Richmond Place is a particularly handsome Grade II listed building, believed to have been constructed circa 1817. The property is thought to have been built by Thomas Bagnall, a surgeon but also a Sheriff of Chester in 1816. The property was built as a pair of grand Georgian semi-detached residential dwellings. At that time, wealthy people moved away from the overcrowded City Centre and a fashionable new suburb of stuccoed villas grew up overlooking the river at Boughton. Richmond Place is constructed in brown brick in a Flemish bond at the front elevation and English garden wall bond at the side and rear elevations. The building is three storeys in height, in addition to a full width basement. The front elevation features an ionic stone veranda with a pair of columns between each window bay, built on stone stylobates. The ground floor elevations are stuccoed and include two six-panel
doors with attractive over-lights. The majority of the windows are nine or twelve pane sash windows with some replacement casement windows to the side and rear. To the front elevation, the entablature to the veranda has a frieze, cornice and parapet of stone with panels of vase balusters. The property has been extended over the years with a wing added to the western elevation, with further outriggers to the rear. In addition to its external Architectural merits, Richmond Place also features numerous noteworthy internal Georgian architecture, including high ceilings, decorative door architraves, plaster cornicing, original fireplaces, elegant staircases and lantern roof lights. To the rear of Richmond Place itself, is a two storey outbuilding constructed of brick under a slate pitched roof, which currently comprises of two residential apartments. The entrance and fenestration is entirely modern, although a circular window survives on the western elevation which may be a former pitching eye. The interior is entirely modern, having no architectural interest and the properties are to be demolished to create space for six new-build studio apartments. Planning Planning approval was granted under Application No: 16/01011/FUL by Cheshire West & Chester Council along with Listed Building Consent, under Application No: 16/01012/LBC. The permission allows for change of use of the listed building to create 8 apartments, including an extension and demolition of an outbuilding to erect a two-storey building comprising 6 studio apartments. There is no affordable housing requirement. The 8 proposed apartments within the listed building will range from approximately 740 sq ft to 1,300 sq ft Gross Internal Areas (GIA), whilst the 6 new-build apartments will all extend to approximately 380 sq ft each. The total GIA will extend to approximately 10,100 sq ft (939 sq m).
