Facts Medina Cunty Netwrk Descriptin The Medina Cunty Prt Authrity s (MCPA) fiber ptic cable netwrk cnsists f 151 miles f dark fiber thrughut Medina Cunty, cnnecting all majr metrplitan areas in the Cunty with 144 strands f dark fiber and prviding cnnectivity t the existing fiber netwrk in the City f Wadswrth and fiber netwrks in Cuyahga and Summit Cunties. The Medina Cunty Netwrk (MCFN) will create a high bandwidth, neutral platfrm that will enable gvernmental subdivisins and agencies, libraries, schls, hspitals and medical facilities, businesses and industry t gain bradband cnnectivity n advantageus terms. The MCPA will effectively create an e Crridr linking the participants, nt nly t ne anther, but als t carrier facilities and carriers thrughut the regin and t serve as a gateway t alternative services and netwrks. MCPA will prvide bradband transprtatin services n the netwrk, and des nt intend t prvide services n the netwrk that wuld cmpete with lcal service prviders. Netwrk neutrality is a critical cmpnent f the fiber ring, in rder t encurage sustainable adptin f bradband service thrughut the cunty. Cnstructin Schedule MCPA has cntracted with OneCmmunity t cnstruct the fiber netwrk, which began in Octber 2010 with pre engineering and final rute design. During the first half f 2011, OneCmmunity and MCPA will finalize ple attachment agreements with utilities, btain permits fr the undergrund prtins f the planned rute and begin cnstructin. The first users are prjected t receive service in the furth quarter f 2011, and the remaining prtins f the fiber ring will be cmpleted in early 2012, when the MCFN will ffer cmplete bradband redundancy. Rute The fiber ring cnsists f a cnnected nrthern ring and suthern ring, with extensins int Cuyahga Cunty and Summit Cunty, where the MCFN will be cnnected at Pints f Presence lcatins in Parma and Akrn. Initial cnstructin will take place cming suth frm Parma and west frm Akrn. Cnstructin alng Rute 94 frm Brunswick t Wadswrth will then cnnect these tw sectins. With multiple crews wrking at the same time, cnstructin n the nrthern and suthern rings will take the fiber rute west, int Valley City, Medina, Seville, Westfield Center and Ldi.

Bnd Offering Overview The Medina Cunty Prt Authrity issued $14.4 millin in revenue develpment bnds in December 2010. Fees frm users will pay ff the 20 year bnds, which include $5.3 millin in Recvery Zne Ecnmic Develpment Bnds, $7.7 millin in Recvery Zne Facility Bnds and $1.4 millin in Taxable Bnds. As part f the 2009 American Recvery and Reinvestment Act, the Recvery Zne Bnds issued will return subsidy payments t the Prt Authrity, which lwers the verall cst f the prject. T successfully market and sell the bnds, underwriter R.W. Baird set up a bnd reserve fund system, which is backed with a cmmitment frm the Medina Cunty Cmmissiners. In the event that MCPA needs t tap the bnd reserve fund t make bnd payments in a given year, MCPA can brrw mney frm bnd reserve fund, which will be repaid with future revenues frm user leases. The fllwing municipalities and rganizatins entered int agreements t back the bnd reserve fund: the City f Brunswick, the City f Medina, the City f Wadswrth, the Village f Seville, the Village f Westfield Center and Cascade Capital Crpratin. Ecnmic Develpment Partnership Partnership Overview The Medina Cunty Prt Authrity (MCPA) is partnering with the Medina Cunty Ecnmic Develpment Crpratin (MCEDC) and OneCmmunity t cnstruct and perate the Medina Cunty Netwrk (MCFN). As a private nn prfit crpratin respnsible fr ecnmic develpment in Medina Cunty, MCEDC will assist in marketing the ring and attracting private sectr users. During the cnstructin phase, OneCmmunity will wrk with MCEDC t develp a marketing and cmmunicatins plan fr the fiber netwrk. This includes creating and prmting service fferings, prmting netwrk access and MCFN s value, as well as develping a pricing strategy that prvides an ecnmic advantage t Medina Cunty. Ecnmic Develpment Impact f MCFN The principal purpse f the Medina Cunty Netwrk is ecnmic develpment and jb creatin. MCEDC prjects that the fiber netwrk will create 218 new jbs in the cunty as a result f the use f the fiber ring. With an average estimated weekly wage in Medina Cunty f $674, these 218 new jbs are estimated t add $7.6 millin in payrll t the cunty. In additin, 31 cnstructin jbs are estimated t be created, with a payrll f $5.9 millin. The types f jbs that are estimated t be created include jbs directly related t MCFN: telecmmunicatins jbs created frm given bradband investment and jbs created directly thrugh the manufacturing f required capital equipment. Jbs will als be created thrugh induced impacts in the cmmunicatins industry and netwrk effect multipliers. Meeting Ecnmic Develpment Needs During business utreach surveys cnducted in 2010, MCEDC fund that 60% f Medina Cunty emplyers surveyed expressed an interest in the Medina Cunty Netwrk because they were experiencing fiber prblems ranging frm lack f bradband capacity, reliability issues and the need fr redundancy. Alng with businesses which have prvided a letter f intent t becme a user f the fiber netwrk, these emplyers represent cmpanies thrughut the cunty Capacity 5% Diversity 35% Cst 5% Redundancy 55% Medina Cunty Netwrk Healthcare 5% Gvernment 10% Cmmercial 25% Educatin 15% with 7,160 emplyees which are ptentially affected by fiber issues. During the Prt Authrity and OneCmmunity s feasibility studies fr MCFN, 55% f ptential users surveyed said their mst imprtant bradband need was redundancy. Anther 35% indicated that a diversity f bradband surces was the key t their grwth.

The fiber netwrk will als allw the Cunty t address sme significant challenges facing the public and private sectr as the demand fr bradband services cntinues t grw. These issues include: 1. Cnvergence f vice, vide, and data cntent netwrks 2. Cnnectivity bstacles in Medina Cunty 3. Grwing imprtance f cnnectivity services fr ecnmic develpment, including retentin f existing businesses, attractin f new businesses and facilitatin f educatin and jb training. MCFN s cnnectin t a multiple cunty netwrk in nrthern Ohi will expand the viability f cmmunity bradband and facilitate reginalizatin, cllabratin and sharing f resurces, lessening the burden n gvernment and faciliating reginal ecnmic develpment. MCEDC Backgrund The Medina Cunty Ecnmic Develpment Crpratin (MCEDC) is a public/private nn prfit rganizatin that has been serving the interests f the cmmercial and industrial sectrs f the cunty since 1986. With membership cmpsed f a wide variety f cmpanies, gvernmental entities and educatinal institutins, MCEDC s members are stakehlders taking a practive stance t psitively impact the ecnmic vitality f the cunty and the regin. MCEDC manages ecnmic develpment grwth in Medina Cunty, which has been the 5 th fastest grwing cunty in Ohi fr the past tw decades. The rganizatin als markets and manages tax abatement prgrams fr three Enterprise Znes and nine Cmmunity Reinvestment Areas in Medina Cunty. Frm 1998 2010, MCEDC assisted cmpanies t create ver 3,000 new jbs and t invest $425 millin in new capital. MCEDC serves as the administratr fr the Medina Cunty Prt Authrity which is develping fiber infrastructure fr the cunty and als prvides cmpetitive financing pprtunities t businesses lking t expand r lcate in Medina Cunty. Thrugh the management cntract with the Prt Authrity, OneCmmunity will versee Netwrk Operatin Services that include maintenance f the fiber ring, capacity mnitring, prblem tracking and reslutin, netwrk mnitring and netwrk upgrades.
