HTG-12-01 Robert Bell - Pioneer Park Memorial Gardens Cemetery That Correspondence HTG-12-01 dated November 21, 2011 from Robert Bell requesting the designation of Pioneer Park Memorial Gardens Cemetery be lifted from the table. The Committee reviewed Correspondence HTG-12-01 dated November 21, 2011 from Robert Bell regarding the designation of the Pioneer Park Memorial Gardens Cemetery. It was reported that a heritage

- 2 - researcher can complete a report on Pioneer Park Memorial Gardens Cemetery for $250.00, or can complete a report on this cemetery as well as the Columbus Methodist Cemetery and the Bible Christian Cemetery in Columbus for $1000.00. The Committee questioned the Policy Advisor regarding differences between property designation under the Ontario Heritage Act and listing properties on the Municipal Register. That pursuant to Correspondence HTG-12-01 dated November 21, 2011 from Robert Bell requesting the designation of Pioneer Park Memorial Gardens Cemetery, be it resolved that Heritage Oshawa engage heritage researcher Melissa Cole to complete research reports for Pioneer Park Memorial Gardens Cemetery at 0 Bond Street West, Columbus Methodist Cemetery at 65 Columbus Road East and Bible Christian Cemetery at 39 Columbus Road West at a total cost of $1000.00 before taxes. HTG-12-05 Tony Nelson - Request for Information and Photographs of the Elementary Flying Training Station #20 Buildings That Correspondence HTG-12-05 dated January 12, 2012 from Tony Nelson requesting information regarding Elementary Flying Training Station #20 be lifted from the table. The Committee discussed Correspondence HTG-12-05 dated January 12, 2012 from Tony Nelson requesting information concerning the status of the designation of the Elementary Flying Training Station #20 Buildings and requesting photographs of the buildings for presentations. That pursuant to Correspondence HTG-12-05 dated January 12, 2012 from Tony Nelson requesting information concerning the status of the designation of the Elementary Flying Training Station #20 Buildings and requesting photographs of the buildings for presentations, the Chair of Heritage Oshawa be authorized to contact the correspondent directly to provide copies of photographs and information as per his request.

- 3 - HTG-12-16 Mark Morissette - Designation Proposal Submission for Windfield Farm The Committee discussed Correspondence HTG-12-16 dated January 22, 2012 from Mark Morissette requesting that Heritage Oshawa consider the designation of Windfield Farm. That Heritage Oshawa recommend to the Development Services Committee: Whereas Heritage Oshawa received Correspondence HTG-12-16 dated January 22, 2012 from Mark Morissette requesting Heritage Oshawa consider designation of Windfields Farm; and, Whereas the property and gravesites referred to in Correspondence HTG-12-16 are owned by the University of Ontario Institute of Technology, Therefore be it resolved that staff be requested to contact the University of Ontario Institute of Technology to determine heritage memorial plans for Northern Dancer s cemetery and the immediate surrounding structures. HTG-12-17 Stantec Consulting Ltd - Addendum to the Harmony Road from Rossland Road to Conlin Road Municipal Class Environmental Assessment The Committee discussed Correspondence HTG-12-17 dated January 30, 2012 from Christienne Uchiyama, Archaeologist and Planning Consultant, Stantec Consulting Ltd. providing an addendum to the Harmony Road from Rossland Road to Conlin Road Municipal Class Environmental Assessment. Moved by Margaret Rodgers, That Correspondence HTG-12-17 dated January 30, 2012 from Christienne Uchiyama, Archaeologist and Planning Consultant, Stantec Consulting Ltd. providing an addendum to the Harmony Road from Rossland Road to Conlin Road Municipal Class Environmental Assessment be received for information. HTG-12-18 Ministry of Transportation Sale of Buildings with Heritage Value: Highway 407 East The Committee discussed Correspondence HTG-12-18 dated February 16, 2012 from Darlene Proudfoot, Senior Environmental

- 4 - Planner, Ministry of Transportation regarding the sale and relocation of buildings with heritage value along Phase 1 of the Highway 407 East corridor. HTG-12-20 Robert Mitchell Request for Materials for Barn Restoration The Committee discussed Correspondence HTG-12-20 dated January 30, 2012 from Robert Mitchell requesting Heritage Oshawa s assistance to secure materials from the Ministry of Transportation to be salvaged from building demolition associated with the Highway 407 East corridor construction in order to complete restoration of a heritage barn. HTG-12-33 Kim Tafertshofer Salvage of Barn and Garage Doors from 268 Winchester Road West The Committee discussed Correspondence HTG-12-33 dated March 19, 2012 from Kim Tafertshofer requesting Heritage Oshawa s assistance to secure interior barn stall doors and exterior carriage garage doors in order to create a new structure using the doors and the Pumphouse from 268 Winchester Road West.

