An peratinal land sale will be required fr the daylight triangles and the trail cnnectins will fall within the existing park licence. There is currently n hydr transmissin infrastructure within the hydr crridr s I can t see this being a prblem frm ur perspective. That said, I have included three attachments: The first attachment utlines the prcess invlved in btaining an peratinal land sale. T begin the prcess yu will need t submit the items listed in the first 5 bullet pints. The secnd attachment prvides guidance in terms f what we need t see n drawings that yu submit fr ur review. Ontari Infrastructure and Lands Crpratin Land Sale Prcess -- Public Uses Land sales invlving frmer Hydr One wned crridr lands must be direct transfers frm the Prvince as represented by Ontari Infrastructure and Lands Crpratin (OILC), which is als knwn as Infrastructure Ontari (IO) t either a municipality r a Prvincial Ministry. Hydr One will still retain its statutry easement rights ver the lands being transferred. The Prvincial Secndary Land Use Prgram (PSLUP) permits cmpatible secndary uses n crridr lands. Secndary uses are thse uses which can cexist with the safe and efficient peratin f Hydr One s transmissin and distributin businesses. These uses are based n apprved public use principles as set ut in the plicy and guidelines f the PSLUP. T initiate a land sale under the PSLUP, the prpnent must submit a written prpsal with the fllwing infrmatin: State the prpsed secndary land use fr which a land sale is being sught. Prvide the prpnent s legal name/cmpany name, cntact name, phne and fax numbers, address fr legal ntificatin. A key map f the neighburhd/area where the prperty is lcated. Include a cncept drawing lcating the prpsed lands t be transferred; identify the crridr prperty lines relative t the prpsed transfer and include all Hydr facilities (twers, ples, etc.); prvide apprximate area t be transferred (ie. 0.25 acre subject t survey). Prvide the legal descriptin f the prtin f the crridr lands required (ie. Lt, Cncessin and name f riginal gegraphic bundary) and prvide a prperty abstract such as the PIN sheet. Submit the required Engineering Review Fee (ERF). Engineering Review Fee (ERF) An Engineering Review Fee (ERF) f $1,250 + HST are charged fr prcessing a land sale t a municipality r Prvincial Ministry. This nn-refundable fee shuld be made payable t Ontari Infrastructure and Lands Crpratin and it is intended t ffset csts incurred in reviewing the prpsal. The fee is based n reviewing a typical prpsal; hwever, if additinal engineering input r further internal r external expertise is required, then the prpnent will be charged accrdingly. The ERF is payable at the time the signed Agreement f Purchase and Sale is submitted t Hydr One fr final prcessing. Prperty Management Prpsal (PMP) After Hydr One receives the abve infrmatin, a Prperty Management Prpsal (PMP) describing the prpsed use is circulated t IO and a number f Hydr One stakehlders fr review and cmments. Hydr One stakehlders review and cmment frm a technical perspective with a fcus n hw the prpsed use impacts the assets. T btain Hydr One s final technical apprval, the prpnent must submit fur (4) full size flded cpies f a grading and drainage plan, a cmpsite utility plan, landscape plan, and a lighting plan if lighting is required. The plans shuld shw the prperty lines f the crridr, and any Hydr One structures in the vicinity. There may be further requirements fr crss-sectins, elevatin etc. which will be assessed during the review prcess. The result f this technical review will be a Terms and Cnditins letter identifying all Hydr One cmments and/r apprval. Envirnmental Assessment (EA) An Envirnmental Assessment that cmplies with IO s requirements is required fr the lands t be transferred. This assessment will be undertaken at the prpnent's cst. If the prpnent already has an envirnmental cnsultant, the chsen cnsultant s name, email and telephne number shuld be frwarded t Hydr One fr direct cntact with IO's Envirnmental Crdinatr. Valuatin f Land A land value appraisal will be required. Befre cmmencing the appraisal wrk, the appraiser must cntact IO s appraiser fr the terms f reference. The appraisal is cmpleted at the prpnent s expense and typically takes place later in the prcess. Hydr One will require delivery f THREE cpies f the appraisal reprt fr review. The effective date f the appraisal must be within six (6) mnths f the date f transfer. One f the cnditins in the Agreement f Purchase and Sale is IO btaining an Order-in-Cuncil fr the land sale. Survey and Legal Csts Prir t signing the Agreement f Purchase and Sale, the prpnent must prvide a Plan f Survey, at the prpnent s expense, which identifies the Parts t be transferred with a Schedule indicating the area f each Part. Eight (8) cpies (flded) f the survey are required fr circulatin and the final submissin package. All legal csts incurred by the Transferr s slicitr, inclusive