CITY OF COWANSVILLE COUNCIL MINUTES SUMMARY A summary of the minutes of a Council Meeting of the City of Cowansville. This document is a summary of the official Council minutes which are prepared in French. Please refer to those minutes for complete details. A meeting of Council was held on March 5, 2013. A quorum of Councillors made up of Councillors Lucille Robert, Sylvie Beauregard, Ghyslain Vallières, Michel Charbonneau, Guy Patenaude, and Yvon Pepin was present under the chairmanship of Mayor Arthur Fauteux and in the presence of senior staff, Me. Sandra Ruel, City Clerk, Josée Tassé, CGA, Treasurer, and Claude Lalonde, Eng., Director General. OPENING OF THE MEETING The Mayor declared that a quorum was present and opened the meeting. ADOPTION OF THE AGENDA The agenda was adopted as circulated. QUESTION PERIOD A first question period was held as required by law. APPROVAL OF MINUTES Council approved the Minutes of the meetings of February 5, 11, 18, and 25, 2013. Council authorized the following: FINANCIAL ASSISTANCE

The purchase of two tickets in the amount of $110.00 to the dinnerfundraiser of the Association des Personnes Handicapées Physiques de Cowansville et Région. A grant in the amount of $4,000.00 to assist in the organization of the Gala d excellence porte sur l avenir Brome-Missisquoi 2013. To issue a permit for a garage sale to la Fabrique Notre Dame de la Paix. To allow the Fondation du Centre d accueil de Cowansville the use of the parking lot adjacent to its lot to operate a dodge ball fundraiser on August 17, 2013. To allow a fundraising road closure by the Maison de Jeunes Le Trait d Union to finance its activities. To grant a $500.00 scholarship to be given to a Secondary 5 student from Cowansville attending Jean Jacques Bertand School. A grant in the amount of $200.00 to the Fonds d appréciation du primaire Davignon to assist in preventing school drop-outs. To assume the electrical costs for the Salon Évènement Emploi. To grant the sum of $137,500.00 to the Festival Musique en Vue de Cowansville. To authorize the purchase of 30 tickets at a total cost of $300.00 to attend a conference to be given by Pierre Lavoie as part of Le Grand Défi Pierre Lavoie. CARREFOUR ACTION MUNICIPALE ET FAMILLE Council resolved to support the candidacy of Councillor Beauregard for a position on the Board of Directors of this organization. APPROPRIATION OF UNAFFECTED SURPLUS R.A.R.C.E. Council approved a payment of $105,000.00 from the City s unaffected surplus to cover its portion of the R.A.R.C.E. budget. COMPENSATION FOR MUNICIPAL SERVICES PROVIDED TO ENSURE RECYCLING AND REPURPOSING OF RESIDUAL MATTER Council requested that the MDDEFP revise its regulation in order to provide as early as 2013 for compensation to municipalities for the costs incurred in recycling and repurposing residual matter.

AUTHORIZATION OF EXPENDITURES Council authorized the following expenditures: - The amount of $672.60 to permit the Mayor and Councillors Beauregard and Robert to attend a training session entitled le livre blanc municipal comment passer de l engagement à l action. - The amount of $300.00 to permit Councillors Beauregard and Robert to attend the 2013 annual meeting of the Réseau des élues municipals de la Montérégie. BY-LAWS AND NOTICES OF MOTION Council adopted the following by-law: - By-law 1778 regulating parking on private property. Council gave the following Notices of Motion and adopted the following bylaws on first reading: - By-law 1779 amending By-law 1510 to change the boundaries of zones REcb-15, Cbb-3, 1-2 and Cbs-1. - By-law 1780 amending By-law 1571 by adding thereto annex XVI establishing the limits of the zone on Pine Street (North sector) - By-law 1781 amending By-law 1510 in the area of Dean Street to add usage C52 in industrial zone I-2. 2013 ACTIVE CORRIDORS APPROVAL OF NEW CIRCUIT Council authorized the establishment of an active corridor on the streets shown on the active corridor Phase 2-2013 plan. Council also designated Oxford Street as a one way from the Place Municipal to Church Street and eliminated parking on the active corridor section on Rue du Sud and Ste- Thérèse. SALE OF A LOT Council approved the sale to Gestion Michel Grondin of a portion of lot 4 674 018 of the cadastre of Québec of 8,837 m 2 at a price of 14 cents per square foot.

