One reason is that the overthrow of the Batista Regime by Fidel Castro occurred on NewYears s Eve 1958. Another reason is the announcement last week by President Barak Obama that the American government would seek to normalize relations with Cuba in this coming new year. The plan announced would have an American embassy opened in Havana by the end of 2015. The actual timeframe of the revolution ran from July, 1953 until January 1, 1959. The revolution was led by Fidel Castro and by Che Guevara who some described as the conscience of the revolution. Both men came from wealthy backgrounds. Fidel was the illegitimate son of a wealthy farmer and later, while studying law at the University of Havana was when he adopted a socialistic political philosophy that moved him to become a revolutionary. Fidel was the progeny of his father and a household servant after the father s marriage ended. Fidel was one of seven children that his father sired with the servant. Che was described as an Argentine Marxist revolutionary physician, author, guerrilla leader, diplomat and military theorist. His family was anchored in the rising Middle Class in Argentina with parents that supported Liberal ideals including the support of the Republican s in Spain with what was described as an affinity for the poor. It was out of this mutual affinity for the poor that brought Fidel and Che together and their recognition that the Cuban Batista regime was sacking the nation and contributing to the poverty that had identified the nation for decades. As a prelude to the revolution, Fulgencio Batista served as President of Cuba from 1940 until 1944. He lost a return to office in 1952 and he staged a military coup-detat canceling that year s elections. During his first term he was a strong believer in communism but in his second term he became a strong anti-communist. As a result of the coup led by Batista, Castro a young lawyer at the time, petitioned for the overthrow of the Batista regime. Fidel and his brother Raul founded The Movement, they stockpiled weapons and by 1953 they claimed they had 1,200 followers described as disgruntled workers. Numerous military incursions by followers of The Movement failed until they embraced guerrilla warfare. At that time Fidel joined with Mexican exiles and he met Che. From this meeting, The Movement was renamed the 26th of July Movement and the revolution was underway. After joining in arms with mercenaries and fighters from Cuba and Mexico Fidel and Che staged their efforts in Mexico before they sailed to Cuba on December 2, 1956 and landed at Playa Las Coloradas to begin the revolution. Early on the forces led by Castro and Che remained small in number as they took many small towns and communities without making significant mark against Batista. However, Batista could no longer ignore Castro and the leader positioned 12,000 mostly untrained soldiers into the mountains to confront the Castro rebels. This effort became known as la Ofensiva and resulted in a series 2014 in Boone County By James Middleton Questions appeared in Boone County during 2014, some of which were resolved while others moved forward toward resolution, perhaps in 2015. Boone County residents will enter 2015 hearing of tangible plans to construct a new animal control shelter. County law enforcement will open a new era with the first new sheriff in 36 years. County governance will also be different with five new representatives and the County Board will be composed of Republicans, exclusively. Finally, North Boone School District #200 closes the year seeking funding to create a sports and football complex that has been spoken of for almost 16 years. Decisions made in Boone County government in 2014 of small losses by the government. The Battle of La Plata lasted 10 days and had Castro forces defeating a 500 man battalion with 240 men being taken as prisoners. The result of the government losses in la Ofensiva led Castro to ignite an offensive of his own. Rebel forces grained strength with a number of victories and an increase in funding leading to the pivotal Battle of Santa Clara. The battle occurred in a haze of confusion with combined rebel forces overpowering governmental forces. The result of the rebel efforts caused confusion within the governmental forces and they retreated in disarray. This defeat occurred on New Years Eve, 1958 and Batista left Cuba with a trove of funding bound for Miami. There was never an accurate audit or calculation of how much gold and money left Cuba with Batista but the estimated total reached into the tens of millions. Castro learned of Batista s escape and he entered into negotiations for Santiago de Cuba as Che s forces marched into Havana. Castro arrived in Havana on January 8, 1959 and on that day Castro named Manuel Urrutia Lleo as the new President of Cuba. Though Lleo was installed as president, Fidel Castro was the leader of the nation and the man that set policy and installed political operatives to run the new government and to implement his direction. In 1959 Castro came to American to explain to the American people and the American government why the revolution