Monthly cost of $500.00 per month for three years is at the same rate as the previous 3 year agreement. H. Monthly cost of $500.00 per month for three years is at the same rate as the previous 3 year agreement. I. Approve renewal of 1 year Contract for Special Access Services with NU- Telecom for a Point to Point T-1 Communication Line for our VOIP telephone system from Hutchinson to Glencoe. The monthly cost of $601.00 is an increase from the previous contract for $582.02 because of the shorter length of the contract. Contract will be re-evaluated at the end of 1 year because of potential fiber connection to take its place. This will help to continue without interruption our T-1 communication line from the Hutchinson Hwy building to the Courthouse in Glencoe that allows the VOIP traffic to travel between the two cities. J. Approve an agreement with the State of MN that allows them to use grant money to purchase Security equipment on our behalf. They will use that equipment to monitor our network traffic 24/7 for intrusions from outside entities. These are multifunction appliances that may be used for other functions that we currently have equipment for but wouldn t need to upgrade as we use this new equipment going forward. K. Approve Final Plat JP13-P2 for David Broil, Board/Trustee of Riverside Assembly of God Church, to be known as Riverside Church Addition. This property is located in Section 35 of Acoma Township, 12.96 acres, Lots 5, 7, 8, & 9 Bachman's First Addition. The Hutchinson Joint Planning Board unanimously recommended approval at their meeting on October 16, 2013. Page 1

L. Approve a 2-Lot Final Plat for Scott Haag to be known as Fly Catcher Addition on Lake Marion, a Recreational Development Lake and to be located within Gov't Lot 5, WE % SW %, Section 1, Township 115-030 (Collins). The Collins Township Board recommended approval at their meeting on October 10, 2013. The Planning Commission unanimously recommended approval at their meeting on October 23, 2013. M. Approve Conditional Use Permit 13-11 for John Roderberg, SEH Hutchinson (Short Elliott Hendrickson Inc.) representing the City of Brownton, for the purpose of a municipal natural gas pipeline from the Hutchinson Utilities Natural Gas line to the private pipeline of UGS LLC (United Grain Systems LLC) to service the City of Brownton and the newly created Brownton Municipal Natural Gas System and to be located within Section 36 of Collins Township and Sections 29 and 31 of Sumter Township. The Collins and Sumter Township Boards recommended approval at their meetings on held on October 10, 2013. The Planning Commission unanimously recommended approval at their meeting on October 23, 2013. N. Approve Conditional Use Permit 13-12 for Danny Raduenz in order to construct an accessory structure approximately 5,616 sq. ft. in size, for personal use and storage. Per the McLeod County Zoning Ordinance, the combined square footage of garage and accessory buildings shall not exceed 2,000 square feet of floor area per lot, nor occupy more than 30% of a rear yard. Garages which exceed the aforesaid maximum may be allowed with a Conditional Use Permit. This property is zoned R - l Agricultural. The location is as follows: Lot 2, Block 1, Raduenz Subdivision; 7 AC Tract within the NW ¼ of Section 16, Helen Township. The Helen Township Board unanimously recommended approval at their meeting on October 10, 2013. The Planning Commission unanimously recommended approval on October 23, 2013. 4 PAYMENT OF BILLS - COMMISSIONER WARRANT LIST* 5 PAYMENT OF BILLS - ADDITIONAL MISCELLANEOUS BILLS TO BE PAID BY AUDITORS WARRANTS* 6 9:15 ROAD AND BRIDGE Assistant Engineer Phil Schmalz A. Consider final acceptance and payment of $128,210.50 to Pearson Bros. Inc. (Hanover, MN) for CP 13-000-01, countywide sealcoat project.* This project is completed satisfactorily and final acceptance and payment is recommended. B. Consider approval of detour agreement 04825 and Resolution 13-RB12-42 with MnDOT for use of County State Aid Highway s 14 and 115 in conjunction with the TH 22 rehabilitation project next summer. Estimated reimbursement to County is $15,123.87.* This is the standard MnDOT agreement for use of our County Roads as detours for MnDOT projects. Page 2

