County Legal Reporter - Page 3 A Smart Thermostat Can Be A Smart Investment (NAPSI) Smart thermostats have become a hot item in many American homes. Smart thermostats are Wi-Fi-enabled devices that can automatically adjust heating and cooling temperature settings for optimal climate control in your home. What makes them a smart investment is that you can get energy savings along with optimal performance. With the average American household spending almost $900 a year on heating and cooling costs, investing in the right smart thermostat can pay dividends for years to come. Cool Idea For A More Comfortable Home Smart thermostats provide convenience, insight and control. While system designs vary, the three most common features are: 1. The ability to learn the temperature that you like and establish a schedule that automatically adjusts to energy-saving temperatures when you re asleep or away 2. Providing home energy use data that you can track and manage 3. Allowing you to control home heating and cooling remotely through your smartphone. While using a smart thermostat is a great way to manage air temperature in your home, only those that have earned the ENERGY STAR label have been independently certified, based on actual field data, to save energy. Through the third-party certification process, smart themostats demonstrate their ability to: Accurately measure temperature Quickly enter a low-power standby mode when inactive Track and report equipment use and temperature data to the homeowner Provide tailored functionality and service that deliver energy savings for a range of different homeowners. Smart Way To Save Energy Smart thermostats that are ENERGY STAR certified provide enhanced comfort in your home by letting you control temperatures based on your preferences and lifestyle and still save energy. Saving energy is good for you and the environment. If everyone used an ENERGY STAR certified smart thermostat, savings would grow to 56 trillion BTUs of energy and $740 million per year, offsetting 13 billion pounds of annual greenhouse gas emissions. County Legal Reporter - Page 5 Summer Adventure Begins in the Backyard with Chick Days Hesperia, CA Summer is often synonymous with tackling those must-do family projects while school is out of session. While arts and crafts, gardening, or DIY outdoor activities may come to mind first, there s an untapped adventure awaiting right in the backyard raising chickens. And though some may associate springtime with starting a flock, experts agree that there are several benefits that make late summer a great time to get started. To offer families a one-stop shop to see for themselves, Tractor Supply s Chick Days is returning to stores nationwide, including the Hesperia location, through mid-september. The eight-week event features live baby chicks and ducklings in store along with the supplies and expert guidance needed to begin or grow a backyard flock. Chicks purchased throughout the next few months will actually produce more eggs during their first year compared to those purchased in the spring, said Jeannette Beranger, senior program manager at The Livestock Conservancy. Pullets purchased now will be at the right age to immediately begin laying eggs next spring, which is peak season because the days are longer. Becky Sunshine, a popular YouTube homestead expert and backyard poultry consultant for Tractor Supply s Chick Days, agrees that there are key advantages to raising chicks right now. Raising chicks in the late summer gives your layers a leg up come springtime, said Sunshine. Not to mention the weather is milder, and we have more time to spend outside during these summer months. Beyond helping families begin or expand their flocks during Chick Days, Tractor Supply stores are stocked year-round with the supplies to properly raise and care for backyard poultry, including Tractor Supply s Chick Days is returning to stores nationwide, including the Hesperia location, through mid-september. Don't Discount Safe Driving This Summer (NewsUSA) - Summertime brings longer days and ideal driving conditions to much of the United States. However, summer weather can also lull drivers into a false sense of security, according to data from a survey conducted by Michelin. Approximately two-thirds of the drivers surveyed (67 percent) reported feeling safer while driving during the summer; their top reasons were better weather (81 percent) and better road conditions (83 percent). However, more car accidents occur during the summer months than at any other time of year, according to the National Highway Traffic Safety Administration. The Michelin survey found that 81 percent of drivers said they drove less cautiously in the summer, while 72 percent said they were less likely to pay attention to fellow drivers. Also, drivers were nearly three times less likely to check their tires during summer months. "Drivers tend to think about their tires in the winter, when slippery, icy roads require maximum traction. But heat is the enemy of tires," Sarah Robinson, driving safety expert at Michelin, says in a statement. "Some of the most severe tire-related incidents are due to under-inflated tires in summer months." To combat potential hazards, Michelin offers several tips for safe summer driving: Give your car a tuneup. Before a summer road trip, check your car's oil and fluids, battery, windshield wipers, and tires. Check your tires. Use the penny test to ensure your tire tread, and check tire pressure using the manufacturer's setting found on the driver's door. Focus fully on your driving. Avoid using your phone, eating, or tending to children or pets in the backseat. Furthermore, pull over for a break when you start to feel tired, and switch drivers if possible. Watch your distance. Always keep a safe following distance to maneuver in case of emergency, even on dry roads. Carry an emergency kit. Keep an emergency bag in your car with water, blankets, flashlight, jumper cables, and non-perishable food. Visit MichelinMan.com for more driving safety information.

