PB 2008 17 County Line Commerce Center CU Modification August 14 2008 Page 2 of 4 The proposed modification transfers the Business Service Center and Support Commercial uses to the undeveloped northern portion of the CU district and updates the maximum floor area ratio FAR to be consistent with the comprehensive plan The applicant proposes the following uses and FAR s in the undeveloped northern portion of the CU district 1 Support Commercial Uses 25 acres 035 Floor Area Ratio FAR The Industrial land use designation allows up to 10 of the project development for commercial support uses 2 Business ServiceCenter Industrial VVarehouse Distribution 28acres 035 FAR for Business Service Center Uses and 050 for Industrial Distribution uses 3 Industrial Warehouse Distribution 12acres 050 FAR for Industrial Warehouse and Distribution uses Analysis Comprehensive Plan The subject parcel has a future land use designation of Industrial The industrial land use designation allows a wide range of industrial business park office and support commercial Maximum FAR of 5 for industrial uses convenience commercial limited to maximum 10 of planned development square footage in accordance with locational criteria and development standards of the Future Land Use Element and applicable land development regulations The proposed CU modification is consistent with the Industrial land use designation of the Plant City Comprehensive Plan School Capacity NA Infrastructure The developer will be responsible for extending water and sanitary sewer to the development site If the project is platted per Chapter 94 the applicant will be required to extend reclaimed water lines to the site The cost of extending such facilities will be the responsibility of the developer The developer or property owner shall pay to the City such rates fees charges or assessments for water wastewater and or reuse service as may be authorized by the City Commission of the City of Plant City by ordinance resolution contract or other appropriate mechanism in such manner as provided therein Water Consumption Staff cannot accurately estimate the potential water and sewer generated by the proposed community unit district Prior to the issuance of a final development order the developer will be required to submit a concurrency application The concurrency application will provide staff with accurate water and wastewater generation estimates based on the proposed development Currently the permitted pumping capacity of the potable water system is985 MGD with an annual average rate of 6159 MGD The remaining capacity is369 MGD Based on this information if the proposed CU is put online today then the remaining available potable water capacity would change from369 MGD to368 MGD

PB 2008 17 County Line Commerce Center CU Modification August 14 2008 Page 3 of4 Current capacity of the Plant City wastewater treatment plant is 10 MGD and of that 5266 MGD annual average is utilized The remaining available capacity is approximately473 MGD Based on this information if the proposed CU is put online today then the remaining available wastewater treatment capacity would change from 473 MGD to472 MGD Environmental According to the proposed CU site plan there is approximately 134 acres of wetlands Concurrent with any development adjacent to the existing wetland the applicant will be subject to all requirements of Hillsborough County Environmental Protection Commission EPC and the Southwest Florida Water Management District SWFWMD Transportation A transportation analysis was performed by Sprinkle Consulting see attachment The results of this traffic impact analysis indicate that the intersection of County Line Road and US 92 and the southern project access will not operate below the adopted level of service standard with the addition of the trips generated by the development The intersections of County Line Road with the Interstate 4 ramps eastbound and westbound and South Frontage Road do not meet the standard in the future background plus project analysis scenario However Sprinkle concluded that traffic signals at these intersections are unwarranted because of the relatively low volume ofleft turn and through vehicles The northern project access the existing Old Tampa Highway intersection is also expected to operate unacceptably with the addition of project traffic Signalization may be a valid mitigation option for this intersection but coordination with the existing County Line Road US 92 signal will be needed Based on the recommendation of Sprinkle Consulting staff recommends a signal warrant analysis when development produces 600 daily trips Capacity analyses were also performed for several impacted roadway segments The only analyzed segment that fails to meet adopted standards is Interstate 4between SR 39 and County Line Road this failure exists prior to the addition of project traffic Concurrency will need to be addressed at the time of building permit issuance Conclusion The proposed County Line Commerce Center Community Unit district modification PB 2008 17 is consistent with Division 8 CU Community Unit District of Chapter 102 Zoning of the Plant City Code of Ordinances and the Plant City Comprehensive Plan In addition staff finds that a The proposed Community Unit modification will not create undue crowding beyond the conditions normally permitted in the zoning district or adversely affect the public health safety welfare or quality of life b Public facilities such as streets potable water sanitary sewer fire protection police protection and transportation will not be unduly burdened and are adequate to serve the proposed uses

ORDINANCE NO AN ORDINANCE OF THE CITY OF PLANT CITY FLORIDA APPROVING AND ADOPTING THE CONCEPTUAL MODIFICATION OF THE GENERAL SITE DEVELOPMENT PLAN FOR COUNTY LINE COMMERCE CENTER COMMUNITY UNIT DISTRICT Whereas County Line Road Florida LLC filed a petition proposing a conceptual modification ofthe general site development plan for County Line Commerce Center Community Unit District and Whereas the City Planning Board has reviewed the proposed conceptual modification with regard to its appropriateness to the particular location and its conformity with the purpose of the CU Zoning District its relationship to the adjacent existing system and the appropriateness ofthe internal elements ofthe plan itself and Whereas the City Planning Board has recommended approval ofthe conceptual modification according to the guidelines and standards which have been incorporated into the proposal and Whereas in accordance with the procedures required by Sections 166 041 3a Florida Statutes and other applicable law this ordinance as proposed was read for first reading before the City Commission as hereinafter set forth and Whereas in accordance with said notice the City Commission held a public hearing on this ordinance on September 22 2008 at730 pm in the Sadye Gibbs Martin Auditorium ofthe Nettie Berry Draughon Municipal Building 302 West Reynolds Street Plant City Florida at which time parties in interest and citizens had the opportunity to be heard and Whereas the City Commission finds that the change in zoning classification ofthe property herein described is consistent with the Comprehensive Plan ofthe City of Plant City that the proposed rezoning is compatible with surrounding uses and that it complies all the requirements of Chapter 102 Plant City Code and Whereas the City Commission finds that the conceptual modification hereinafter described will not create undue crowding or adversely affect the public health safety welfare or

quality of life that public facilities will not be unduly burdened and are adequate to serve the proposed uses that it will not substantially or permanently depreciate the value of surrounding property create a nuisance or deprive adjoining properties of adequate light and air that the uses will not adversely affect the natural environment and that it is compatible with surrounding properties now therefore Whereas the City Commission finds that the conceptual modification is appropriate to its particular location and conforms with the purposes of the CU Zoning District its relationship to adjacent land uses to the adjacent existing system and is appropriate to the internal elements of the plan itself now therefore BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF PLANT CITY FLORIDA Section 1 The Conceptual Modification ofthe General Site Development Plan for County Line Commerce Center Community Unit District a copy of which is filed in the office of the City Clerk is deemed acceptable and appropriate and is approved and adopted Section 2 A copy of the conceptual modification shall be filed by the City Clerk as part ofthe official zoning records of the City Section 3 The conceptual modification herein approved supersedes the general site development plan for County Line Commerce Center Community Unit District adopted previously All ordinances or parts of ordinances in conflict herewith are repealed Section 4 This ordinance shall be effective immediately upon its passage Read for first reading on September 8 2008 Read for second reading on September 22 2008 Adopted and certified as to passage on September 22 2008 Rick A Lott Mayor Commissioner