f disbursements and H.S.T., as they pertain t the sale f land and cmpletin f the transactin are als brne by the prpnent. The drawings must be apprved by Hydr One, and ccupatin agreements in place prir t the cmmencement f any cnstructin wrk. Detailed drawings that need t be submitted include: site plan, grading, drainage, lighting, landscaping, signage (including any ther abve grade structures) and prfiles fr undergrund wrks. Additinal drawings may be requested but please dn t send them t us unless we ask fr them. T effectively review and prvide cmments, yur prpsal must include the fllwing infrmatin. LAND/EASEMENT PROPERTY LINES: On all plan drawings, indicate and label the Hydr crridr prperty limits in RED. When preparing a prpsal, there are a number f technical cnsideratins that shuld be kept in mind. A number f these are utlined belw. Please nte that this is nt intended t be a cmprehensive list f requirements, but aims t serves as a guideline t prepare a prpsal. Reviews fr each prpsal are cnducted individually by Hydr One and may require several weeks r mnths t cmplete depending n the cmplexity f the prpsal. Technical Cnsideratins: Grading, Drainage and Strmwater Management Grading changes must nt result in standing water anywhere alng the crridr, and especially nt within 15m radial zne f transmissin structures. N fill material may be placed n the ROW withut written apprval frm Hydr One. Catch basins that are nt psitined within a paved radway are nt permitted. Strmwater management (SWM) pnds placed under 115 and 230 kv transmissin lines cannt exceed tw-thirds f the crridr width. SWM pnds under 500 kv transmissin lines cannt exceed ne-third f the crridr width. SWM pnds must be designed t withstand the effects f 100-year strm cnditins. Rads and Parking Rads crssing the ROW shuld be perpendicular t the hydr crridr. Rads ff ROW shuld stay 15m clear f transmissin structures. Curb cuts r access gates shuld be prvided fr Hydr One maintenance vehicles. Parking facilities n 115 kv and 230 kv ROWs shuld be restricted t passenger vehicles nly. Large truck and trailer parking is generally nt permitted. Parking facilities are generally nt permitted under 500 kv ROWs. Transmissin twers near rads and parking areas must be prtected by standard highway barriers. Vertical Clearances Transmissin cnductrs (wires) are dynamic in nature. They can sag lwer t the grund depending n parameters such as ambient temperature and perating cnditins. Minimum vertical clearances must be maintained frm the maximum design sag levels f the cnductrs (wrst-case scenari). 2 Access t Structures An unhindered, minimum 6-metre wide access path t facilities n the crridr must be prvided fr maintenance vehicles. A 15-metre clear wrking radius arund transmissin structures is required in rder t maintain access fr vehicles carrying ut rutine maintenance. A 3-metre radius arund each twer fting must be left unpaved fr access t the fting. Pipelines & Undergrund Facilities All undergrund facilities must be designed t withstand the lading cnditins created by heavy maintenance vehicles that may be used by Hydr One. The ROW must be restred t pre-cnstructin cnditin nce the prject is cmpleted. Excavatin using heavy machinery is prhibited within 10 metres f twer ftings t prtect fundatins. Within 10 metres, excavatin must be carried ut by hand r by use f a VAC system. Pipelines n ROWs must adhere t the prvisins f CSA Standard C22.3 N. 6. Landscape Plantings Plantings which grw t a maturity height ver 3 metres are nt permitted n the ROW. Hydr One has a Cmpatible Species List which will be prvided as applicable. It must be nted that plantings shuld nt be planted in such a way as t impede access t the transmissin twers. An area f 15 metres arund transmissin twers shuld be kept clear f shrubs t permit Hydr One access t twers. Other Requirements Buildings and permanent structures are nt permitted n crridr lands. Flammable r hazardus materials may nt be stred n ROWs. Cnsideratin shuld be given t minimizing the use f cnductive (metallic) material where alternatives exist (e.g. fences). The prpnent is respnsible fr all csts f mdifying, relcating, r mnitring Hydr One assets as a result f the prpsal. Grunding studies, inductin studies, spark discharge and / r step tuch ptential studies may be required t cnfirm that the prpsal will nt cnflict with the Hydr One electrical infrastructure. The cst f these studies, ur review f the cmpleted studies, and any mitigatin measures required as a result f these studies, will be will be brne by the Prpnent. Prperty Rights: Wh is the landwner? Transmissin crridr lands can be wned by private landwners, Municipalities, Prvince f Ontari (Infrastructure Ontari), railway cmpanies, and First Natins and Métis cmmunities. Hydr One Netwrks Inc. wns the transmissin cmpnents/netwrk. Hydr One Netwrks Inc. has rights either registered n land title r by legislatin t perate the transmissin netwrk.