had occurred. He was a guest on many news and late night shows however he was not a favorite with the newly elected Kennedy administration. An economic embargo was soon installed and this policy has sustained until today. However, this policy under President Obama is likely soon to change. In 1961 America backed an armed counterrevolutionary attack at the Bay of Pigs that was aimed at ousting Castro but the effort failed. The counterrevolutionaries were defeated and, though many plans surfaced to assassinate or to overthrow Castro and his government, the American effort to that end ceased to be exercised after the fiasco at Bay of Pigs. Since those days, little has been done with Cuba other than for the island to be watched. A small piece of the island has since the Spanish-American War been claimed by America where a Marine Corps base was installed. That base, Guantanamo, has also been used as a site to hold individuals that were believed to be terrorists. Yet, for the first time in almost 60 years, there could be a change in American policy with Cuba. It could be possible soon for Americans to travel to Cuba and to engage in commerce. It could soon be possible for American s to buy Cuban cigars, among other products. This is a change that could mark 2014 more than any other diplomatic or governmental move that occurred in the year. There will be changes in what the county chooses to enact as new law, how law is enforced and how sports may be witnessed. Change can be good but there is always a positive and a negative aspect of change that must be evaluated to approach any reasonable assessment of the value of that change. How those changes unfold in 2015 will mark how the New Year will be lived and how the old year might be remembered. ** For a number of years, Boone County government has debated if they should remodel and upgrade the current animal control shelter or if they should construct a new facility. The question came down to a simple decision if the county had the funding to mange either option. Questions regarding the condition and the status of the shelter had been debated for years, since the Illinois Department of Agriculture inspected the current facility and concluded that significant repairs and upgrades were needed for safety. The state found deep cracks in the concrete floor, inadequate areas to hold cats and dogs and potential mold buildup in the walls and floors. Given these deficiencies, the County Board continued to debate what would be done without finding a workable solution. Three County Board members pressured their colleagues to move forward along with pressure from a few county citizens and others from outside the county. By the spring of 2014, the County Board debated if a referendum would be run in the November General Election. The referendum was placed on the ballot to ask county voters to allow the county to create funding that would total no more than $800,000 to build a new shelter. Earlier, the county had spent $20,000 to hire an architectural firm to draw preliminary plans and costs for a new shelter. The original plans came in over $1 million but those plans were revised to conform more to a phased project with approximately $800,000 needed to complete continued on page...2

The firm had also developed plans to remodel and expand the current facility that was estimated to cost about $500,000. The referendum appeared on the November ballot and was easily approved. Before the funding can be obtained or allocated, the County Board must approve the spending through legislative action. The site where the facility will arise is at Route #76 adjacent to the Maple Crest campus. The first item that must be determined is if an existing well can supply sufficient potable water. There is a septic system and the integrity of that system must also be investigated. The Boone County Health Department has obtained bids for that work to be performed. It is expected that bids for the total project could be let next spring with construction beginning, perhaps, during the summer of 2015. The New Year will also mark the first time in 36 years that Boone County will have a new Sheriff on duty. The first week in December marked the end of the administration of Duane Wirth and the beginning of the administration of the new Boone County Sheriff, Dave Ernest. In primary voting in the spring of 2014, Mr. Ernest defeated his competitor, the former assistant to Sheriff Wirth, Phillip Beu. Both Mr. Ernest and Mr. Beu ran robust and aggressive campaigns but early in the primary voting, the ultimate result was foretold. Mr. Ernest began his career in law enforcement as a deputy in the Boone County Sheriff s Department working at the direction of the man that he replaced. After working in the county Mr. Ernest transferred to the City of Belvidere under the leadership of Chief Jan Noble. During the years Mr. Ernest was involved in all areas of law enforcement rising to serve as the Deputy Chief of Police. After the swearing-in ceremony, led by the honorable Judge C. Robert Tobin III, Sheriff Ernest said, I got to get busy. I have a lot of work to do. He spoke for