That Correspondence HTG-12-20 dated January 30, 2012 from Robert Mitchell requesting Heritage Oshawa s assistance to secure materials from the Ministry of Transportation to be salvaged from building demolition associated with the Highway 407 East corridor construction in order to complete restoration of a heritage barn be lifted from the table. The following item was now before the Committee. HTG-12-20 Robert Mitchell Request for Materials for Barn Restoration The Committee discussed Correspondence HTG-12-20 dated January 30, 2012 from Robert Mitchell requesting Heritage Oshawa s assistance to secure materials from the Ministry of Transportation to be salvaged from building demolition associated with the Highway 407 East corridor construction in order to complete restoration of a heritage barn. Members concurred that the reconstruction project as detailed in the correspondence would keep most elements of the barn together in a historically accurate structure. That Heritage Oshawa recommend to the Development Services Committee: Whereas Robert Mitchell of Sunderland appeared as a delegation before the Heritage Oshawa Designation Working Group along with heritage architect Peter Stokes to request permission to salvage stone from the Magner-Robson house and stalls and other material from the barn on that property; and, Whereas Robert Mitchell has a heritage home in Sunderland and a heritage barn he has salvaged from another farm; and, Whereas it is his intention to incorporate these materials into the re-erection of the heritage barn; and, Whereas Robert Mitchell is willing to use his own contractor to remove and transport everything list below in coordination with the Ministry of Transportation demolition contractor; and,

- 6 - Whereas Robert Mitchell has been in discussions with Winston Wong of the Ministry of Transportation about the salvageable items and understands the requirements regarding the removal of the material from the property; Therefore Heritage Oshawa recommends to City Council that Robert Mitchell be permitted to salvage the following materials from the Magner-Robson property, including but not exclusive to: From the Magner-Robson barn: Components integral to the functioning of the horse stalls, including wooden and metal partitions, support posts, doors and hinges; and, Exterior barn hay and machinery access doors including track hardware; and, Interior barn/stable passageway doors, both hinged and sliding; and, Exterior ground level doors used for stable access and egress by people and livestock; and, The built-in storage cabinet in the tack room; and, Selected timbers from the barn structure From the Magner-Robson house: The exterior fieldstone veneer especially the rectangular shaped fieldstone from the southerly front of the house; and, The credit valley stone from the patio and retaining walls from the front terrace and landscaping From the Magner-Robson coach-house/garage: The garage doors and hardware AS AMENDED Moved by Margaret Rodgers, That the motion be amended to strike the words The garage doors and hardware. The vote on the main motion AS AMENDED.

- 7 - HTG-12-25 Frontenac Heritage Foundation - Invitation to the Ontario Heritage Conference The Committee discussed Correspondence HTG-12-25 from the Frontenac Heritage Foundation inviting Heritage Oshawa to attend the Ontario Heritage Conference 2012 in Kingston, Ontario. The Committee discussed the registration fee for the conference and available budget. That Correspondence HTG-12-25 from the Frontenac Heritage Foundation inviting Heritage Oshawa to attend the Ontario Heritage Conference 2012 in Kingston, Ontario be tabled to the April meeting. HTG-12-26 Ministry of Tourism Culture and Sport Providing a Letter of Authority Regarding the Waiving of Normal Tariff Fees at Land Registry Offices for Municipal Heritage Committee Members The Committee discussed Correspondence HTG-12-26 dated March 12, 2012 from Bert Duclos, Heritage Outreach Consultant, Ministry of Tourism, Culture and Sport providing a letter of authority from Robert Mathew, Director, Central Production and Verification Services Branch, Ministry of Government Services regarding the waiving of normal tariff fees at land registry offices for Municipal Heritage Committee members. That Correspondence HTG-12-26 dated March 12, 2012 from Bert Duclos, Heritage Outreach Consultant, Ministry of Tourism, Culture and Sport providing a letter of authority from Robert Mathew, Director, Central Production and Verification Services Branch, Ministry of Government Services regarding the waiving of normal tariff fees at land registry offices for Municipal Heritage Committee members be received for information. HTG-12-28 University of Ontario Institute of Technology Emergency Repairs to the Heritage Attributes of the Regent Theatre The Committee discussed Correspondence HTG-12-28 dated March 14, 2012 from Ken Bright, Director, office of Campus Infrastructure and Sustainability, University of Ontario Institute of Technology (UOIT) applying to City Council to consider UOIT s revised two-stage approach to the repair of the damaged ceiling at the Regent Theatre. It was noted that City Council has consented to this application, subject to concurrence by Heritage Oshawa.

