the Joint Structural Division (JSD) for Session 2012/2013. As said on my date of election at the last AGM, it is also my great privilege to be inherited with a good team of distinguished structural engineers as office bearers, and committee members. With the wonderful ground work done by our JSD predecessors and earnest effort of our committee members, this year we have made progress at various frontiers. Membership During the year 2012 to 2013, we witness a rise in JSD membership of 3.33% to a total of 6,231, including 265 Fellows and 4,107 Members. Committee Activities The JSD has organized over 30 activities in the session including: Technical meetings, seminars and site visits covering a range of topics Annual Dinner Structural Excellence Award Annual General Meeting Annual Seminar Major Events Annual Dinner 2012 was successfully held on 25 October 2012 at the Holiday Inn Golden Mile Hong Kong, with a full attendance of more than 500 members and guests. Professor Anthony Cheung Bing-leung, GBS, JP, Secretary for Transport and Housing was guest of Honour of the evening. Structural Excellence Award 2013, with the aim to promote excellence in structural engineering and achievement by structural engineers, was conducted in April 2013. The Judging Panel assessed each project based on the project submissions, site visits and presentations by the finalists on 20 April 2013. The award winners for each category will be announced by Chairman of the Judging Panel, Ir Prof Paul PANG Tat-choi at the Annual General Meeting to be held on 9 May 2013. Participation of JSD in Serving the Community The JSD has active participation in serving the community. Members are nominated to various Government bodies with the aim to render our professional advice to the Government in different aspects and various stages of policy formulation. JSD members also play an important role as experts in the accreditation of university programmes, training schemes, and the assessment of application for registration as Registered Professional Engineer under the Engineers Registration Board. Professional Recognition and Training Written examination of the HKIE Structural Examination was successfully held in November 2012. Professional interview was also held in June and July before admission to corporate membership under Structural Discipline of HKIE. IStructE Matters The Chartered Membership examination was held in Hong Kong in early April 2013 with more than 200 candidates attending the examination. Mr. John Nolan, the President, and Mr Martin Powell, Chief Executive of the IStructE, came to Hong Kong in December 2012 for the Presidential Visit. The President also delivered his Presidential Address to a full house audience and followed by presentation of certificates to those newly elected Fellows and Members. Appreciation As said in my election at the last AGM, the success of the Joint Structural Division does not rely solely on the leadership of the chairman and the input of office bearers and committee members, it depends very much on the active participation and support from all fellow structural engineers. Your support will make the JSD grow and flourish and also give us impetus to scale new heights. Ir Gabriel Yu JSD Chairman Annual Visit 2013 was postponed due to the spread of H7N9 in Mainland China. The Committee agreed to reschedule the annual visit to a later date when the situation has improved. Annual Seminar 2013 will be held on 19 June 2013 with the theme Contemporary Iconic Structures. Ir S.S. Lee, GBS, JP, Chairman of Construction Industry Council will be the Guest of Honour. Distinguished overseas and local speakers ranging from academia to prominent professionals will share their innovative ideas and insightful experiences on structural engineering at this engineering platform. 02 03

HONG HONG KONG KONG INSTITUTION OF OF ENGINEERS JOINT JOINT STRUCTURAL DIVISION ANNUAL REPORT 2013 DISCIPLINE MATTERS DISCIPLINE MATTERS The HKIE Structural Examination The HKIE Structural Examination consists of TWO parts: (a) written examination and (b) professional interview. Applicant passing both parts and meeting the experience requirements under the relevant routes to membership will be eligible to become Corporate Member of the HKIE in the Structural Discipline (subject to meeting other requirements in the HKIE Constitution). Passing the written examination is not a pre-requisite for taking the interview and vice versa. The written examination of the HKIE Structural Examination (2012) was held on 16 November 2012 at the Kowloon Bay International Trade & Exhibition Centre. It consisted two sections in the form of multiple choice questions (one hour) and design questions (six hours). 