A Qualified person s statements and certifications As the qualified person, I certify that: A phase one environmental site assessment of the record of site condition property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2015/10/07, no phase two environmental site assessment is required by the regulation for the record of site condition property and based on the phase one environmental site assessment for the record site condition property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the record of site condition property. As of 2015/10/07, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the record of site condition property that, if the record of site condition property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the record of site condition will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. Queensville Properties Development Corporation Phase One Conceptual Site Model for Record of Site Condition Part of Lot 16, 17 and 18, Concession 2 EG Queensville, Ontario BRM-00144318-H0 Revised January 2016 Phase One Conceptual Site Model This section presents the Phase One Conceptual Site Model (CSM) developed during preparation of the Phase One Environmental Site Assessment (exp, October 7, 2015). The presentation of this Phase One CSM makes reference to the following drawings, attached: Figure 1: Site Location Plan Figure 2: Phase One Study Area and Adjacent Land Uses Figure 3: Conceptual Site Model Introduction The Phase One Property, hereinafter also referred to as the Site or RSC Property in this CSM, is located on the west side of Leslie Street, approximately 275 m north of Doane Road in the Town of East Gwillimbury Ontario. The legal description, municipal address and Property Identification Numbers (PINs) of the Site are as follows: 19766 and 20152 Leslie Street; Part of Lots 16 and 17, Concession 2, Town of East Gwillimbury, Regional Municipality of York, being PINs 03419-0078 and 03419-0420; Part of Lots 18 and 19, Concession 2, Town of East Gwillimbury, Regional Municipality of York, being PINs 03419-0422 and 03419-0421. Site Overview and Background The RSC Property is irregular in shape and covers an area of approximately 35.8 hectares. At the time of this Phase One ESA, the Site was predominantly under construction for a residential subdivision development. The majority of the Site was stripped of topsoil and subgrade exposed in preparation of construction. Municipal storm and sanitary sewers were recently constructed in areas of the Site as part of the development activities. The construction of these utilities did not involve the use of imported earth fill materials. No permanent structures were developed on Site at the time of this Phase One ESA. Through a review of available historical information, it appears that the property has historically been primarily under agricultural land use, with a farmhouse and agricultural structure located at the east end of the Site between approximately the 1950s and 1990s. No evidence suggesting the presence of imported earth fill material was identified on the Phase One Property. The Site is owned by Queensville Properties Development Corporation who acquired part of the Site on July 8, 2002 and the remainder on October 11, 2002. The approximate Universal Transverse Mercator (UTM) coordinates for the centroid of the Site was NAD83 17-4886755mN and 623760mE. The UTM coordinates were based on measurements from Google Earth imagery. The accuracy of the centroid is estimated to range from 5 to 10 m. 1

Queensville Properties Development Corporation Phase One Conceptual Site Model for Record of Site Condition Part of Lot 16, 17 and 18, Concession 2 EG Queensville, Ontario BRM-00144318-H0 Revised January 2016 Based on geological maps reviewed, the Site is underlain predominantly by Glaciolacustrine deposits: sand, gravelly sand and gravel nearshore and beach deposits. Based on previous geotechnical investigation conducted for the Site, the stratigraphy generally comprises of surficial topsoil overlying discontinuous deposits of clayey silt, silty clay and/or sandy silt over major deposits of silt till and silt. In addition, discontinuous deposits of sand or sand and gravel deposits were encountered. Based on topographic maps reviewed, the general inferred direction of groundwater flow in the vicinity of the Site is to northwest, towards the Holland Creek and Holland Marsh. An intermittent creek traverses the west side of the central portion of the Site. Storm water management ponds are located on the southwest portion of the Site. The Site is not located within, adjacent to or within 30 m of an area of natural significance (ANSI), according to the EcoLog ERIS report (source: Ontario Ministry of Natural Resources, 2014). Potentially Contaminating Activity / Areas of Potential Environmental Concern During this Phase One ESA, no potentially contaminating activities (PCAs) were identified on the RSC Property. Within the Phase One Study Area, one (1) PCA was identified, as presented below: PCA 1: A spill was reported in which an underground storage tank (UST) failed and resulted in soil contamination at a residence located approximately 90 m southeast of the Site, on the opposite side of Leslie Street. Due to the distance of this spill away from the Site and that it occurred on the opposite side of Leslie Street, it is not anticipated to present an Area of Potential Environmental Concern to the RSC Property. In summary, no Areas of Potential Environmental Concern were identified on the RSC Property, and that an RSC can be submitted based on the Phase One ESA alone. Phase One Conceptual Site Model As per Table 1 from Schedule D, Part VI of the Regulation, the Phase One CSM is further presented below: Provide one or more figures of the Phase One Study Area that: i) Show any existing buildings and structures ii) Identify and locate water bodies located in whole or in part on the Phase One Study Area No existing permanent structures are located on the Phase One Property Three (3) storm water management ponds were constructed on the southwest portion of the Site. A UST was located at a residential dwelling (PCA# 28 gasoline or associated products in fixed tanks). However, this Phase One ESA concluded that PCA 1 does not present an Area of Potential Environmental Concern (APEC) to the Site No APECs were identified on Site. Contaminants of potential concern typically associated with fuel storage at PCA 1 include benzene, toluene, ethylbenzene, xylenes (BTEX) and petroleum hydrocarbons (PHCs) F1 to F4. 3

Since no APECs were identified, the presence of these sewers is not expected to affect contaminant distribution and transport. Based on geological maps reviewed, the Site and surrounding areas were dominated by Glaciolacustrine deposits: sand, gravelly sand and gravel; nearshore and beach deposits underlain by Ordovician (Middle Ordovician): limestone, dolostone, shale, arkose, sandstone; Ottawa Group, Simcoe Group and Shadow Lake Formation. Based on information reviewed, the groundwater flow direction is expected to be towards the northwest. No imported earth fill materials were identified on the Phase One Property. The direction of groundwater flow in this Phase One CSM was inferred based on a review of topographic maps. No groundwater monitoring program was conducted to confirm the actual direction of groundwater flow at the Phase One Property. 4
