DEALER INVENTORY TITLE DEALER INVENTORY TITLE JULY 2013; KEYWORDS Dealer Title Only Title Only STATUTES, (KSA) 8-135 NEW WHEN IS THIS FUNCTION USED Back A Dealer Inventory Title, AKA as Dealer Title Only, is used by a licensed Kansas vehicle dealer when: The vehicle was legally purchased on a bill of sale, but the dealer is required to sell it by assignment of title, or All assignments on the title and (if applicable) assignment rider/addendum are full/used with the dealer making application for the Dealer Inventory Title showing on the last assignment as buyer, or The dealer wants the title in his name, regardless if all assignments have been used or not. WHEN A DEALER INVENTORY TITLE CANNOT BE APPLIED FOR A Dealer Inventory Title cannot be applied for when the dealership s ownership document is a Manufacturer s Statement of Origin (MSO) or Manufacturer s Certificate of Origin (MCO), i. e. a new vehicle. VEHICLES ELIGIBLE OR NOT ELIGIBLE Any vehicle eligible for title AND registration may be titled with a Dealer Inventory Title (title only). Vehicle types eligible: autos, trucks, buses, truck tractors, motorcycles, trailers, ATV and motorized bicycle. These vehicles must be currently titled on regular titles or rebuilt salvage titles. Vehicles not eligible for a Dealer Inventory Title: Vehicles titled as salvage or nonhighway or nonrepairable. A dealer may apply for a new salvage or nonhighway title in the dealership s name. PROOF OF OWNERSHIP The following documents can be used as proof of ownership: Title showing the applicant as owner; Title properly assigned to the buyer/applicant;
Bill of sale, (antiques, 2,000 lbs or less trailers, boat trailers if never titled, farm trailers 6000 pounds and under empty weight); Bill of sale attached to a registration receipt, if appropriate; Court order naming the applicant as owner; or NOTE: MSO/MCO assigned to the buyer/applicant are NOT APPLICABLE FOR THIS TRANSACTION. COMPLETING TRANSFER OF OWNERSHIP ON A OWNERSHIP DOCUMENT ASSIGNMENT The transfer of ownership requires the following information (most but not all titles will have these fields): 1 Name and address of purchaser(s); 2 Name and address of lien holder, if applicable; 3 Odometer disclosure; 4 Date of purchase/vehicle delivered; 5 Seller s signature and hand printed name; 6 Buyer s signature and hand printed name, odometer disclosure dependent. A bill of sale will need the same information in 1, 4, 5 and 6 above. ODOMETER DISCLOSURE THE STATE OF KANSAS DOES NOT REQUIRE AN ODOMETER READING (mileage displayed on the odometer) for vehicles exempt from odometer disclosure. ODS means odometer disclosure statement. REQUIRED: Autos and trucks, REGISTERED for 16,000 lbs. (16M) or less, which are ten (10) model years old or less must have: the odometer reading, mileage status (actual, exceeds mechanical limits (to display actual), not actual) and the signature and hand printed name of both the buyer and seller. and, Vehicles transferred on MSO/MCO between franchised dealers (wholesale transaction) are exempt from the odometer disclosure statement (ODS) requirements. Exempt means odometer reading (mileage) and the mileage status box (exceeds or not actual) are NOT required and the buyer does not have to hand print and sign their name. Ten (10) model years is calculated be taking the vehicle s calendar year and subtract 10 to determine the earliest year the ODS requirements are exempt. EX: Calendar year of 2013 minus 10 will mean model year 2003 and older vehicles are exempt (2013-10=2003). SALES TAX No sales tax is due. Vehicles purchased by a dealer as inventory were purchased as wholesale. Only retail purchases are subject to sales tax. INSPECTION Every vehicle and trailer purchased on an out of state title, regardless of age, is required to be inspected by the Kansas Highway Patrol or their designee prior to making application for title and registration. Refer to the Inspection instructions for further details. * Antique vehicles with a model year of 1949 or older which were purchased IN Kansas are not required to be inspected. DEALER INVENTORY TITLE JULY 2013; NEW PROCEDURE Back CHECK LEGACY DATA BASE TO IDENTIFY RECORD IN MVS IS MOST CURRENT RECORD. LAUNCH AND SIGN INTO THE MOVRS SYSTEM Click on VRT. Click on Title Transactions. Click on Title and Registration. TRANSACTION PREQUALIFIER SCREEN Enter the VIN number. Enter the Customer number. Click Continue. TITLE AND REGISTRATION SCREEN The title and registration screen will come up prepopulated with the vehicle information, if the vehicle is in the system. APPLICATION TAB Enter the new odometer reading, reading type if applicable. Change the usage to DEALER INVENTORY, at the bottom of the screen. Make sure the registration county is correct. VEHICLE STATUS TAB Check to make sure the title number presented is the same as the number on the screen. The previous owner s registration period, previous owners name and address are displayed. FEE DETAIL TAB This tab provides a breakdown of fees for this transaction. TAXES TAB The Sales Tax Exemption Reason of Purchased for Dealer Resale will be auto-populated based on the MOVRS Policy & Procedures 4 Kansas Division of Vehicles
Usage selection of Dealer Inventory on the application tab. In the Data Requirement for exemption: box enter the dealer number Click the Update Tax Rates button. REGISTRATION DETAIL TAB This is a Title Only application. This tab will not have a value as a Title only will not have a plate assigned. RELATE CUSTOMERS TAB If the Dealer information was entered on the prequalifier screen as the owner, the Dealer will be listed here as the owner. If the Dealer was not entered on the title and registration pre-qualifier, add the dealer information in the owner section by clicking on the add button to the right of the owner line. Click the Capture Signature button at the bottom right of the screen to activate the signature pad for the customer. INSURANCE TAB Dealer Inventory Title only does not require insurance. MAILING TAB Review customer s information for mailing address for the title. CREDITS TAB Not used with Dealer Title Only. DOCUMENTS TAB Collect, mark as Received, any documents applicable to the transaction. EXCEPTIONS TAB Any designations on record for this vehicle would display here. COMPLETE APPLICATION Click Validate. Click PAY NOW. Collect fees. Finalize transaction and generate credentials. SYSTEM IS CHARGING A TITLE PENALTY As of 1-15-2013 the system is charging a $2.00 title penalty. DEALERS SHOULD NOT BE CHARGED OR PAY A TITLE PENALTY. A system fix is planned.