277 candidates attended the written examination and 71 passed with a passing rate at 25.6%. Examination results were announced in late March 2013 and the professional interview will be held in June/July 2013. ISTRUCTE PRESIDENTIAL ADDRESS 2012 The IStructE Presidential Visit 2012 was a lifting event of the Joint Structural Division (JSD). From 1st to 4th December 2012, Mr John Nolan, the 92nd President, and Mr Martin Powell, the Chief Executive provided us a forum for local members to meet the President in person, to learn the latest development of the IStructE from the Chief Executive and to exchange views for the President to better understand the matters in Hong Kong. The Presidential Visit began by visiting the Permanent Secretary and Senior Directorates of the Hong Kong Housing Authority and senior members of the HKIE. In the evening of 3rd December 2012, the President delivered his Presidential Address and presented certificates to one new fellow and over fifty new members. The event was shared with pride and happiness by new fellow and members together with their families and senior members of the IStructE. The Presidential Visit was concluded with the President and the Chief Executive meeting students and academics at The Hong Kong University of Science and Technology. STRUCTURAL EXCELLENCE AWARD 2013 The Structural Excellence Award (formerly Structural Awards) aims to promote excellence in structural engineering demonstrated through the design and construction of buildings and structures completed in the last two years. The first award was held in 1998/1999 and this year is the 15th event. On 9 April 2013, the Judging Panel short-listed 8 finalists. Following site visits and project presentations on 20 April 2013, awards were decided with emphasis on engineering approach, integration, innovation/unusual features, buildability, energy efficiency/environmental consideration/sustainability and aesthetics. There are two categories of entries, namely Hong Kong Projects and Mainland/Overseas Projects. The development has a site area of about 11,353m 2 and 133,000 of construction floor area (CFA), consisting of five unique towers above a 6-storey podium and a 3-storey basement. The excavation depth of the basement was about 14m and it was constructed by using the top down method with the requirement of fast-track construction in mind. Innovation and Creativity Conventional fast track, top down basement construction method would make use of a diaphragm wall, which is an expensive and time-consuming method to provide a lateral supporting wall and temporary/permanent water cut off. In this project, the following innovative structure designs are implemented: Makes use of sheet pile walls with toe grouting and preloading struts to control the deformation and settlement of the surrounding sensitive ground, water mains and other utilities; heet pile walls are normally suitable for relatively shallower strutted excavation but when combined with preloading together and integrate with top-down temporary steel truss strutting system at the perimeter of the basement, deeper excavation can be achieved. Early planning of the construction sequence; allowed the top down basement and fast-track superstructure construction to be achieved without the use of a diaphragm wall; Use of passive subsoil drainage system to reduce up thrust on the basement slab; Uses sheet pile wall combined with toe grouting to act as a less permeable payer to greatly reduce the water inflow and thereby lessen the water pressure exerted on the slab; The basement wall provides permanent water cut-off to relieve water uplift pressure exerting on the basement slab; HONG KONG PROJECTS COMMENDATION MERIT CATEGORY: RESIDENTIAL ONE WANCHAI PROJECT Client: Urban Renewal Authority Dollar Union Limited Structural Engineer: AECOM Asia Co. Limited Architect: Simon Kwan & Associates Limited Heritage Consultant: The Team Consultant Contractor: Gammon Construction Limited The Project The site is located in heart of busiest district in Hong Kong Wan Chai where is predominantly characterized by old building constructed during colonial period and modern mansion which features commercial, hotel office and international conference and exhibition centre. The existing Wan Chai Market was built in 1937; it was a two-storey building with a semi-basement built in International Modern style. With the unique shape of Wan Chai Market, it was well known as an exceptional piece of the 1930s architecture built with heritage which had come into the spotlight of the local community. There is also story revealing that the basement of the existing market was used by the Japanese troops for their storage of corpses during the war period. With its social value and local interest, the existing Wan Chai Market was declared as Grade III historic building by Antique Monument Office. For a balance between preservation and sustainable development, the developers, Urban Renewal Authority and Dollar Union Limited and Antique Monument Office aim to preserve the unique features of the existing Market, such as the major façade including the main entrance, curved canopy and fins and the structural form of front portion, and construct a new residential tower over the existing Market building. Wind Tunnel studies were carried out on the development by RED Consultants Limited (RED). This included topographical studies, a force balance assessment of the structure loads and cladding pressures, and with a compatibility assessment of the structure between HK codes and international standards. This enables an accurate determination of the lateral wind load on the structures as well as the local effects on the façade elements, of which an economic design of the structural elements can be achieved. 12 13

