ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Operations, Repair and Maintenance Activities Maintenance activities to be performed by the s Public Works, Utilities and Parks and Recreation Departments for ongoing maintenance and operations of public buildings, roads, facilities, trees, landscaping, parks and utilities. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15301 (Class 1) of the CEQA Guidelines. This exemption consists of the operation repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The proposed project includes routine operations, repair, maintenance and minor alterations to public structures, facilities and mechanical equipment and will occur throughout the fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Replacement or Reconstruction Maintenance activities to be performed by the Public Works, Utilities and Parks and Recreation Departments for ongoing replacement or reconstruction of existing structures and facilities, where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15302 (Class 2) of the CEQA Guidelines. This exemption consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity and conversion of overhead electric utility distribution facilities to underground, including connection to existing overhead electric utility distribution lines where the surface is restored to the condition existing prior to the undergrounding. The proposed project includes replacement of essential utilities on the same sites and with the same purpose and capacity as the utility being replaced or relocated underground. 2011-2012 New Construction and Conversion of Small Structures Construction and location of limited numbers of new, small City facilities or structures, installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another, where only minor modifications are made in the exterior of the structure. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15303 (Class 3) of the CEQA Guidelines. This exemption consists of construction and location of limited numbers of new, small City facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another, where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. The proposed project includes relocation of minor facilities, electrical boxes and related small structures as a part of ongoing City operations, repair and maintenance. These activities will occur throughout the fiscal year.

ER11-0012 - Annual Maintenance Plan & Operations, fiscal year 2011-2012 Minor Alterations to Land, Water and Vegetation. Maintenance activities to be performed by the Public Works, Utilities and Parks and Recreation Departments and their contractors and subcontractors, including landscaping, tree care, minor trenching and backfilling, temporary uses, and creation of bicycle lanes on existing rights-ofway. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15304 (Class 4) of the CEQA Guidelines. This exemption consists of minor public alterations in the condition of land, water and/or other vegetation, which do not involve removal of healthy, mature, scenic trees, except for forestry and agricultural purposes. Examples include, but are not limited to: new gardening or landscaping, filling of earth into excavated land with compatible material, minor temporary uses of land having negligible or no permanent effects on the environment, minor trenching and backfilling, and creation of bicycle lanes on existing right-of-ways. These activities will occur throughout the fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Information Collection Projects include: Data collection, research and resource evaluation activities that do not result in a serious or major disturbance to an environmental resource. These activities must be strictly for information gathering purposes, or as a part of a study leading to an action, which a public agency has not yet approved, adopted or funded. Any study, which may include an impact on natural resources or impacts such as noise, must undergo separate environmental evaluation. Any Department may undertake these projects. The beneficiaries of this project area the residents of Lompoc. 21084 and Section 15306 (Class 6) of the CEQA Guidelines. This exemption consists of basic data collection, research, experimental management, and resource evaluation activities, which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action, which a public agency has not yet approved, adopted or funded. Data collection and feasibility studies may be conducted throughout the City during this fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Inspections City Departments undertake inspections of buildings, equipment, facilities, utilities and other improvements throughout the year. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15309 (Class 9) of the CEQA Guidelines. This exemption consists of activities limited entirely to inspections, to check for performance of an operation, or quality, health or safety of a project, including related activities such as inspection for possible mislabeling, misrepresentation, or adulteration of products. Each of the Departments will undertake inspections of buildings, equipment, facilities, utilities and other improvements throughout the fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Accessory Structures Construction and location of limited numbers of new, small City facilities or structures, installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another, where only minor modifications are made in the exterior of the structure. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15311 (Class 11) of the CEQA Guidelines. This exemption consists of the construction or placement of minor structures, accessory to (appurtenant to) existing City facilities, including, but not limited to onpremise signs, and the location of seasonal or temporary use items such as lifeguard towers, mobile food units, portable restrooms, or similar items in generally the same locations from time to time in publicly owned parks, stadiums or other facilities designed for public use. Placement of small accessory structures identified may take place throughout the year. These activities will occur throughout the fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Surplus Government Property Sales Each department at times sells surplus equipment in order to best utilize City resources. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15312 (Class 12) of the CEQA Guidelines. This exemption consists of sales of surplus government property except for parcels of land located in an areas of statewide, regional or area-wide concern identified in Section 15206(b)(4), unless specifically exempted in this section. 2011-2012 Enforcement Actions by Regulatory Authorities Projects include actions by all departments to enforce regulations under the Municipal Code. The beneficiaries of these projects are the residents of Lompoc. 21084 and Section 15321 (Class 21) of the CEQA Guidelines. This exemption consists of actions by the City to enforce or revoke a lease, permit, license, certificate or other entitlement for use issued, adopted, or prescribed by the City, or enforcement of a law, general rule, standard or objective administered or adopted by the regulatory agency. Such actions include, but are not limited to, the following: The direct referral of a lease, permit, license, certificate or entitlement for use or of a general rule, standard or objective to the Attorney General, District Attorney, as appropriate, for judicial enforcement; the adoption of an administrative decision or order enforcing or revoking the lease, permit license, certificate or entitlement for use or enforcing the general rule, standard or objective; law enforcement activities by peace officers acting under any law that provides criminal sanctions. Enforcement activity will take place throughout the fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Educational and Training Programs Citywide,, Projects include: Ongoing training of City staff and public educational workshops. City staff training is provided to improve performance and increase safety on the job. General informational workshops and workshops on urban forestry, composting, community gardening, energy and water conservation and pollution prevention are designed to educate the public about City activities, recycling and gardening, pollution prevention and energy conservation. The beneficiaries of this project are the residents of Lompoc. 21084 and Section 15322 (Class 22) of the CEQA Guidelines. Class 22 consists of the adoption alteration or termination of educational or training programs that involve no physical alteration in the area affected or which involve physical changes only in the interior of training structures. This exclusion includes development of, or changes in, curriculum or training methods. Training programs of limited duration will take place throughout the City during this fiscal year.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Normal Operations of Existing City Facilities For Public Gatherings Citywide,, Class 23 consists of the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar purpose. Facilities exempted include, but are not limited to: conference and meeting rooms, stadiums, auditoriums, amphitheaters, and swimming pools. Other City facilities such as gathering areas at public parks are intended to be covered by this exemption. 21084 and Section 15323 (Class 23) of the CEQA Guidelines. Class 23 consists of the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar purpose. Facilities exempted include, but are not limited to: conference and meeting rooms, stadiums, auditoriums, amphitheaters, and swimming pools. There are public gatherings at City facilities throughout the year.

Acquisition of Housing for Housing Assistance Programs meeting the requirements of Section 15326 of the CEQA Guidelines. The beneficiaries of the projects will be the residents of the. (Check One) 21084 and Section 15326 (Class 26) of the CEQA Guidelines. These projects are exempt as Acquisitions of Housing for Housing Assistance Programs.

ER11-0012 - Annual Maintenance & Operations Plan, fiscal year 2011-2012 Minor actions to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of hazardous waste or hazardous substances. Projects include actions by all Departments to prevent and clean-up minor spills of hazardous waste or substances. The beneficiaries of these projects are the residents of Lompoc. 21084 and Section 15330 (Class 30) of the CEQA Guidelines. This exemption consists of any minor clean-up actions taken to prevent, minimize stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance, which are small removal actions. All actions must be consistent with applicable state and local environmental permitting requirements. City employees are prepared to clean-up minor spills with spill kits at any time. These activities will take place, as necessary, throughout the fiscal year.