a few moments with well-wishers and then left for his new office in the Boone County Public Safety Building. There was a hearty round of applause when the swearingin was finished and the new Boone County Sheriff left Courtroom to embark on his new career. For many decades, Boone County has been perceived by many to be a Republican stronghold. That perception was enhanced in November with new County representatives being elected and each was a Republican. The Boone County Board is comprised of three districts with three people serving each district. Bill Pysson (District 1) had served for one term as a Democrat but he was defeated in the November General Election. Others that had served are also gone now including former representatives Ron Wait and Brad Fidder. A special meeting was held during the first week in December when the newly elected members of the Board were sworn. In addition, the new and current County Board members also chose their chairman and vice chairman. Bob Walberg (District 1) was reelected to serve as the chairman of the County Board. Paul Larson (District 2) was chosen to serve as the vice chairman. With those matters completed, the new Boone County Board can set forth on the legislation and the policy that lays before them in the New Year of 2015. Finally, North Boone School District #200 has embarked upon a program to obtain funding to create an improved football field, track and field area and soccer field. Some have called the effort a backdoor referendum that would bypass voter consideration of the project. District administrators claim that the District has the bonding authority that would not require them to seek a voter approved referendum. The matter stands now with the administration seeking final Board of Education approval to move forward on the project that has been planned for almost 16 years. The scope of the project, as tentatively planned could total $4.3 million. District #200 Superintendent Dr. Stephen Baule said that students do not have a proper track to conduct interscholastic track and field events and that could be corrected if the project moves forward. Those that oppose the means to fund the project are seeking now to meet a deadline to file signed petitions with a sufficient number of signatures of registered voter to force the District to file a request for a referendum to appear on the spring ballot. The deadline to get an item on the April 2015 ballot is January 5. District #200 recently received a grant from the State of Illinois totaling $12.5 million. Some have said that the cost for the athletic project should come from that grant. However, Dr. Baule said that the total $12.5 million grant will be used to retire bonds that were sold to fund a remodeling and expansion project from a few years ago. As of the end of 2014, the athletic project is still planned and the District also plans to obtain and to sell the bonds from their bonding authority. It is uncertain now if those opposed to the effort can acquire the needed signatures to force a voter approved referendum before the bonds are created and sold. If plans are fulfilled, this matter could be resolved to the extent that residents of District #200 will know before the end of the first quarter of 2015, how this project can or could proceed. Just as the year of 2014 was a year of new beginnings, so could the year of 2015 be a year of resolutions to respond to questions that have remained unanswered for a number of years. www.boonecountyjournal.com In Our 19th Year 815-544-4430 The Boone County Journal Dec.26th., 2014 3 Municipal Growth In the New Millennium Many cultural and economic changes have occurred in a remarkably short period of time and this local municipality has not adapted effectively to those changes. For this local municipality to thrive in the future, significant change must occur before residential and commercial economic growth returns to Boone County. Less than a decade ago, Belvidere and Boone County sponsored Growth Seminars with elected officials trying to calculate how the waves of immigrants from Palatine and Elgin could be better managed. A number of theories were proposed that did little to change what was occurring until the bottom fell out of the national economy. The genius urban planners from Madison, Wisconsin came to town to prophesy but they did little but to send a bill for services rendered and did nothing to control growth. Over most of the last decade, some in Belvidere and Boone County have voiced conflicting goals when they spoke of the halcyon days of rampant growth. Some commented, Isn t it great that the days of limitless growth and tax increases have ended. Yet, they also lamented, I wonder when the growth will return. Two statistics today define the current status of the area regarding growth: Equalized Assessed Valuation and student enrollment in Belvidere School District #100 and both continue to drop. The boundless growth that accompanied the end of World War II and extended through the 1980s had entrepreneurs opening businesses because the customers would always follow. Those days are as far gone as are the days of Manifest