REQUEST FOR QUALIFICATIONS (RFQ # 2016-09) PORT CHESTER INDUSTRIAL DEVELOPMENT AGENCY COMMERCIAL APPRAISAL CONSULTING SERVICES I. INTRODUCTION BACKGROUND Located in eastern Westchester County in the State of New York, the Village of Port Chester has seen its downtown become the premier restaurant and entertainment destination in Westchester County in recent years and, overall, is on the cusp of tremendous revitalization. As that revitalization begins to occur, the Village of Port Chester Industrial Development Agency (PCIDA) has played an increasingly key role in assisting commercial real estate and economic development opportunities that will advance job opportunities and improve the health, general prosperity, and economic welfare of the Village of Port Chester. The PCIDA provides the following four forms of financial assistance: Mortgage Recording Tax Exemption Sales and Use Tax Exemption Real Property Tax Abatement Payment in Lieu of Taxes (PILOT) Interest Rate Savings via Tax-Exempt Financing Additional information about the PCIDA may be found on the PCIDA s website at: http://www.portchesterny.com/pages/portchesterny_bcomm/ida/index PURPOSE As potential development within the Village of Port Chester increases, the PCIDA is faced with limited staff to evaluate applications for financial assistance and develop associated cost-benefit analyses for prospective PCIDA projects. The purpose of this Request for Qualifications (RFQ) is to solicit qualifications from individuals, firms, or consultant organizations (collectively, consultant organizations or Contractor ) with demonstrated experience appraising commercial, industrial, mixed use and manufacturing properties, and be familiar with relevant Appraisal Standards Board s Advisory Opinion. Experience can include estimating market values and assessed values for the purposes of calculating as-built assessed valuations that will be used in connection with negotiating PILOT Agreements, calculating as-of-right tax abatements, and assisting clients in navigating the tax certiorari process. Market values should be based on a PCIDA project applicant s intended use, providing a valuation on the impaired and unimpaired condition, taking into account existing assessed valuations under existing conditions and evaluating the plans, specifications, permits and financing arrangements as detailed by PCIDA applicants. The submissions will be considered in adopting a list of pre-qualified commercial appraisers that are capable of providing as-built valuation projections for projects that come before the PCIDA. Once adopted, the PCIDA may select, from time to time as the need arises, one or more consultant organizations from the pre-qualified list to provide real property tax consulting services. It is expected that the list will remain in effect for three years after adoption. Inclusion of a consultant organization on the pre-qualified list does not represent or guarantee that it will receive any contract for services during the effectiveness of the list. II. SCOPE OF WORK PCIDA seeks comprehensive proposals that include the full process necessary to assist PCIDA with the work product to identify as-built assessed valuations for prospective PCIDA projects. Such work includes, but is not limited to, the following: Provide appraisal services, including the preparation of an appraisal report, which shall be in adherence with the Uniform Standards of Professional Appraisal Practice (USPAP) standards and PCIDA requirements, for use by the PCIDA in connection with identifying asbuilt assessed valuations for prospective PCIDA projects. Provide General Appraisal Services, and as requested, Condemnation Appraisal, Services and Fixture Appraisal Services. This would include developing opinions or real values and identifying valuations in order to prepare appraisal reports (Self-Contained, Summary Appraisal, or Restrictive Use) in accordance with industry standards. Coordinate with PCIDA in requesting appointments to inspect subject properties and review plans, specifications, budgets, pro-formas, financing plans permits, and other project documentation and materials. For selected Contractors, PCIDA will issue a Request for Fee Proposal and the Contractor shall submit a fee proposal in writing, which will include, among other things, the proposed costs and fees for a particular assignment and appropriate insurance information. If the Contractor s fee proposal is agreeable to PCIDA, the Contractor will be authorized to proceed on any assignment in writing (Authorization Letter), signed by the Administrative Director of the PCIDA. Such Contractor shall complete the services described in the PCIDA s Authorization Letter, unless a different period is specified in the Authorization Letter. III. PROPOSAL CONTENTS All qualified organizations are invited to submit a proposal. Submission of a proposal indicates that the responding consultant organization has read and understands this entire RFQ and that all concerns regarding this RFQ have been satisfied. Proposals must be submitted in the format described below. Proposals are to be prepared in such a way as to provide a straightforward, concise description of capabilities to satisfy the requirements of this RFQ. Proposals must be complete in all respects. A proposal may not be considered if it is conditional or incomplete. All proposals and materials submitted become the property of the PCIDA. 1. Cover Page: Submit RFQ coversheet on letterhead stationery, signed by a duly authorized officer, employee, or agent of the consultant organization submitting the proposal that must include a statement that the proposal is submitted in response to Village of Port Chester IDA RFQ #2016-09 for Commercial Appraisal Consulting Services. 2. Statement of Qualifications: Submissions should include detailed information regarding relevant experience, including the type and location of the property and property interest being appraised, the date of the appraisal and the use for which the appraisal was prepared. Please indicate whether the firm or anyone in the firm has experience in providing testimony as an expert witness in connection with any appraisal matter and, if so, the outcome of the litigation. The Statement of Qualifications should include: a. Resume for each appraiser: A resume for each appraiser should be provided, along with (i) a Work History that includes a summary of the last five (5) years of each appraisers work experience, highlighting work (if any) completed within Westchester County, New York, and (ii) details on Training, including the appraiser s training resume. b. Proof of licensure for each appraiser: The appraiser must be a New York Certified General Real Property Appraiser in good standing. The appraiser to be awarded work orders under this contract will be responsible for all aspects of the appraisal, including subject and comparable field inspections. Provide proof of licensure. c. Work Samples: Individual appraiser work samples (appraisal or appraisal review reports) to document each competency should be provided. Each sample should be labeled with the appraiser s name and the demonstrated competency. (If an appraiser has performed an appraisal in the past five (5) years for the Westchester County demonstrating an area of competency, the project name and number may be provided in lieu of a report). 3. References: Provide two (2) references from other clients, especially public agencies, with whom the consultant organization(s) or team now work or have worked within the last three (3) years and have established a contract on a project of this nature, of same or similar size as that called for by this RFQ. Provide the name of the agency, contact name, address, telephone number, project name, and dates the services were provided. IV. Proposals must be submitted in a sealed envelope and have original signature and date. Please deliver one (1) original, nine (9) printed copies of the proposal, and an electronic version of the proposal on a CD, DVD, or flash drive. Please place a label on the envelope stating: Village of Port Chester IDA RFQ # 2016-09: Commercial Appraisal Consulting Services. V. EVALUATION In evaluating qualifications submitted pursuant to this request, the PCIDA places high value on the following factors, not necessarily in order of importance: 1. Relevant experience. 2. The general qualifications and experience of the staff proposed to be assigned to the PCIDA engagement. 3. Feedback from references. 4. Overall organization, completeness, and quality of proposal, including cohesiveness, clarity of response and demonstrated understanding of the PCIDA. VI. ADMINISTRATIVE INFORMATION 1. Award: The award will be made to the candidate that best meets the PCIDA s needs and requirements. The PCIDA reserves its right to reject any and all proposals in the best interest of the PCIDA. The successful candidate must be ready, willing, and able to proceed and sign an agreement satisfactory in form to the PCIDA Special Counsel. 4. Expenses Incurred by Responding Consultant: The PCIDA will NOT be responsible for any expenses or costs incurred by any responding consultant organization(s) at any time in preparing and submitting a proposal or requested supplemental information in response to this RFQ.