C. Consider approval to purchase 1 Power GEOPAK and 2 Microstation PowerDraft highway design software licenses and annual support subscriptions for $14,677.94 (GSA pricing) from Bentley Systems, Inc. (Exton, PA).* Comparable software from another vendor was priced at $16,916.42. This software is used by our engineering staff for all highway related computer aided drafting and design needs; it is the backbone of the engineering division. If we did not purchase this software we would be forced to us a consultant for all related design/drafting needs, which is not cost effective. 7 9:30 ASSESSOR Assessor Sue Schulz A. Consider adoption of Resolution 13-CB-41 Appointment of Elizabeth Smith to the position of Assistant McLeod County Attorney.* 10 9:55 AUDITOR -TREASURER Auditor-Treasurer Cindy Schultz A. Consider approval of $140 rent per acre for 8.5 acres of property north and west of the Social Service building on Ford Avenue in Glencoe, MN for Mark Ahlbrecht (Lester Prairie, MN) effective Crop-Year 2014 with rent due October 31, 2014.* Mark Ahlbrecht has been renting the 8.5 acres of property north and west of the Social Service building on Ford Avenue in Glencoe, MN for five years from the county. His wish is to continue to rent our land in 2013. He owns the land that is adjacent to the county property. The rent agreement is effective November 1, 2013 to October 31, 2014. 11 10:00 ZONING DEPARTMENT Assistant Zoning Administrator Marc Telecky A. Consider approval of Conditional Use Permit 13-10 for Joel Zellmann for auto sales with an outdoor display of five (5) vehicles to be located within the front yard area and for up to twenty-five (25) vehicles on-site for a maximum of thirty (30) vehicles for sale. This property is located on a 5 A C tract in the NW ¼ of NW ¼, Section 31, Winsted Township.* The Winsted Township Board unanimously recommended approval at their meeting on October 10, 2013. Page 3

The Planning Commission recommended approval at their meeting on October 23, 2013 with the following conditions: 1. The applicant shall keep and maintain a valid Minnesota Dealers License. 2. The applicant shall construct a designated, visible outdoor display area to be no larger of an area than fifty (50) feet across by thirty (30) feet deep for a five (5) unit display. 3. This designated outdoor display area shall be located a minimum of ten feet beyond the road right of way and a minimum of twenty feet from the driveway in order to create a proper site clearance area of on-coming traffic on C R #15. 4. The applicant shall have sixty (60) days, weather permitting, to construct the designated outdoor display area. 5. The remaining vehicles and all customer vehicles shall be kept on site beyond the front yard area. 6. Minnesota D M V required signage will be allowed. There shall be no lighting or other forms of attention drawing methods to the car lot. 7. Applicant shall communicate with potential buyers that test drive the vehicle to utilize the nearest intersection to use as a turn-a-round and respect private driveways of nearby property owners. 8. If there are future traffic safety concerns, the McLeod County Highway Department will sign appropriately, the area to alleviate the situation, with the applicant being financially responsible for all costs. 12 10:10 SHERIFF DEPARTMENT Emergency Services Director Kevin Mathews A. Consider approval to purchase 11 Philips Heartstart Onsite defibrillators and 10 wall mounted cabinets from the Minnesota Safety Council (St. Paul, MN) in the amount of $14,135.00 plus tax with funding coming from the emergency management budget.* These defibrillators will be placed in all of the county buildings as follows: Courthouse 1 (2 others will be transferred from sheriff s office for a total of 3 defibs for the courthouse); Fairgrounds/Parks/Extension 1; Health & Human Services 2; Solid Waste/HHW 2; North Complex 2; HATS 1 (for vehicle/mobile use); Social Services Annex 1; new Silver Lake/Lester Prairie highway shop 1. The safety committee is also coordinating CPR/Defib training that will be offered to all county employees. Additional quote received: Bound Tree Medical (Dublin, OH) in the amount of $19,196.90 plus tax. 13 10:15 ENVIRONMENTAL SERVICES Environmentalist Roger Berggren A. Discuss re-organization of Environmental Services Committees. Currently we have four committees that address issues related to the county s Water Plan, Septics, Wetlands, and Feedlots. These four committees could be combined into one Environmental Services Committee that could handle all the four committee s duties. This would be more cost effective for the Environmental Services Department by saving staff time and by being able to cover a number of topics in one meeting. Page 4