An unique Municipal Building of the kind in Hong Kong that remarkably enriched the community. Limited Design Architect: Kohn Pedersen Fox Associates (KPF) Main Contractor: Gammon Construction Limited The project is bounded by Hennessy Road at north, Kai Chiu Road at south and Lee Garden at west and adjacent to an existing building, Lin Fook house. The building is near to existing Causeway Bay MTRC station, MTRC vent shaft and its substructures and close to water main and sewer pipes along Hennessy Road and Kai Chiu Road. The building is used as commercial and tourist centre. The building uses advanced framing system with trusses along two sides, huge urban windows and low e-glass for energy saving. It contains two transfer plates and sky bridge with elegant glass wall for Apple Shop. Mega r.c. columns are used with steel trusses and future extension for additional 7 stories is planned. The design involves the re-use of existing screen walls. In its design, CFD is used to predict the air ventilation surrounding the building. This is also the first LEED platinum in Greater China region. 14 15

HONG KONG PROJECTS COMMENDATION MERIT CATEGORY: HERITAGE CONVERSION OF YAU MA TEI THEATRE AND RED BRICK BUILDING INTO A XIQU ACTIVITY CENTRE Client: Leisure and Cultural Services Department, The Government of HKSAR Project Architect: Architectural Services Department, The Government of HKSAR Project Structural Engineer: Architectural Services Department, The Government of HKSAR Project Building Services Engineer: Architectural Services Department, The Government of HKSAR Contractor: Able Engineering Company Limited Design Concept and Approach YMTT is the only surviving pre-war cinema building in the urban areas of Hong Kong. The scale and overall architecture of the building are assessed to be exceptional significant in the Heritage Impact Assessment (HIA) Report. The main façade, gable walls, stage setting for the proscenium arch, interior walls, roof profile and timber purlins are all character defining elements of high significance. The architecture of RBB is of utilitarian design and exceptional significance according to the HIA report. The external brick wall, pitched roof of double layer Chinese tiles, brick chimney stack and flue openings are also regarded as exceptionally significant. There are no records of structural drawings of the YMTT. A structural survey has been carried out including site measurements, identification of significant structural defects, testing of materials and foundation investigation. Through careful planning, good structural design, appropriate construction method and suitable stabilization works during demolition and re-construction, all the identified elements with cultural/historic significance are preserved and the modification works of the building satisfy the heritage conservation principles as well as current statutory requirements and operational needs. Providing the public a safe and convenient access to this landmark and beautiful waterfront from Admiralty MTR and bus stations across Harcourt Road is the Elevated Walkway (EW1) pedestrian footbridge. EW1 is the first twin composite steel U-shape box girder constructed in Hong Kong. The box structural form provides excellent load bearing and torsion resistance capacity with minimum structural depth utilizes the respective advantage of concrete and steel for the most cost effective design and allows EW1 to be constructed without interrupting Harcourt Road traffic. The Flower Dome is filled with baobabs of different species from Australia, Africa and Madagascar, various species of cacti and succulents (desert-native plants), Chilean Wine Palm, Olive Trees, etc. The dome includes restaurants and an indoor event space that can accommodate up to 1,000 people. The plan dimensión of the cool dry biome is 170m x 105m and the cool moist 120m x 85m. These large enclosures need huge amountof energy to meet the operation conditions. The environment inside the cool dry greenhouse has to be maintained at 25 C, with a maximum relative humidity (RH) of 60% during day. This will drop to 17oC at 65% RH at night. The night temperature may be lowered to create the end of winter condition. In the cool moist greenhouse, the climate requirements are daytime 25 C at 80% RH or higher, dropping to 17 C at 80% RH at night. Assessment of Structural Robustness and Progressive Collapse Analysis : A study is made to assess safety and stability of the structure with damage of an arch. Design is made to ensure it will not lead to progressive collapse. Second Order Diect Analysis for Gemertric Nonlinear Effect : Efective length is uncertain in this structural form and the second-order direct analysis is used to check the strength and stability of the structure without assuming any effective length for the arch. ISTRUCTE REPORT REPORT BY CHAIRMAN OF THE ISTRUCTE SUB-COMMITTEE (HONG KONG DIVISION) 2012-2013 SESSION It is my honour to serve our structural engineering community as Chairman of the IStructE Sub-committee (Hong Kong Division). Council Members of the IStructE from Hong Kong include Ir Prof K F Chung, Ir Paul Tsang and Ir Gabriel Yu. The three Council Members and I have been serving as the link between the IStructE and the HKIE for the best interest of our members. CHARTERED MEMBERSHIP EXAMINATION I am delighted to report that last year our candidates achieved a passing rate at 37.1% which is most likely the first time above the averaged global passing rate at 35.6% of the same year. With the assistance of our senior members, 123 Initial Professional Development Interviews were held in the summer last year. On 9th March 2013, a half-day seminar on the Chartered Membership Examination was conducted to provide the candidates with up-to-date information and examination techniques. The examination was held on 5th April 2013 with around 220 candidates. In respect of the Hong Kong Division, Ir Prof James Lau is Chief Examiner, Ir Dr H T Cheng, Ir Dr K S Law, Ir Helen Kwan and Ir K K Kwan are Marking Examiners for the CM Examination.
