References in this document to Accommodation Facilities include all accommodation facilities that are made available for use by Suncor, including any accommodation facilities that are owned, leased, licensed or operated by or on behalf of Suncor or are located on any Suncor site (regardless of facility ownership). Specifically, this includes (but is not limited to): Borealis Lodge near the Oil Sands plant site. Millennium Lodge near the Oil Sands plant site. Voyageur Village near the Voyageur Upgrader site. Firebag Village near the Firebag plant site. Firebag accommodations such as Caribou and Voyageur that are located on the Firebag plant site. MacKay River Lodge Any third party rooms leased by Suncor on any Suncor Site (defined below). Drug use at the Accommodations is of special concern to Suncor, for the following reasons: The use of drugs may adversely affect the ability of a person to work in a safe manner. Drug use diminishes the productivity of workers. Drug use at the Accommodations detracts from the enjoyment of the facilities by others. In general, drug use often accompanies other undesirable acts such as drug trafficking, prostitution, threats, theft, vandalism, or violence. The purpose of this document is to detail the methods to be used in order to detect, intercept, and mitigate illegal drug possession, use, and trafficking in or at the Accommodation Facilities. DEFINITIONS Accommodation or Room means a room located at an Accommodation Facility. Contraband means goods that are obtained through an unlawful act or that are unlawful to possess under the law, and may include any property of Suncor or its contractors obtained unlawfully, and including any Drug and any prohibited or restricted weapon or explosive device. Dog Handler means a person, in control of a dog that has been specifically trained in the detection of illicit substances such as illegal drugs and explosive substances. Drugs means any controlled drug or substance, illegal to possess, cultivate or traffic pursuant to the Controlled Drugs and Substances Act or the Criminal Code of Canada. Drug Paraphernalia means any equipment, product or material primarily intended or designed for use
in manufacturing, compounding, converting, concealing, processing, preparing, or introducing into the human body any Drug. Random means an unpredictable pattern of identifying vehicles, people or Rooms for searching. Reasonable Cause means any observation or reliable information that leads to a reasonable belief that a person is in possession of, or concealing, upon themselves, in a vehicle or Room: (i) (ii) Drugs or Drug Paraphernalia; or any Contraband or Unauthorized Items Resident means an individual registered as occupying any type of Accommodations. Resident s Employer means, in respect of any Resident, the employer of such Resident, which may be (without limitation) Suncor or a contractor or service provider of Suncor, as applicable. Search means physically inspecting items described herein for the purpose of seeking to establish what is out of view and determine the appropriateness thereof. Search Team means a team assembled by Suncor Corporate Security that may consist of the following personnel: Suncor Corporate Security members, Suncor Contract Security members, Sniffer Dog, Dog Handler, Resident s Employer representative and/or a union representative, if applicable. Sniffer Dogs are dogs which have been specially trained, for the detection of illegal drugs, substances and explosive devices otherwise referred to as Contraband. Suncor s Accommodation Management means employees or contract service providers overseeing the care, maintenance, meal preparation, cleaning services and overall upkeep of the Suncor Facilities and activities in respect of the Suncor Facilities. Suncor Contract Security means and includes any contracted security person by Suncor in respect of all or any portion of the Suncor Sites (including but not limited to Accommodation Facilities), or duly authorized agent of Suncor Corporate Security. Suncor Corporate Security means the internal corporate security department of Suncor. Suncor Facility or Suncor Facilities means Accommodations, Accommodation Facilities, Suncor Transportation, and any or all facilities owned or occupied by Suncor in connection with the provision of Accommodations, Accommodation Facilities or Suncor Transportation whether to employees, contractors or employees of contractors. Suncor Security means either or both Suncor Contract Security and Suncor Corporate Security. "Suncor Sites" means all Suncor leased, owned and/or operated oil sands properties and extraction, crude bitumen processing and related facilities (including the Firebag Aerodrome) generally located north of Fort McMurray, Alberta, as such properties and facilities may be modified, increased or expanded from time to time by any means, including (without limitation) by acquisition, joint venture or merger, and Suncor Site means any of such facilities. Specifically the Suncor Sites include (but are not limited to): Suncor's Voyageur and Voyageur South projects and Suncor's Firebag project. Suncor Transportation means any vehicle used to transport employees or contractors to or from the worksite, including that provided as a service to enhance the overall Residents mobility.
