TERRITORIAL PLANNING PROCESS Organizer of planning applies to the Chief Architect of Municipality Administration to issue planning conditions. Chief Architect of Municipality submits applications to the institutions regarding the data necessary for preparation of planning conditions: 4 County Governor; 4 Regional Environment Protection Departments of the Ministry of Environment; 4 Local Unit of the Department of Cultural Heritage Protection under the Ministry of Culture; 4 Public Health Centre; 4 Heating, electricity, gas, oil companies and other supply organizations engaged in economic activity within the territory of municipality; 4 Managers of utility and communications infrastructure.
TERRITORIAL PLANNING PROCESS After the receipt of applications the institutions deliver planning conditions they have prepared to the Chief Architect of municipality Chief Architect of municipality develops general planning conditions and deliver them to the organizer of planning Organizer of planning sets a task for planning for the preparation of planning document Organizer of planning co-ordinates the task for planning with the Chief Architect of municipality Organizer of planning concludes a contract for planning activities with a planner
PREPARATION OF PLANNING DOCUMENT I. Preparatory phase Planning goals and tasks identified, the programme for planning activities prepared and approved; researches conducted, the decision adopted regarding the start of preparation of territorial planning documents and planning goals publicly announced. II. Phase of document preparation 1. Current situation analysis study Assessment is made of the existing level of building up of the territory, utility infrastructure, streets, plantation, nature and cultural heritage objects, the territorial development trends and situation problems are identified. 2. Phase for identification of concept Principal trends and management priorities of territory use and protection are specified and the strategic assessment is conducted in cases specified by laws. 3. Phase for specification of solutions Territory use and protection measures, the programme for construction and surrounding management are identified, and regulation of economic activity and environment impact assessment.
PREPARATION OF PLANNING DOCUMENT III. Phase for assessment of consequences of territorial planning document solutions Strategic assessment of the impact of territorial planning document solutions on environment that is carried in the manner established by laws and other legal acts. IV. Final phase 1. Phase of discussion and co-ordination of territorial planning document solutions: Discussions in public, co-ordination with institutions and investigation of disputes. 2. Phase for approval of territorial planning document: 2.1. Verification at the State Territorial Planning and Construction Inspectorate; 2.2. The plan is approved by the Municipality Council, County Governor, the Government of the Republic of Lithuania its authorised institutions. Territorial planning document is registered in the TERRITORIAL PLANNING DOCUMENTS REGISTER
