51 Pengurusan harta tanah didefinisikan sebagai satu skop tugas yang melibatkan kerjakerja pengurusan bagi sesuatu jenis harta tanah termasuk mengurus beberapa aspek penting seperti penyelenggaraan, kewangan, penguusan penyewaan, pelaburan dan perundangan. Profesion sebagai seorang pengurus harta tanah juga dilihat semakin mencabar terutama dalam menghadapi senario krisis ekonomi global di mana seorang pengurus harta tanah perlu memastikan pulangan yang maksimum kepada pemilii harlatanahke atas aset-aset yang dilaburkan. Terangkan LIMA (5) tanggungjawab asas bagi seorang pengurus hartatanah. Dengan memberi contoh yang relevan, jelaskan cabaran-cabaran yang seringkali dihadapi oleh seorang pengurus harta tanah dan langkahjangkah yang boleh dipertimbangkan untuk menyelesaikan masalah tersebut. The profession of a property manager is seen to be more challenging especially in facing the scenario of the global economic crisis of which a property manager has to ensure the maximum returnfor the property's ownerfrom the invested assets. Explain FIVE (5) basic responsibilities of a propergt manager. (10 marks) By providing relevant examples, describe the challenges that are normally faced by a property manager and the steps that can be considered to overcome the problems. (15 marlrs)

S2 Pengurusan penyewaan memerlukan suatu kemahiran yang tittggt daripada seorang pengurus harta tanah untuk menyelesaikan sebarang masalah yang ditimbulkan oleh penyewa atau bakal penyewa. Contohnya, seorang pengurus harta tanah kediaman perlu mengetahui latar belakang bakal penyewa sebelum menandatangani perjanjian penyewaan. Oleh itu, seorang penguus harta tanah perlu melakukan perundingan penyewaan bersama bakal penyewa bagi mengelakkan sebarang masalah berkenaan penyewaan pada masa akan datang. Bincangkan proses-proses yang terlibat di dalam perundingan penyewaan bersama bakal penyewa. Jelaskan perkara-perkara yang perlu dilakukan oleh seorang pengurus harta tanah untuk mengekalkan hubungan yang baik dengan penyewa. BPE3453 /BPE34503 53 Perbadanan Pengurusan (MC) merupakan pihak yang bertanggungiawab terhadap aspek pengurusan bagi sesebuah skim kediaman strata seperti kondominium atau apartrnen. Di bawah Seksyen 64 Akta Hakmilik Strata 1985, Perbadanan Pengurusan akan ditubuhkan setelah penyerahan hakrnilik strata kepada setiap pemilik unit selesai dilaksanakan. Huraikan tugas dan tanggungiawab Perbadanan Pengurusan (MC) yang telah ditetapkan di bawah Seksyen 43(1) dan (2) Akta Hakrnilik Stuata 1985. Untuk memastikan setiap komponen di dalam sesebuah ruang pejabat berfungsi dengan baik, penyelenggaraan perlu dilakukan secara berkala dan berterusan. Klasifikasikan jenis-jenis penyelenggaruanyang seringkali dijalankan di dalam sesebuah bangunan pej abat. (10 marlcs) S6 Selain mempunyai tanggungjawab utama unfuk mengurus sesuatu harta tanah, seorang pengurus harta tanah juga perlu bersedia untuk berhadapan dengan pelbagai masalah lain termasuk aspek keselamatan dan juga alam sekitar bagi menjamin persekitaran yang mampan. Jelaskan EMPAT (4) matlamat utama yang perlu dipatuhi oleh seorang pengurus harta tanah semasa berhadapan dengan ancaman ke atas harta tanah yang diurus. (16 markah) Kenalpasti isu-isu yang perlu ditangani oleh seorang pengurus harta tanah dalam aspek pengurusan alam sekitar. (9 markah)

(9 marlcs) S7 KLS Associates baru sahaja mengambil alih tugas penguusan daripada pihak penguusan lama ke atas sebuah skim kondominium di Bandar Tun Razak, Kuala Lumpur. Semasa menyemak fail-fail pengurusan sebelum ini, KLS Associates mendapati bahawa terdapat beberapa masalah yang masih belum diselesaikan antara pihak pengurusan terdahulu dengan para pemilik dan penyewa kondominium tersebut. Antara beberapa masalah yang dikenalpasti adalah seperti berikut: o Kadar sewa yang dikenakan ke atas setiap unit kediaman didapati berada di bawah nilai sewa pasaran semasa. Hal tersebut tefadi disebabkan oleh krisis ekonomi global yang telah menyebabkan permintaan bagi harta tanah tersebut menurun dengan begitu ketara sehingga menyebabkan terlalu banyak unit yang terbiar kosong. Untuk menyelesaikan masalah tersebut, pihak pengurusan lama telah menurunkan kadar sewa untuk menarik perhatian bakal penyewa. Tetapi keadaan eknomi sudah semakin baik dan KLS Associates bercadang untuk membuat semakan ke atas kadar sewa tersebut. o Terdapat beberapa penyewa yang masih belum menjelaskan sewa dan juga caj pengurusan lebih daripada 3 bulan. o Terdapat beberapa aduan kerosakan yang tidak dipedulikan oleh pihak pengurusan lama sehingga menyebabkan beberapa penyewa mengugut untuk pindah beramairamai dari kondominium tersebut. o Seorang penyewa kini dalam proses untuk menyaman pihak pengurusan kerana tidak menyelenggara harta bersama (common property) iaitu taman permainan kanak-kanak di dalam skim condominium tersebut sehingga menyebabkan anaknya mengalami patah tangan. Sebagai pihak pengumsan yang baru, jelaskan tindakan yang perlu diambil oleh KLS Associates untuk mengatasi masalah tersebut. (25 markah)

Q7 KLS Associates had just took over the management job on a condominium scheme in Bandar Tun Razak, Kuala Lumpur from the previous management. Upon reviewing the previous management files, KLS Associates found out that there are several unsettled issues between the previous management and the owners and tenants of the condominium. Among the problems that had been identified are stated as follow: o The rental rates imposed onto each residential unit werefound to be below current rental market values. It was believed to happen due to the global economic crisis which had reduced the demandfor such property very tremendously hence leaving quite a many of vacant units. To solve the problem, the previous management had reduced the rental rates to attract potential tenant, However, since the economy has been recovered, KLS Associates is intending to review the rental rates.. There are several tenants who have yet to pay the rent and management charges more than 3 months.. There are several complaints on damages that were ignored by the previous management thus causing some tenants made up threats to move out from the condominium scheme in a large group. o One tenant is in the midst to file up d summon against the management for not maintaining the common property which is the children playground in the condominium scheme that caused his child suferedfrom a broken arm.