Unauthorized Items means any goods which, by policy, are not allowed onto or to be removed from the Suncor Site or Suncor Accommodation Facilities. PROCEDURE 1.0 Search of Residents Rooms 1.1. Consent to Search Residents will be required to sign an Acknowledgement and Consent form as a condition to being allowed or leased any Accommodations. Among other things, the Acknowledgement and Consent form states that Residents will submit to a Random search of his or her Accommodations to be undertaken by a Search Team. The method of search that the Resident submits to may include Sniffer Dogs and Dog Handlers. In addition to obtaining express consent prior to Room assignment, Suncor Facilities are profusely signed both in and around the building, indicating that drug use and possession will not be tolerated, and that Sniffer Dogs and Dog Handlers may be used. Refer to appendices I, II, and III of this document for examples of this signage. 1.2. Room Search Frequency and Specificity Suncor Corporate Security will determine Random times and locations to perform searches of the Accommodations. The times and locations of searches will not be revealed to anyone outside of the Search Team prior to the searches being conducted. All Search Team members and the union (if applicable) will be contacted the day prior to the search and will be informed only that there will be Accommodation searches the next day. No other information will be divulged. 1.3. Search Team A Search Team will be assembled by Suncor Corporate Security and may consist of the following personnel: Suncor Corporate Security members. Suncor Contract Security. Sniffer Dog and Dog Handler. Any Resident s Employer representative (if applicable). Union representative, when and where available, if applicable. 1.4. Method Upon arrival at the pre-determined meeting location, all Search Team members will demonstrate to one another that they are not in possession of any Contraband prior to initiating the search. This will be acknowledged by all Search Team members by signing and dating an attendance sheet. Each Search Team will perform the search of the Accommodations, one wing-floor or bunkhouse at a time. The Search Team will proceed to the wing-floor or bunkhouse as designated by the Suncor Corporate Security member. During the search of the wing-floor or bunkhouse, no persons will be allowed to enter the area; they will be asked to wait outside until the search is complete. Persons refusing to comply with this directive will
be identified and disciplinary action may result. The Search Team will knock on the Room doors one at a time, and announce that they are security. If there is no one present, the door will be unlocked and propped open during the search. If the Room is occupied, the door will be closed and will not be subject to search at this time. Once the doors are opened, the Dog Handler and Sniffer Dog will search the open Rooms. The Sniffer Dog and the Dog Handler will be permitted to enter each open Room. If the Sniffer Dog indicates the presence of an illicit substance, the Search Team will be called-in to search the Room by hand. No hand-search of the Room will be performed if the Sniffer Dog does not indicate the presence of an illicit substance. The only exception to this would be in cases where there was no indication by the Sniffer Dog, but there was still an obvious presence of Drugs, Drug Paraphernalia or any other form of Contraband or Unauthorized Item that is plainly visible. If a hand-search of the Room is in order, none of the contents of the Room will be off-limits to the Search Team. This means that all property inside the Room may be inspected, including all locked or secured containers and lockers. The Search Team may elect to cut locks in order to obtain access. Note: If a lock is cut, a suitable replacement will be installed by the Search Team once the search is concluded, and a note will be left in the Resident s Room informing him to go to the security office to obtain the new key or combination. If the Search Team cannot obtain entry to a container inside an Accommodation for inspection, the Room may be sealed-off from all future access, until such time as the Resident can be asked to open the container in the presence of the Search Team. If the Resident refuses to allow access for inspection, he or she will be deemed to be non-compliant with the procedure, and may be subject to disciplinary action. At the conclusion of the search, the Search Team shall attempt to return the Room to its former state to the best of its ability. Care will be taken not to damage the Resident s property (excluding any Unauthorized Items). If Drugs, Drug Paraphernalia or any other form of Contraband or Unauthorized Item is discovered during a search, the items will be seized by the Search Team and the incident will be documented. Photographs of the Room, the Room s contents, and/or any Drugs, Drug Paraphernalia, Contraband or other Unauthorized Item shall be taken. The applicable Resident s Employer will be contacted immediately and informed of the incident, if no Resident s Employer representative is present at the time of the search. The Room will be sealed by the Search Team until such time as the Room is packed up by the applicable Resident s Employer. The Resident s Employer is responsible to ensure that the Resident s contents are packed up and the Resident leaves the premises immediately. Suncor Security will collect all Suncor-issued identification cards and/or Room keys at the time of the Resident s departure from the Accommodations and Accommodation Facility. If nothing of interest is found within the Room, the Room will be re-secured once the search is complete, and persons will be allowed to enter the wing-floor or bunkhouse again only after the whole wing/bunkhouse has been secured. All Room searches will be executed with the utmost respect, care, professionalism, and maturity. With exception to Drugs, Drug Paraphernalia, Contraband and Unauthorized Items being reported within an incident report, the Search Team will hold in strictest confidence the contents of all searched Rooms and any information pertaining to the Resident. 2.0 Search of Common Accommodation Areas
