Enrolment Pressure: The enrolment pressure in the Yonge/Sheppard area is well documented. Background Boundary changes (Phases 1 and 2) Different strategies have been used over the years to deal with this enrolment pressure including: o o redirections of students living in new residential developments to schools outside of the area; and boundary changes to reduce crowding at schools with constrained sites. Past Visions: The vision for the new Avondale building has changed over time. Background Past options proposed a large Avondale building accommodating Avondale PS, Avondale Alternative ES, Avondale Alternative SS, and a Deaf/Hard of Hearing program. Original Concept: 825 pupil places The Ministry directed that the scope of the Avondale building be reduced to accommodate only the needs of local elementary students. Past options also proposed the sale and redevelopment of the Oakburn site as residential buildings Source: TDSB Facility Services Revised Concept: 553 pupil places 5
New Vision The new Avondale building will: accommodate Avondale PS and Avondale Alternative ES; be built for 553 pupil places; include a child care centre; and be built on the existing Avondale building site. Plan to Relocate Students During Construction Students need to be relocated off the Avondale site during construction because: the existing school building will be demolished and the new building will be constructed in the same general location; and the existing school site is too small to set up a sufficient number of portables to accommodate students during construction. 7
Plan to Relocate Students During Construction Avondale Alternative SS: As previously communicated, Avondale Alternative SS will be permanently relocated to a closed school site in the Yonge and Finch area - Silverview PS. New home for Avondale Alternative SS The scheduled move date is January 2015. Plan to Relocate Students During Construction Avondale Alternative SS: Silverview PS is a small single-storey former elementary school. It is currently leased to the Griffin Centre who will be leaving the building at the end of August 2014. Some renovations will be made to provide the necessary instructional spaces. Plan to Relocate Students During Construction Avondale PS and Avondale Alternative ES: Avondale PS and Avondale Alternative ES will be relocated to Bayview MS until the construction of the new Avondale building is completed. Holding location for Avondale PS and Avondale Alternative ES during construction The Avondale schools will be accommodated at Bayview MS from July 2015 to August 2017. The Avondale schools will operate independently of Bayview MS. Plan to Relocate Students During Construction Bussing plan for Avondale PS and Avondale Alternative ES: There will be multiple pick-up and drop-off sites in the local area; Bussing will be available for eligible Avondale PS students (those who live outside of the Board-approved walking distances from Bayview); If space is available on the bus, eligible students from Avondale Alternative ES may be bussed; and Bussing will be available for students participating in afterschool activities. Design Process The architect will prepare schematic design options, construction cost estimates and implementation schedules for TDSB staff review and approval. The preferred option will be presented to the New School Review Team (NSRT) for advice and feedback on the design. The New School Review Team will meet at the end of May and beginning of June 2014. The design will be finalized in July 2014. The final design will be presented to Board for approval in September or October 2014. 13
