Born in China, he studied engineering at St. John s University in Shanghai, China before receiving his undergraduate and graduate degrees in architecture from the University of Michigan (B.S. 1938; M.S. 1939). He came to Louisiana in the 1940s, working as a draftsman for Baton Rouge architect A. Hays Town. He then worked for New Orleans architect William R. Burk as an architect and engineer. established his own practice in the early 1950s. Of note are the supermarkets he designed for John Schwegmann. PROVENANCE Records were given to SEAA by Tsoi s daughter in 2006.