A Search Team may elect to perform Random searches of common areas within the Suncor Facilities. These common areas include (but are not limited to): Sitting areas Television viewing rooms Lounges Food preparation and dining areas. However, searches with the sniffer dogs will not be performed if food is being prepared or exposed at the time. Sports, fitness, and recreation areas. Phone rooms Storage rooms Laundry service rooms Boiler /utility rooms Washrooms These searches may take the form of patrols with the Sniffer Dog and Dog Handler, and/or simple inspection by Suncor Security personnel. During a search of common Suncor Facility areas, Sniffer Dogs may indicate the presence of illicit substances on Residents or visitors themselves. If this is the case, the Resident or visitor will be requested to accompany the Search Team to a private area, where he or she will be asked to produce for inspection the contents of his/her clothing pockets or any baggage that he or she is carrying. The Search Team may also proceed to the Resident s Accommodations, vehicle or a visitor s vehicle, as applicable, for a subsequent search. Should the Resident refuse to submit to the above search, he or she may be deemed to be non-compliant with the Procedure and disciplinary action may result. If a visitor refuses to submit to the above search, the visitor will immediately be asked to leave the premises and a site ban may be invoked. 3.0 Search of Vehicles in the Suncor Facilities Parking Lots As directed by Suncor Security, the Sniffer Dog and Dog Handler will accompany the Search Team for searches of any vehicles within the Suncor Facilities parking lots. The Sniffer Dog will be allowed to sniff the outside of vehicles in the lots. If the Sniffer Dog indicates the presence of an illicit Drug, a Search Team member will remain with the vehicle and the registered owner of the vehicle will be contacted. Upon arrival, the registered owner of the vehicle will be asked to allow the Search Team members to perform a hand search of the vehicle. Any Drugs, Drug Paraphernalia or any other Contraband or Unauthorized Items will be seized and reported as per Section 6. Residents that fail to permit the Search Team members to search the vehicle may be subject to disciplinary action. Should the Resident fail to show up, the Resident s Room will be locked out until the Resident attends to the vehicle in the parking lot and deals with this outstanding issue. Should a visitor fail to permit the Search Team to search their vehicle, they will immediately be asked to leave the premises and a site ban may be invoked. 4.0 Searches at the Suncor Facilities Outer Checkpoints Some Accommodation Facilities may be equipped with an outer security checkpoint specific to one or more Accommodation Facilities. The purpose of these checkpoints is to control individuals and vehicle access to Accommodation Facilities. Some other Accommodation Facilities may be located behind a security checkpoint for an entire Suncor Site, the purpose of which is to control individuals and vehicle access to the Suncor Site on which such Accommodation Facilities are located. In addition to these outer checkpoints, security procedures may also be imposed to control access to or from Suncor Sites by air at the Firebag Aerodrome. Suncor Security stationed at any of these checkpoints may request of any persons entering or leaving the
Accommodation Facility area or Suncor Site, as applicable, to submit to a search of their vehicle and belongings. Suncor Security stationed at the Firebag Aerodrome may conduct searches of belongings of persons entering or leaving the Firebag Aerodrome. Any of these searches may take the form of a simple hand-search by Suncor Security, or may be assisted by a Sniffer Dog and Dog Handler when available. Persons that fail to permit Suncor Security to search the vehicle or their belongings may be subject to disciplinary action. Non-residents attempting to enter an Accommodation Facility with Drugs, Drug Paraphernalia, Contraband or other Unauthorized Items will be denied entry to the Accommodation Facility and the authorities may be contacted as appropriate. This is in addition to the standard seizure, documentation, and reporting of the incident. All vehicular and pedestrian traffic may be subject to this type of search at an Accommodation Facility or Suncor Site outer checkpoint, including the Firebag Aerodrome. This includes Residents, Suncor Accommodation Management, Suncor Transportation, commercial vehicles, buses, and visitors. 