SlJGAR PLANTATION HOlJSING IN HA1VAII Prefaee Presented herewith is an industry proposal for the establishment of rentals for the presently constructed housing on the sugar plantations located in the Territory of Hawaii. Consideration is given both to dwellings designed for family use and to quarters designed for occupation by single men. The Classification of Housing Three major factors govern the proposed classification of plantation housing:- class of construction, physical conditionand floor area. All vtllage housing has been divided Into three classes dependent upon basic types of construction and of the facilities provided. Descriptions and illustrations In the followingpages outline these three classes so that they may be readily identified but all houses in each of the categories may not correspond in every detail. AU houses have been further sub-classified according to physical conditionintofour groups:- poor, fair, goodand exceuent. Floor area has been used to accurately establish the size of houses. Floor area is that area, expressed in square feet, under the roof line of each dweulng or single men's quarters, including service facilities directly attached to the house or, in an elevated house, the enclosed or concrete area on the ground floor. Floor area is the recognized method of measuring the size of houses and is used for construction and taxation purposes. 2
Rental Rates The proposed monthly rental rates for family dwellings, according to class and physical condition, commence at 500 square feet or less of floor area. Rentals for dwelllngs with floor areas falling between the indicated points in the tabulations which will follow, will be interpolated to the nearest 25~ per month. Monthlyrental rates for single men's quarters are based on the total floor area of the house dividedby the number of bedrooms in the house, or the house floor area per bedroom, and commence at 100 square feet or less. In the same way as for family dwelllngs, the tabulated rentals will be interpolated to the nearest 25~per monthfor all cases with house floor areas per bedroom falling between the areas indicated. Per capita minimum monthly rentals for single men are proposed to cover all cases where more than one individual occupies a bedroom. Monthlyrentals which are herein proposed do not apply to future construction. Rental adjusiments for improvements or repairs affecting the class, conditionoffloor area of the house will be made effective on the first of the monthfollowingcompletionof the work. Rentals for garages will be set to a maximum of $2.50 per monthfor single garage buildings and $2.00 per month for each stall in double or multiple garages, depending upon class and condition. 3
Water, Electricity and Fuel Water, when metered, will be charged for at current county rates in effect in the locality. Otherwise, a flat rate of $1.00 per month wtll be cbarged to families occupyingdwellings up to 1000square feet infloor area and $1.50 per monthfor those from 1001 to 1500 square feet; and $0.50 per month for each single occupantof single men's quarters. Electricity will be purchased by each tenant for his own account from the local public utility where available; otherwise, from the plantations at public utility rates. Fuel will be purchased by each tenant from any source avallable to him.
Outline of Classifications and Rentals The illustrated outline of village housing classification and rentals which follows, covers only the more prevalent classes and conditions. Summarized definitions of classes and conditions and the full detail of rental schedules will be found appended as well as a comparison of proposed monthly rentals with rentals approved by the Rent Control Commission of the City and County of Honolulu at Honolulu Plantation Company.