Destiny from 1845. Yet, many local officials seem to believe that their Laissez-Faire attitudes can thrive while continuing to ignore the real world. There are demographic realities here that cannot be ignored when officials solicit business expansion from Wall Street development companies, Big Box Store site managers or from local entrepreneurs. Belvidere affords immigrants a bucolic setting with corn and soybean fields, six-lane thoroughfares and a reasonably capable public school system, but other elements are present that can deter development by local and immigrant businesses. Elected officials enact and to amend zoning law and they have authority over how a community grows and develops. For two centuries there have been many attempts to ask the Supreme Court to declare zoning law unconstitutional. But, the Court has held that zoning law, when reasonably enacted in a nondiscriminatory manner, is a legal means for a municipality to manage growth. One area of zoning law that was altered in Belvidere reduced the fee the city charged for a liquor license application. The former fee was $20,000 and today, $10,000 is the tribute that must be paid to apply. The $10,000 fee is exorbitant enough when compared to the fee of $4,400 charged in Chicago. When the local fee was reduced there was a number of new restaurants that applied for the opportunity to serve food and liquor by the drink that improved the local economy. Liquor license fees is one area where a city can enhance or deny growth depending upon the language in the ordinance. Years ago Walgreen s wanted to come to Belvidere and sell liquor but the city, at that time, had a limited number of liquor licenses. The code was changed to sell an unlimited number of licenses but for the fee of $20,000. This was the case until two years ago when the fee was dropped to $10,000. Another area of local zoning law that should be reviewed is the Historic Overlay District covering part of downtown that moved the Alpine Bank to opt out of the district. The law that created the district provided building codes to govern how buildings would appear in the district that defied consistent enforcement. One question to answer if the code is enforceable is to define a neon color. It would also be helpful to know what are historic architectural accoutrements? The creation of the district was more to serve as a gate-keeper than to create a district that was reflective of good municipal policy. Yet, a broader area of concern that elected officials cannot control is the demographic makeup of Belvidere or Boone County. Belvidere is comprised of people and their varied culture living by their values. For example, Oysters Rockefeller and seared tuna are popular seafood appetizers found in many major cities and certain select areas of the country. However, a restaurant specializing in those dishes would not likely prosper here. Neither would a restaurant that featured $50 prime-rib dinners or $60 tureens of bouillabaisse. This is not to impugn the culinary tastes of Belvidere residents but it is to recognize an aspect within the demographics and the culture of the city. Soliciting a retail outlet selling only luggage would not be a wise move for the city. That eliminates Louis Vuitton as a prospect. Soliciting a computer company that needs skilled workers to lead research and development might not be a good idea given the education level of most local workers. This element of local demographics could deter Apple from coming to town. This is not to say that Belvidere residents are unsophisticated nor is it to say that Belvidere residents are dummies. But it is to say that certain benefits that some companies could provide will likely not occur because the culture here does not have a pool of skilled workers that some companies need to employ. There are certain facts of an environment that deter some ideas from prospering yet, that situation could change. Elected and appointed officials here whose job it is to encourage local entrepreneurs to create new business ventures must be aware of the natural weaknesses of the city and county but to also be aware of the startling benefits of this area. Outside Chicago, there are few communities that offer the transportation network that is present here. Local entrepreneurs could be encouraged to take risks by amending zoning law to help make this city a place where commerce can thrive. The local economy will benefit far more when local entrepreneurs are engaged and when commercial opportunities from out of town can also thrive. No opportunities should be lost due to outdated zoning law or policy that is no longer relevant. Ours is an expedient and an impatient national culture. Many become impatient when they have to wait on hold for a phone call more than one minute. Soliciting and encouraging business opportunities to flourish can take a long time and the approach from the municipality must be skilled to make decisions that are derived from reflection and calculation that is deigned to reach a favorable end. These solutions will not occur immediately. But, if elected and appointed officials are waiting for