Page 6 County Legal Reporter By Beth Gifford contributor REPUBLICAN VS. DEMOCRAT Most elections in our country fall to the two major parties -- Republicans and Democrats. Each party has a Party platform. And that platform consists of planks. The planks of the party platform identify issues and state the parties position on those issues. So what exactly are the differences between these two party platforms? First of all, each party is identified by certain symbols. The symbol for the Democrat party is a donkey and the symbol for the Republican party is the elephant. The color representing the Democrat party is blue and for the Republican party it is red. The Democrat party was founded in 1824 and the Republican party in 1854. But more importantly, each party embraces a very specific and vastly different ideology. Originally, the Democrat party was considered the party of the people and would advocate for the blue-collar everyday person. However in recent years the Democrat party has seemed to let its finger slip from the pulse of the majority of citizens and has moved quickly and aggressively towards a more and more liberal left-leaning style of government. The Democrat party is now progressive and socialistic It supports a larger, more regulating government. It believes that government knows better than individuals what is right and needful for the citizens of the state and thereby, legislates countless programs and systems for all areas of life. They embrace large corporations and union controlled workplaces and believe it is the governments role to level the financial playing field between the unemployed and the employed. The funding of the government can only be achieved by increasing the state revenue and this can only happen through increased taxation. Continual tax increases are the only way to support the continual increase of social programs in our state. On the other hand, the Republican party, originally advocated for the businessowner and held to a fiscally conservative and restrained style of government. However, it has since adopted a more moderate, and social legislation to encompass the family, individual, and social needs of the people. It is still based on the premise of capitalism, smaller government, individual choices and accountability, and the free market. It is often referred to as right wing. It believes government should be involved less in the lives of its citizens and that people themselves are the ones most capable of making right and appropriate choices and decisions for their lives., and also, should have the freedom to be accountable for those choices. They believe government should be smaller, less intrusive and regulatory in the lives of the people. The Republican platform supports the establishment and growth of small businesses and believes it to be the foundation of employment and through growth, also the main source of supporting revenue for the state. They believe entrepreneurs should not be punished for success by excessive taxation, and they support the growth of businesses by eliminating countless government regulations on them. Republicans favor less taxation and less government spending. State-wide social programs should be implemented as needed and on the basis of whether the state can fund it without additional unfair taxes. Many Republicans favor a flat tax. Simply put, everyone pays the same percentage of tax regardless of their income, resulting in everyone having an equal investment in our state government. Republicans further feel all tax increases should be approved by the voters of the state. (a position that used to be held by Democrats as well, but has since been abandoned and tax increases seem to be determined throughout legislative process now rather than voter approval) There are many more areas of clear difference between these two major political parties, most notably on social issues but to sum it up the Democrat party believes government makes better, smarter choices regarding the needs and quality of life of its citizens and businesses of the state. It focuses on the smaller more immediate circumstances that affect the individuals and fosters a dependency and reliance on government. In contrast the Republican party endeavors to remove government regulations from as many areas of the lives of its citizens and businesses as possible believing the people themselves, are well able to make the best decisions for their lives. They are able to consider the bigger picture and greater good of the welfare of the state and be accountable for their choices not only for themselves but for our next generation. County Legal Reporter - Page 7 New SmartLab classroom brings new learning experience to Lucerne Valley students Lucerne Valley, CA - July 26, 2018 When Lucerne Valley Elementary School opens later this summer, students will find a new learning experience waiting for them. That s because Lucerne Valley Elementary has added a special kind of classroom called a SmartLab. Burt Umstead, the school s principal explains, The SmartLab is a state-of-the-art classroom called a STEM center (for Science, Technology, Engineering and Mathematics). He continued, In addition to working with leading edge technology, students develop critical skills such as problem-solving, collaboration, project management and communications. SmartLab students work in teams to develop projects in the areas of scientific data and analysis, circuitry, computer graphics, digital communications, mechanics and structures, alternative and renewable energy, software engineering, and robotics and control technology. In the SmartLab, students have the opportunity to explore their own project ideas under the supervision of a special kind of teacher called a Facilitator. Instead of taking exams, students create eportfolios to document their learning. It s a challenging learning