- 8 - That Correspondence HTG-12-28 dated March 14, 2012 from Ken Bright, Director, office of Campus Infrastructure and Sustainability, University of Ontario Institute of Technology (UOIT) applying to City Council to consider UOIT s revised two-stage approach to the repair of the damaged ceiling at the Regent Theatre be received for information. HTG-12-19 Heritage Oshawa Response to the Sustainability Report The Committee discussed Report HTG-12-19 Response to Sustainability Report Heritage Oshawa dated January 29, 2012. It was noted that this report was the official submission by Heritage Oshawa in response to the request for comments on the Draft Oshawa Strategic Plan. That Report HTG-12-19 Response to Sustainability Report Heritage Oshawa dated January 29, 2012 be received for information. HTG-12-23 HTG-11-76 Development Application for Lands South of Winchester Road, East and West of Simcoe Street North as Submitted by RioCan The Committee discussed Report HTG-12-23 from the Policy Advisor concerning HTG-11-76 Development Application for Lands South of Winchester Road, East and West of Simcoe Street North as submitted by RioCan. It was noted that the matter was referred to the Inventory Working Group for a direct response; however Planning Services did not receive a response from Heritage Oshawa. That pursuant to Report HTG-12-23 from the Policy Advisor concerning HTG-11-76 Development Application for Lands South of Winchester Road, East and West of Simcoe Street North as submitted by RioCan be it resolved that Heritage Oshawa confirms that the property is listed as Class B in the Heritage Oshawa Inventory and that the structure is in a state of disrepair. HTG-12-27 Signed Demolition Permit Applications March 2012 The Committee discussed HTG-12-27 being two demolition permit applications received in March 2012. It was noted that the demolition permit for 2425 Simcoe Street North was for a property listed on the Heritage Oshawa Inventory, but not designated. The second permit the

- 9 - permit application was for a property that is not on the Heritage Oshawa Inventory. It was noted that both applications were signed by the Policy Advisor. That HTG-12-27 being two demolition permit applications received in March 2012 be received for information. HTG-12-24 City Council Referral Review of External Agencies and Advisory Committee Budgets The Committee discussed City Council Referral HTG-12-24 Review of External Agencies and Advisory Committee Budgets dated February 29, 2012 and noted that all Advisory Committee budgets have been held at the 2011 levels. That City Council Referral HTG-12-24 Review of External Agencies and Advisory Committee Budgets dated February 29, 2012 be received for information. HTG-12-29 City Council Referral University of Ontario Institute of Technology Emergency Repairs to the Heritage Attributes of the Regent Theatre The Committee discussed City Council Referral HTG-12-24 University of Ontario Institute of Technology Emergency Repairs to the Heritage Attributes of the Regent Theatre dated March 19, 2012. The Chair advised that City Council has consented to the revised terms and conditions for the repair as proposed by the University of Ontario Institute of Technology. That Heritage Oshawa recommend to the Development Services Committee: That Heritage Oshawa concurs with the direction of City Council of March 19, 2012 with regards to the emergency ceiling repairs at the Regent Theatre on the revised terms and conditions proposed by UOIT.

HTG-12-32 City Council Referral Ministry of Transportation Sale of Building with Heritage Value, Highway 407 East The Committee discussed City Council Referral HTG-12-32 Ministry of Transportation Sale of Building with Heritage Value, Highway 407 East requesting the Ministry provide the City and Heritage Oshawa with the opportunity to salvage identified heritage features from the Magner- Robson house at 268 Winchester Road West.

HTG-12-42 Formation of the Designation and Inventory Working Group The Committee discussed the formation of the Designation and Inventory Working Group. The Chair advised that this Working Group will review the Heritage Oshawa Inventory including classifications and photographs and review research reports to suggest properties to Heritage Oshawa to recommend for designation. That Heritage Oshawa strike a Designation and Inventory Working Group to review the Heritage Oshawa Inventory and review research reports; and, That the Designation and Inventory Working Group consist of four members, all of which must also be members of Heritage Oshawa; and, That Margaret Wilkinson, Steven Barr, Robert Bell and Cathy Clarke be appointed to the Designation and Inventory Working Group; and, That Margaret Wilkinson be appointed as the Chair of the Designation and Inventory Working Group. HTG-12-41 Formation of the Communications Working Group The Committee discussed the formation of the Communications Working Group. The Chair advised that this Working Group will work on community outreach events such as the Heritage Week display at the Oshawa Centre. That Heritage Oshawa strike a Communications Working Group for community outreach efforts; and, That the Communications Working Group consist of two members, all of which must also be members of Heritage Oshawa; and, That Margaret Rodgers and Diane Stephen be appointed to the Communications Working Group; and,

HTG-12-40 Formation of the Heritage Salvage Working Group The Committee discussed the formation of a working group to develop a salvage plan for heritage resources that will be demolished. That Heritage Oshawa strike a Heritage Salvage Working Group to create a salvage plan for heritage resources that will be demolished; and, That the Heritage Salvage Working Group consist of four members, all of which must also be members of Heritage Oshawa; and, That Diane Stephen, Steven Barr, Robert Bell and Cathy Clarke be appointed to the Heritage Salvage Working Group; and, That Diane Stephen be appointed as the Chair of the Heritage Salvage Working Group.