APPROVAL OF MINOR VARIATION AND ARCHITECTURAL IMPLEMENTATION AND INTEGRATION PROGRAMMES (PIIA) Pursuant to the recommendation of the City Planning Committee (CCU), Council approved the following minor variation: - At lots 5 236 371 and 5 236 372 on Pine Street, to allow a lot depth of 43.01 m. and 41.85 m. respectively as opposed to the required 41.85 m. Pursuant to the recommendation of the City Planning Committee (CCU), Council approved the following Architectural Implementation and Integration Programme: - At 1770 rue du Sud for the closing of a portion of the gardening centre. RIGHT OF WAY 527-529 RUE DU SUD Council approved a request made by Yvan Benoit, on behalf of Les Investissements Sud to change the existing passage over lot 3 355 9453 of the Cadastre of Quebec into a pedestrian path and create a servitude on behalf of the City of Cowansville where vehicular traffic would be prohibited and pedestrian and cycling traffic only would be allowed. CONTRACT AWARD COMPLETION OF THE MASTER PLAN AND RELATED BY-LAWS Council awarded a contract in the amount of $68,410.13 to Group Conseil BC2FP inc. for the completion of the City s review of its Master Plan and related by-laws. NAMING OF NEW PARK J-ANDRÉ DERAGON AND NÉNUPHAR STREETS Council agreed to name the park identified on lot 4 828 363 of the Cadastre of Québec Parc Daniel Bélanger and to so advise the Commission de la Toponomie. PROJET VIRAGES RIVAGES 2013 DISTRIBUTION

Council agreed to participate in the distribution of shrubs which are produced by the MRC Plant Nursery by purchasing 3000 shrubs at a cost of $2.28 each to plant on City property and to distribute to residents free of charge. CHANGES IN THE CHICANE SYSTEM AT THE FILTRATION PLANT WATER RESERVOIR Council authorized the change orders to the contract with Construction Giron Inc, and accepted the amendments to the wall and chicane system in the filtration plant water reservoir as detailed in change orders 1, 2 and 3. REPLACEMENT OF A CULVERT ON CHEMIN DE LA PLAGE Council accepted change orders 1, 2 and 3 to its contract with Les Entreprises Michaudville inc for the replacement of a culvert on Chemin de la Plage. SIGNING AUTHORITY SERVITUDE LOT 5 074 018 OF THE CADASTRE OF QUEBEC Council authorized the Mayor and the City Clerk to sign the deed of servitude prepared by Me Edith Chaput, Notary on the aforesaid lot. PURCHASE OF A 10 WHEEL TRUCK Council awarded the contract in the amount of $41,965.88 for the supply of a 10 wheel used truck to T.G.C Camoins Rouville Inc, the lowest conforming bidder. SUPPLY OF A TRUCK BOX Council authorized the purchase at a price of $25,000.00 of a truck box and related equipment. INFRASTRUCTURE WORK PROMENADE DU LAC Council authorized infrastructure work in the amount of $460,000.00 on Promenade du Lac.

FINANCIAL ASSISTANCE - HORTICULTURE CLUB Council made a grant of $500.00 to the Club d horticulture de Cowansville to support its 2013-2014 programme. ADOPTION OF THE FAMILY AND SENIORS POLICY AND RELATED ACTION PLAN Council adopted its Policy on the Family and Seniors as well as the related action plan and appointed a follow-up committee. CULTURAL DEVELOPMENT POLICY WITH THE MRC Council authorized Alain Dion, the Director of Leisure Services, Culture and Community Life, to sign all documents relating to this agreement and confirmed that the amounts of $10,000.00 and $14,000.00 will be committed to the project. HIRING LIBRARY CLERK Council confirmed the hiring of Daniel Marcotte as clerk in the Gabrielle Giroux Bertrand Library. PLAY EQUIPMENT PIERRE LUSSIER PARK Council awarded a contract in an amount not to exceed $87,151.05 to Athena Contraction Inc, the lowest conforming bidder, for the purchase and installation of park playground equipment in the Pierre Lussier Park. BID REJECTION - CENTRE DE LA NATURE Council rejected all bids received for the purchase and supply of park playground equipment at the Centre de la Nature.