experience said Umstead, but because students can explore topics of personal interest, they typically rise to the challenge. The new SmartLab at Lucerne Valley Elementary was designed and installed by a company called Creative Learning Systems. Creative Learning Systems has been developing technology-based classrooms since 1987. Matt Dickstein, the company s CEO said, Each of our partner schools makes a significant investment in the future of their students. He added, We are proud to partner with Lucerne Valley Elementary to provide engaging, next generation learning for their students. Umstead said, I know our students will be excited by the new SmartLab. Our community should certainly be proud of this new learning resource. County Legal Reporter - Page 15 Commonly known as: 4233 SMOKE TREE ROAD, PHELAN, CA 92371 The sale will be held at: NEAR THE FRONT STEPS LEADING UP TO THE CITY OF CHINO CIVIC CEN- TER, 13220 CENTRAL AVE., CHINO, CA 91710 Per the Secretary of Housing and Urban Development, the estimated opening bid will be $372,931.97. There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his pro rata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. When making their bids, the winning bidders with the e xception of the Secretary must submit a deposit totaling ten percent (10%) of the Secretary s estimated bid amount in the form of a certified check or cashier's check made payable to the undersigned Foreclosure Commissioner. Ten percent of the estimated bid amount for this sale is $37,293.20. A deposit need not accompany each oral bid. If the successful bid is oral, a deposit of $37,293.20 must be presented before the bidding is closed. The deposit is nonrefundable. The remainder of the purchase price must be delivered within 30 days of the sale or at such other time as the Secretary may determine for good cause shown, time being of the essence. This amount, like the bid deposits, must be delivered in the form of a certified or cashier's check. If the Secretary is the highest bidder, he need not pay the bid amount in cash. The successful bidder will pay all conveying fees, all real estate and other taxes that are due on or after the delivery date of the remaind er of the payment and all other costs associated with the transfer of title. At the conclusion of the sale, the deposits of the unsuccessful bidders will be returned to them. The Secretary may grant an extension of time within which to deliver the remainder of the payment. All extensions will be for 15 day increments for a fee of: $500.00, paid in advance. The extension fee shall be in the form of a certified or cashiers check made payable to the Secretary of HUD. If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due. If the high bidder is unable to close the sale within the required period, or within any extensions of time granted by the Secretary, the high bidder may be required to forfeit the cash deposit or, at the election of the Foreclosure Commissioner after consultation with the HUD representative, will be liable to HUD for any costs incurred as a result o f such failure. The Commissioner may, at the direction of the HUD representative, offer the property to the second highest bidder for an amount equal to the highest price offered by that bidder. There is no right of redemption, or right of possession based upon a right of redemption, in the mortgagor or others subsequent to a foreclosure completed pursuant to the Act. Therefore, the Foreclosure Commissioner will issue a Deed to the purchaser(s) upon receipt of the entire purchase price in accordance with the terms of the sale as provided herein. HUD does not guarantee that the property will be vacant. The scheduled foreclosure sale shall be cancelled or adjourned if it is established, by documented written application of the mortgagor to the Foreclosure Commissioner not less than 3 days before the date of sale, or otherwise, that the default or defaults upon which the foreclosure is based did not exist at the time of service of this notice of default and foreclosur e sale, or all amounts due under the mortgage agreement are tendered to the Foreclosure Commissioner, in the form of a certified or cashier's check payable to the Secretary of HUD, before public auction of the property is completed. The amount that must be paid if the Mortgage Deed of Trust is to be reinstated prior to the scheduled sale is based on the nature of the breach, this loan is not subject to reinstatement. A total payoff is required to cancel the foreclosure sale or the breach must be otherwise cured. A description of the default is as follows: FAILURE TO PAY THE PRINCIPAL BALANCE AND ANY OUTSTANDING FEES, COSTS, AND INTEREST WHICH BECAME ALL DUE AND PAYABLE BASED UPON THE DEATH OF ALL MORTGAGORS. Tender of payment by certified or cashier's check or application for cancellation of the foreclosure sale shall be submitted to the address of the Foreclosure Commissioner provided below. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 760-247-8094, using the file number assigned to this case A0416-100. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information. The best way to verify postponement information is to attend the scheduled sale. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call, 1-800-280-2832 for information regarding the trustee s sale or visit this Internet Web site, www.auction.com, for information regarding the sale of this property, using the file number assigned to this case, T.S.# 9948-4414. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet Web site. The best way to verify postponement information is to attend the scheduled sale. If the Trustee is unable to convey title for any reason, the successful bidder s sole and exclusive remedy shall be the return of monies paid to the Trustee and the successful bidder shall have no further recourse.
