in Mozambique SiGIT as a lever to success Marisa Balas EXI Lda MOZAMBIQUE Mozambique is located on the south eastern part of the African Continent Territory > than 800 000 km 2 in 11 provinces Population of about 24 million Different cultures, languages and customary practices throughout the country 1

Mozambique Land Context Pressure on the land is increasing considerably; 90% of the land is estimated to be used under unregistered good-faith occupations and customary tenure arrangements; Government defined appropriate legislation, promoting land tenure regularization and gender equity; For the past 4 years, Government invested in the implementation of a LIMS SiGIT that promotes LTR and community delimitations; Currently defined Terra Segura program aimed at registering 5 million parcels and delimitating 4 thousand communities, and creating the Land National Cadastre. Purpose The was legislated in the Land Law as comprising all of the necessary data to allow: a) knowing the economic and legal situation of the land; b) knowing the types of occupation and land uses; c) assess soil fertility, existing forestry, water, fauna and flora, mining, and tourism resources; d) effectively manage the land: its uses, its protection and conservation; e) determine the proper regions for specialized productions. 2

Current Constraints Mineral Resources Land Cadastre Property Registration Forestry and Fauna Conservation Areas Proliferation of Databases; Conflicts, overlapping of concessions and rights; Higher costs of data collection and management; Data redundancy, ambiguity, vulnerability and risk of loss; No sharing and no update of information; No integration of planning and decision making processes. Vision A Centralized Repository of all land related data that coordinates activities of collecting, producing, managing and sharing information; a Systemic View of the land resource, its use and administration, amongst all stakeholders; A Platform of Land Governance, promoting integrated approaches from all intervenients in the land administration and land management processes. 3

Challenges and Opportunities Increased demand over the land Implement Terra Segura: regularizing 5 million parcels and delimitating 4 thousand communities Increased pressure on efficient e effective cadastre services Implement SiGIT throughout the country capacitating ALL cadastre offices Increased need for land information Establish the Interoperability Framework Consolidate Launch the National Geo Portal SiGIT application was designed and built between 2012 and 2013 under a Government program Acesso Seguro à Terra. LADM based. The implementation of SiGIT included 19 sites: DINAT in Maputo, 10 SPGC (one per province) and 8 (+2) municipalities of the northern part of Mozambique. In 2013 more than 170,000 land titles were issued in the 4 northern provinces of Mozambique. With the Terra Segura program, circa 300.000 parcels were collected into SiGIT in 2015/2016. Could have done so much more! 5

Land GeoPortal (both Public and Private portal), promoting more transparency and making available critical information. With Terra Segura, specific modules for RDUAT and DELCOM were developed, aligned with the defined methodology and promoting gender equity: Mozambican Fit For Purpose 7

A mobile application was developed RDUAT and DELCOM forms (quality and time improvements) GIS functionality: map drawing, coordinates acquisition Can be held by community paralegals and utilized for future cadastre updates Gender issues, citizen identification, minors SiGIT creates Community Land Dossiers to allow communities to keep track and update all land transactions performed under customary practices. Needs reforms in Legislation Can benefit from Mobile application 8

Flexible Architecture to support ALL business processes Immediate Actions Extend SiGIT to all cadastre offices in the country, including districts and municipalities not yet involved; Implement the SiGIT Field and SiGIT Cloud in all RDUAT and DELCOM projects aligned with Terra Segura: 5 million parcels and 4 thousand communities Fit For Purpose; Incorporate data/information from other sources, under the MITADER umbrella: Land Use Plans- PDUT Forestry and Fauna Cadastre SISFLOF system Conservation Areas and State Reserves aqua system 9

Future Actions Define Interoperability Framework for all cadastres outside MITADER; Incorporate cadastres already in place: Mining Cadastre mineral resources; Land parcels from Municipalities with a LIMS. Incorporate other cadastres still under construction: Roads (ANE/MTC) Electricity (EDM/MIREME) Railways (CFM/MTC) Water (MOPH/MMAIP) Demographics (INE) Tourism (MITUR) Schools (MEC)...
