WAI Chi Sing, JP, Permanent Secretary for Development (Works) of HKSARG President welcomed Ir. WAI Chi Sing and Robert LAM, Vice President introduced Ir. WAI as the speaker of the first QGM. The topic of his speech was Procurement Strategies to promote Innovation and Creativity in the Delivery of Public Works Projects. Ir. WAI shared thoughts particularly on procurement of public works highlighting four points to promote innovation and creativity as follows: Unhealthy market environment Government s commitments Innovation in construction (for examples, Lo Wu Correctional Institution, West Kowloon Drainage Improvement and Choi Wan Road & Jordan Valley Development) New Procurement Strategy (2-envelope/ 3-stage system) Ir. WAI also mentioned about Time for tender submission, Cost of Tendering and Intellectual Property. It was noted that an Implementation Plan would commence in July 2012 and evaluation & review would be held in 2013. President proposed to arrange a seminar for registered practices for further details. Vice President Ada FUNG offered a vote of thanks to Ir. Wai for his informative speech. (Ir. Adoption of Minutes of the Annual General Meeting held on 15 December 2011 (App A) There being no comments, the minutes of the Annual General Meeting held on 15 December 2011 were proposed for adoption by LAM Ping Hong Robert and seconded by CHEN Marvin. The minutes were confirmed as a true record. 4. Matters Arising from Minutes of Annual General Meeting held on 15 December 2011 There were no matters arising from the Annual General Meeting held on 15 December 2011. 5. Report by the Honorable Patrick LAU, SBS, JP, Legco Member for Functional Constituency Architectural, Surveying and Planning (App B) The Honorable Patrick LAU, SBS, JP reported about the Chief Executive (CE) Election scheduled for Sunday, 25 March 2012. At the Budget Forum and Happy Hour Gathering, he had had a fruitful discussion with Prof. K.C. CHAN, Secretary for Financial Services & the Treasury on 28 February 2012. He also reported on the various Bills that passed through the Legco. Members were invited to read the details of his report, which was uploaded onto the front page of www.hkia.net on 15 March 2012. 6. Report from the Honorary Secretary (App C) Honorary Secretary updated members on the recent events and developments of the Institute in the first quarter of 2012 with a Power-Point presentation. Members were encouraged to read the details from the full report which was uploaded onto the front page of www.hkia.net on 19 March 2012. 7. Report from the Honorary Treasurer The Honorary Treasurer reported that the income in the chart showed HK$20 million for the 2011/12 financial year. HKIA 55 th Anniversary events received a decent sponsorship. Spending including Venice Biennale, boards and ad hoc projects also revealed in the chart. Although HKIA anticipated that boards activities cost would be slightly on the increase, it was still in a healthy situation. 8. Report from the President (App D) President thanked Honorary Secretary for the quarterly report. The President s Report included highlights of special events: Ronald Philips sharing session and exhibition in March and HKIA Sports and Family Day in April. Possible events in the pipeline included Exhibition of members artworks, young members leadership program and members forum on meeting Election Committee.