the sun to rise on the next brilliant idea, those officials should be replaced and a more competent group must be found. Wasted time is lost time and far too much time has been lost while the the community suffers with double-digit unemployment figures with few seem willing to find a solution. The Police were originally solicited to a residence to respond to a domestic violence call when the arrests were made. Peter Diaz (48) of Belvidere and Dallas Simpson (21) of Belvidere were both arrested in the incident. Mr. Diaz was arrested on one count of reckless discharge of a firearm and that offense, if convicted, is a Class 4 felony. Mr. Simpson was arrested and charged with the unlawful possession of a controlled substance that was cocaine that is a Class 4 felony. Mr. Simpson was also charged with possession of cannabis and drug paraphernalia and each of those charges are misdemeanors. It should be noted that a felony charge is one that, if convicted, carries a sentence in prison of one year or more. A misdemeanor is a criminal charge that, if convicted, carries a sentence of one year or less. Mr. Diaz was arrested and transferred to the Boone County Jail for processing and he remains there under a $50,000 bond of 10 percent. Mr. Simpson was also later transferred to the Boone County Jail after his arrest and he too remains there under a $30,000, 10 percent bond. Police responded to a call of domestic violence in the 1300 block of 10th Avenue in Belvidere that was occurring with a fight between the father and the son. He complied with the request and Police took him into custody. Later, Police were notified that the handgun had been discharged during the fight between the father and the son and police returned to the scene. A search warrant was obtained and executed by Belvidere Police and they seized a handgun, ammunition, drugs and drug paraphernalia and United States currency. Mr. Simpson was also arrested at the scene when Police were called to return and he was taken first to Swedish/American Hospital and later released. He was then transferred to the Boone County Jail. It should also be noted that if convicted by a jury of a defendant s peers, a Class 4 felony is punishable by serving a term of from one to three years in the Illinois Department of Corrections. The Belvidere Police Department encourages anyone with information about a crime that has occurred or who has knowledge of illegal drug activity to call the Belvidere Police Department at (815) 544-2135 or they may call Crime Stoppers with the same information at (815) 547- Deputies Thwart Suicide Attempt By James Middleton Saturday night, December 20, Boone County Sheriff s deputies were called to the 100 block of Commercial Ally in Capron to respond to a call regarding a potential suicide. When deputies arrived they found a 50-year old man had barricaded himself inside his home and was threatening to commit suicide. The man told the deputies on the scene that he had several guns in his possession and he verbally threatened the deputies if they tried to enter the house. A joint law enforcement effort was initiated with units from the Boone County Sheriff s Department, the Illinois State Police and the Belvidere Police Tactical Response Team answering the call. Belvidere Police negotiators were also involved and were able to make what was described as limited contact with the man inside the house. The negotiations between law enforcement authorities and the man extended for several hours and were unsuccessful. Further technical assistance was requested and provided by the Winnebago County Sheriff s Department. As a part of the total rescue effort, Boone County Sheriff s detectives also obtained a search warrant for the home. Boone County deputies had arrived at 9 p.m. on Saturday and by 5 a.m. Sunday, December 21, a Winnebago County Sheriffs Team of negotiators and a SWAT Team arrived. By Scott Reeder SPRINGFIELD It appears, Pat Quinn cleared the way for his 30-year-old campaign aide, Lou Bertuca, to start drawing a $160,000-year taxpayer-funded salary heading the Illinois Sports Facilities Authority. That agency owns the ballpark where the White Sox play and helped renovate Soldier Field, where the Chicago Bears play. Some politicians are crying foul. They don t think it is appropriate for a group of Quinn appointees on the ISFA board to appoint someone new to be executive director of the authority when only weeks remain in the lame-duck governor s term. After all, he s not exactly coming off a winning season. Bertuca was Quinn s campaign manager. And he has no experience in professional sports. But he is buddies with the governor. And in Springfield, it s often not what you know, but who you know that lands you in a high-paid government job. Veteran political insiders will just shrug and say That s how it s done. It s corporate welfare at its worst. The best excuse I ve heard is: Other states and cities do it. Well, sports subsidies got their illegitimate birth right here in the Prairie State. And there is no reason their death can t begin here in the Land of Lincoln as well. I witnessed first hand the traumatic