STARTING POINT Permanent Committee on Cadastre 10 years ago the state of cadastral data in Italy did not guarantee the attainment of major aims TAXATION: Relevant backlog in cadastral data updating Cadastral data (cadastral rent) difficult to access Data not reliable enough to contrast tax avoidance Obsolete value assessment system CADASTRAL DATA LAND REGISTRY DATA CERTAINTY OF TITLE Insufficient integration (connection) between cadastral and land registry data (title holder) Backlog in deeds registration causing the formation of private external land registries Documents difficult to access TERRITORIAL DEVELOPMENT Cartography not up to date Impossibility to cross reference data with external archives Very limited cooperation with other public institution 4
TURNING POINT In 1998 bills were passed providing a strong impulse to change cadastral situation Large investments to catch up with the backlog 1500 temporary workers hired for this purpose Large investiments to digitalize paper archives Istitutional reform agentification Cadastral functions transferred to municipalities Important project were financed to start and to complete digitalization of cadastral and Land Registry archives Agenzia del Territorio was constituted together with other Fiscal Agencies. The declared objective was to introduce new orientation to quality, efficiency and effectiveness in the public administration sector. The central administration role was challenged This was an attempt to integrate cadastral with municipal services and bring them nearer to the citizen 5

A MODEL FOR DATA QUALITY The value of cadastral services to citizens as well as public administrations for tax or territorial management purposes, depends on the completeness, coherence, of data and on their overall correspondence with the physical situation on the ground. To handle the issue of cadastral and land registry data quality is essential to state first a classification of all quality features expected. A complete taxonomy of all quality features expected allowes for an orderly representation of the activities needed and a means to find the sphere of responsability where incoherences are generated. 7

UPDATE FLOWS With respect to updating processes the plan was to: computerize all updating processes to minimize turnaround time In fact. Almost all updating processes have been computerized About 30% of cadastral updates are submitted and completed via internet More than 70% of alla inquiries are made via internet Front office service A quality chart has been published to fix expected service times Inquires are on line Most updating requests are processed on presentation and in no case in more than one week 11
