STORMWATER MANAGEMENT RATES PER ORDINANCE #98 101-107 It is necessary to provide storm water drainage facilities throughout the city in order that the health, safety, and welfare of the city's inhabitants may be protected. It is the intent and purpose of this article to provide authority to levy fees against all owners, tenants, or occupants whose property impacts the storm management facilities or who enjoy benefits therefrom and provide the city with a rational means for imposition of such fees to be used forthe construction of improvements and extension of the facilities, maintenance, and administration. (A) Residential Accounts: $10.07 Dwelling Unit (B) All OtherAccounts: $10.07 ERU (1,661 sq. ft.) (Square footage of impervious (improved) area divided by 1,661) X ERU rate REUSE WATER FEES PER ORDINANCE #98 171-181 (A) Residential Accounts: $6.62 Month (minimum) (B) All Other Accounts: $6.62 Irrigable Acre, rounded to the nearest acre The minimum fee for any parcel shall be $6.62 per month, even if no reuse water is used. The Utilities Directorshall determine the property area based on the data supplied by the County Property Appraiser. Use shall be limited to irrigation only. Any other use is prohibited. RAW WATER FEES PER ORDINANCE #98 181 All Accounts: $0.47 perthousand gallons Flat rate per bill: $13.80 PUBLIC SERVICE TAX PER ORDINANCE 00-423 For customers inside the corporate limits of the City, a Public Service Tax is imposed, calculated as ten percent (10%) of the monthly water charge, with exemptions provided for government accounts and churches used exclusively for church purposes. SANITARY SEWER TAP FEES (SERVICE CONNECTION FEES) SECTION 1. Each person desiring to connect property within and without the City of Daytona Beach to the City's sanitary sewer system shall, priorto connecting and receiving a permit, pay to the City of Daytona Beach the below provided sanitary sewertap fees as follows: (A) In subdivisions where sanitary sewer mains and houses laterals are installed at the expense of the property owner, a fee of $312 for each lot. (B) (C) On all other properties, a fee of $1,461 for each service connection. For properties described in (A) and (B) above outside the City limits, in areas designated as Zone 1, the fees shall be 125% of the fees imposed in subsections (A) and (B). (D) For all properties located in areas outside the City limits designated as Zone 2, the fees shall be 133% of the fees imposed in subsections (A) and (B). SEWER CAPITAL FACILITIES FEES SECTION 2. Each person desiring to connect property within and without the City of Daytona Beach to the City's sanitary sewer system shall, priorto connecting and receiving a permit, pay to the City of Daytona Beach the sanitary sewer capital facilities fee in the amounts provided as follows: (A) Each single family dwelling unit, a fee of $1,660 in addition to the sanitary sewertap fee. (B) (C) Each multi-family dwelling unit, a fee of $1,660 per unit in addition to the sanitary sewertap fee. Each motel and hotel sleeping unit with bathroom facilities, a fee of $1,253 per unit in addition to the sanitary sewertap fee. If such units have kitchen facilities, a fee of $1,660 per unit in addition to the sanitary sewer tap fee. (D) All other plumbing installations to property not provided in subsections (A), (B) and (C) above, a fee of $123 per fixture as defined in the Plumbing Code of the City of Daytona Beach which adopts the Southern Standard Plumbing Code in addition to sanitary sewertap fee. (E) For all existing plumbing facilities provided in subsections (A)-(D) above that are connected to a sanitary sewage disposal system other than the City's the fee shall be one-half of the fees provided in subsections (A)-(D) above. (F) Permits issued for connection to the sanitary sewer system upon payment of the fees as provided in subsections (A)-(E) above shall be valid for a period of six (6) months, after which the permit shall become void and the fees paid therefore shall not be refunded. If construction is commenced within the said six (6) month period, the permit shall remain valid only so long as construction is diligently pursued to completion, otherwise said permit shall become void and the fee not refunded. (G) The fees provided in subsections (A)-(E) above for property outside the City limits in areas designated as Zone 1 shall be 125% of the fees provided in subsections (A)-(E) above. (H) The fees provided in subsections (A)-(E) above for property outside the City limits in areas designated as Zone 2 shall be 133% of the fees provided in subsections (A)-(E) above. 2017-2018 Page 4

Each person desiring to connect property within and without the City of Daytona Beach to the potable water system of the City shall, priorto connecting and receiving a permit, pay the water system capital facilities fees to the City as follows: WATER CAPITAL FACILITIES FEES (A) Each single-family dwelling, a fee of $1,253 in addition to the water system tap fee. (B) Each multi-family unit, including condominiums and apartments, a fee of $1,253 per unit in addition to the water system tap fee. (C) Each motel and hotel sleeping unit provided with bathroom facilities, a fee of $1,047 per unit in addition to the water system tap fee. Ifsuch unit has kitchen facilities, a fee of $1,253 per unit in addition to the water system tap fee. (D) For property not provided in subsections (A)-(C) above, a fee of $123 perfixture unit as defined in the Plumbing Code of the City of Daytona Beach, which adopts the Standard Plumbing Code, in addition to the water system tap fee. (E) For all properties described in subsection (A)-(D) above, located outside the City limits in the area designated as Zone 1, a fee 125% of the fees provided in subsections (A)-(D) above. (F) Forall properties described in subsection (A)-(D) above, located outside the City limits in the area designated as Zone 2, a fee 133% of the fees provided in subsections (A)-(D) above. 2017-2018 Page 5

(G) Permits issued upon payments of fees as provided in subsections (A)-(F) above shall be valid fora period of six (6) months, at which time they become void and the fees paid therefore shall not be refunded. If construction pursuantto the permit is commenced within six (6) months of issuance, permitshall remain valid only so long as construction is diligently pursued to completion and failure to do so shall void the permit and the fee shall not be refunded. SECTION 3. Such service shall not be used forany purpose otherthan fire protection and no other connection shall be made to such service, exceptthat a connection for a tank orfire pump as a secondary supply of water for fire protection purposes only may be permitted. 2017-2018 Page 6

FIRE HYDRANTS FEE SCHEDULE Monthly assessment for each hydrant on private property forthe privilege of taking water from the water system of the City through such fire hydrants forthe prevention and extinguishments of fire and forthe availability of the fire hydrantforsuch purposes. The assessments provided in this section shall not apply to any fire hydrant on a metered service line. MONTHLY ASSESSMENT Rate per Fire Hydrant Zone 0 Inside City $18.70 Zone land 2 Outside City $23.39 NOTE: Such a service places upon the water utility the responsibility to install pumps, distribution mains, and related facilities sufficient to supply the private fire hydrants and sprinkler heads although they are used only in emergencies. In all fire extinguishing systems that receive their waterfrom a publicdistribution system, care must be taken to prevent any contamination of the public supply. 2017-2018 Page 7