delivery of the nation s first major sports subsidy bill. In the waning minutes of June 30, 1988, then-gov. James Thompson literally was racing against the clock to pass a $120 million subsidy for the White Sox, who were threatening to move to Florida. The measure needed to pass before midnight, when the legislative session would go into overtime and a supermajority would be needed to pass legislation. The measure had the support of House Speaker Mike Madigan, a diehard Sox fan. Former state Rep Bill Black, R-Danville, once told me this type of idea was a new concept in 1988. We have seen it happen over and over again across the country since then, but back then it was really unheard of, he said. This would not have even come to a vote without Mike Madigan. They said it was being done for economic development. But that area around the ballpark I still call it Comiskey Park hasn t improved. The only thing I can see that has changed is that Chicago has the highest or second-highest hotel taxes of any major American city. The White Sox paid no rent until 2008. Since the club doesn t own the facility, it pays no property taxes. The original Sox deal has led to others: The United Center, home to the Bulls and the Blackhawks, was privately financed, but the building has a special property tax break that saves the clubs millions in property taxes. In 2003, the Chicago Bears Soldier Field renovation was completed with the assistance of a $387 million Illinois Sports Facilities Authority, or ISFA, bond, to be paid back with interest from Chicago hotel and motel taxes. When the White Sox subsidy vote was brought before the House, a majority of lawmakers voted against the proposal. But instead of counting the votes, the presiding officer a top Madigan lieutenant left the roll call open as Thompson walked to the desks of each lawmaker voting no and persuaded them one by one to change their votes. The last lawmaker necessary to make a majority switched his vote when the hands on the main clock in the House Chamber were a few minutes past midnight, but the presiding officer, Majority Leader Jim McPike, said it was a few minutes before midnight on his watch and declared the bill passed. It was a sleazy beginning to a slimy practice of giving money to help the rich fellas who own sports teams. Many other jurisdictions have followed Illinois lead in this shameful practice. It s time for Illinois to take the lead again and say no top these types of subsidies. But they did choose to go. And some chose to spend unwisely. Some city officials bought booze on the taxpayer dime. Others chowed down on prime rib. But I looked for something a bit more wasteful: valet parking. Some folks like to pay someone else to park their car. And that s just fine -- as long as they don t expect taxpayers to pay for it. Unfortunately, some city officials do. For example, Rock Island Alderman Katelyn Hotle spent $98 on valet parking for the three-day conference. On the other hand, Rock Island Mayor Dennis E. Pauley parked his own car and walked. Good job, Dennis. Over in Moline, the head honcho wasn t so frugal. Moline City Administrator Lewis Steinbrecher splurged with taxpayer money and opted for valet parking. But Moline City Attorney Maureen Riggs chose to park herself. Steinbrecher said he used valet parking because he doesn t know his way around Chicago well. Hotle did not respond to a request for comment. J O U R N A L Other communities in the state simply chose not to send anyone to the conference. East Moline was one of those communities. Another was Kankakee. Due to budgetary cut backs any city elected officials or municipal employees wanting to attend the 2014 Illinois Municipal League Conference were to pay their own expenses. There would be no reimbursements for attending said conference, said Kris Schmitz, a spokeswoman for the city of Kankakee. Good for Kankakee. At a time when many city governments are raising taxes and cutting services, it s good to see some municipal officials embracing austerity for themselves. Whenever I ve been on a business trip, I try to be frugal. I don t spend more than if I was paying for it myself. It s just the way I was raised. Years ago, when I was a young reporter, editors used to snicker at my expense reports. I d stay at Travel Lodges and eat at McDonald s. When I became an editor, employees used to roll their eyes when I d book rooms at Red Roof Inns and Motel 6s. What s the old saying? All hotel rooms look the same with the lights off. Folks, it s about stewardship. When you re spending someone else s money you have an extra responsibility to spend wisely. I wish all of those who work for government had that mindset. Some do. Many don t. Last month, city officials from across Illinois traveled to Chicago to attend the Illinois Municipal League Conference. I filed Freedom of Information Act requests with about 20 municipalities across the state to see the expense reports city officials submitted for taxpayers to pay.the Municipal League chose to have their three-day conference at a Hilton Hotel in downtown Chicago. A room there costs more than $200 a night. Ouch.