5.0 Handling of Seized Items All Drugs, Drug Paraphernalia, Contraband and other Unauthorized Items encountered by Suncor Security or a Search Team at a Suncor Facility, a checkpoint or the Firebag Aerodrome will be seized immediately upon discovery. All seized items will be secured as soon as reasonably practicable in a suitable evidence locker after being properly documented. Drugs, Drug Paraphernalia and any other Contraband will be reported to the RCMP. No seizures of Drugs, Drug Paraphernalia or other Contraband will be disposed of by Suncor Security; all such seizures will be held in evidence lockers until picked-up by a police officer. RCMP will be responsible for disposal, if required of Drugs, Drug Paraphernalia or other Contraband. All evidence turned-over to the police will be documented by Suncor Security as to date and time of turn-over, as well as to which police officer took possession. For certainty, seized alcohol at Accommodation Facilities will be disposed of by Suncor Security, per established procedures. As part of the incident investigation, Suncor Security may test seized substances with drug test kits in order to determine the identity of the substance if needed. 6.0 Incident Reporting Security Incident Reports will be electronically maintained within Suncor approved data bases. Suncor Security will document all incidents with respect to Drug interdiction at Suncor Facilities, Suncor site checkpoints and the Firebag Aerodrome including: All organized Search Team efforts that have been executed, indicating which areas were searched that day, and at which times. All incidents of a Sniffer Dog indicating the presence of Contraband within a Room, regardless of the outcome of the subsequent hand-search. All incidents of a Sniffer Dog indicating the presence of Contraband within a vehicle at a Suncor Facilities parking lot, regardless of the outcome of the subsequent hand-search. All incidents of Drugs, Drug Paraphernalia, or other Contraband or alcohol being encountered by Suncor Security or anyone else on a Search Team during either routine or special duties. Persons who fail to cooperate or comply with the instructions of Suncor Security or a Search Team. For example, by not staying outside of the bunkhouse, or wing floor once asked to do so. Suspicious behavior or activities. Voluntary turn-ins of Drugs, Drug Paraphernalia, or other Contraband or alcohol. A Security Incident Report need not be completed for a search at a Suncor Facilities or Suncor Site outer
checkpoint or the Firebag Aerodrome where nothing of importance was discovered or encountered, due to the frequency and nature of these types of searches. All Security Incident Reports will be completed in a timely manner. Once completed, these reports may be shared with any or all the following bodies for information or for action: Members of Suncor Accommodation Management; Suncor Human Resources and/or Labour Relations departments; If the subject of the report is a contractor, relevant personnel from the contractor s management, human resources, or health & safety departments; The Royal Canadian Mounted Police (RCMP), or any other body of law enforcement, as applicable; Suncor project or contract coordinators; and Any other parties or persons relevant to the action, management, or investigation of the incident, as deemed by Suncor Corporate Security. ROLES & RESPONSIBILITIES Suncor Corporate Security shall: Direct the day-to-day operations of Suncor Security staff and other relevant contract providers with respect to Drug interdiction. Ensure that Security Incident Reports are accurate, timely, and forwarded to the appropriate parties. Monitor the program for compliance and success, and steward to Suncor Management. Suncor Labour Relations (Human Resources) shall: Review all security incidents and issue site bans accordingly. Review and assess any disputes. EXCEPTIONS Persons with an authorization to possess license, as mandated by Health Canada s Marihuana Medical Access Regulations are asked to self-identify to their direct employer prior to obtaining Accommodation privileges. Such Resident s Employer shall carry forward the matter to Suncor Labour Relations in order to initiate a review of the case. An exception will only be granted once the case passes review, and it is determined that they can perform the job safely while still using marihuana for medicinal purposes. Appendix I: Facility signage regarding illegal drugs ILLEGAL DRUGS NOTICE TO: All Workers, Residents and Visitors These facilities are the property of Suncor. Use or possession of illegal drugs or drug paraphernalia on these premises is strictly prohibited and will not be tolerated. If you fail to comply with this rule you will be removed from our facilities and restricted from accessing Suncor property. Searches for illegal drugs and drug paraphernalia will be conducted periodically.
Appendix II: Signage indicating the required adherence to accommodation rules Accommodation Rules NOTICE TO: All Workers, Residents and Visitors These facilities are the property of Suncor. All persons must comply with the Accommodation Rules. If you fail to comply with the Accommodation Rules you will be removed from the premises. All residents, workers and visitors are required to review Accommodation Rules prior to being admitted to these facilities. A copy of the Accommodation Rules are posted and are available at the Camp Housing offices or through Security.
