EXPRESSION OF INTEREST ISSUED BY TOURISM AND ECONOMIC DEVELOPMENT FOR MARINA MANAGEMENT SERVICES DUNNVILLE, ONTARIO
Marina Management Services Page 2 of 10 Invitation Haldimand County invites Expressions of Interest (EOI) submissions from service providers having experience and/or interest in the operations of a marina as a destination point in Dunnville, Haldimand County. Site Meeting A Site meeting of the marina lands (located at 101 Maple Street Dunnville, Ontario can be arranged through Haldimand County s Economic Development and Tourism Division. This will allow interested parties to visit the site to complete their own on-site inspection, evaluations, etc. Haldimand County (County) staff will be on site to answer questions. (See Schedule A Location Map). Goals The County is seeking to make the marina lands in Dunnville, ON fully accessible to the public; align the operation and services provided with the local businesses (i.e. boat club, farmers market); and ensure a smooth transition with the waterfront public park redevelopment that will be occurring in 2016/2017. The County is seeking a viable entrepreneur for consideration and recommendation to Haldimand County Council. That recommendation will be determined through a review process of EOI responses received that specifically address: qualifications and capabilities of those expressing interest in marina and related operations; concept designs and operational plans; fiscal responsibilities and business plan; the proposed property use being complementary to, and in-line with the Haldimand County s Official Plan, the Town of Dunnville Zoning By-law; and the County s economic and tourism strategies; the fit with neighbouring property use and other local partners; The Property Haldimand County owns the property. The property has been operating as a Marina under different lease agreements for the past 30 plus years. The current lease agreement expires in February 2016 and will not be renewed beyond summer 2016. In order to service users of this property, the County would like to see the Marina fully functional for July 1, 2016. The Marina located in Dunnville, is 9 km up the Grand River from Port Maitland which is on the north shore of Lake Erie. It is located 60 km from Buffalo NY, 63 km from Niagara Falls, 53 km from St Catharines and 54 km from Hamilton by road and approximately 52 km from Dunkirk, Pennsylvania across Lake Erie.
Marina Management Services Page 3 of 10 The Marina is the only marina heading inland from Lake Erie that offers a full suite of services to include refueling, pump-outs, showers, stalls, boat parts, repairs, servicing and parking for seasonal users. The property (see Schedule B Detailed Property Map) consists of 0.63 acres (2826.98 sq. m) of land and two buildings of sizes 1271sq ft and 640 sq ft. The buildings are being used to house marina operations (repairs), administration and retail associated with the Marina use. The property is currently zoned Marine Commercial (CM) and all proposed services must conform to the permitted use under that zoning which include: Marina Restaurant Accessory to Marina Boathouse and Private Club Facilities Accessory to Marina. Zoning options are limited in this area as it is also identified as hazard land. Dependent upon the proposed application of the property, a site plan may be required to be submitted to the County for review and approval. The table below summarizes information about the current conditions: ITEMS DESCRIPTION No. of Slips 23 boat slips available to accommodate boats of an average 7.9m(26ft). Docks* Floating wooden docks with maximum capacity for one 10.6m (35ft) boat which are owned by the current Marina operator. An annual water tax is applicable and currently paid by the Marina operator to the Grand River Conservation Authority. Material Concrete water s edge Water Depth Depth on average 2.1 m (7ft) Electricity Total of 12 outlets Restroom One unisex washroom with one shower stall. Buildings Administration, repairs, parts supply and accessories storage Fuel Gasoline available on site. The aboveground tank was installed by the current Marina operator. The tank and compliance with all regulations (i.e. TSSA) is the responsibility of the Marina operator. WiFi Wireless internet is available but is not provided by the County. Vending No vending machines for snack, ice, hot or cold drinks are currently available, but are possible and would be the responsibility of the lessee. Deck Land space available however no pavilion or open deck facilities currently exist. Other Pump-out, fuel, nearby boat launch, maintenance and repair service. Amenities Property is adjacent to farmers market and waterfront public park that are to be redeveloped in 2016/2017. Transient docking is available at the abutting property owned by the County. Multiple tourist attractions located nearby including the Grand River, Lake Erie, accommodations and camp sites including Byng Island Conservation Area. This property is located in the downtown core of Dunnville, Ontario.
Marina Management Services Page 4 of 10 Washrooms and showers are available on site with the potential to add more stalls. The Marina currently offers lift-out and return to water services and there is a neighbouring business that offers boat launches for a fee. Currently, there is minimal activities at the Marina during the winter months between November and March. Photos of the Marina are included as Schedule C. Service Deliverables The County is interested, at a minimum, in having the following Marina operations continue: Docking services Pump-out services Fuel services Additional Elements Desired: In addition to the foregoing, proposals will be evaluated and ranked relative to alignment will the following public interest objectives: Integration of the operation with adjacent parkland including public access Uses that support tourism and provide a focal point for visitors and park users Provision or partnerships that provide transient docking facilities for visitors Landscaping to provide an attractive property Measures to eliminate or reduce on-site clutter Any proposed enhancements to existing facilities and buildings. Recognizing that there is more potential for this property, submissions should be innovative and functional and do not necessarily need to be limited to the above offerings. Responsibility of the Marina Operator Compliance with all local, provincial and federal laws. Entering into a lease agreement with the County including providing insurance levels and types, including indemnifications, as required by the County and reasonable for the type of operation agreed upon. Providing all equipment and furnishings for the Marina and removal of such equipment and furnishings at the expiration or termination (as applicable) of the lease agreement. Coordination of the set-up and monthly/service fees and any other applicable expenses and required services for the operation of the Marina, example telephone, internet, fuel deliveries, etc. Monthly lease payments made payable to Haldimand County as outlined in the lease agreement. Payment of any taxes, rates, charges or levies generated by the operation of the Marina (i.e. vendor permits, by-laws, HST remittance, etc.).
Marina Management Services Page 5 of 10 Adhering to all Health and Safety laws, and agreeing to have any health and safety violations corrected within the stipulated time frame by the authority issuing the violation. Cost and coordination of all inspections required by law (i.e. Health Unit, TSSA, etc.) Utilizing the property for only those services outlined in the agreed upon lease. Ensuring no liens or encumbrances are placed against County property. Staffing, relief, pay, supervision, discipline, heath and safety training, employment insurance, leaves, uniforms all other matters arising from the relationship between the employer and their employees or their volunteers as applicable. Returning all keys provided to them by the County at lease termination or expiration. The submission should provide the County with sufficient information to conduct a full review of your proposal for consideration. Covering Letter: The Covering letter should include the following at a minimum: o Contact information for all future communication - Include contact person s name, title, organization, address, telephone number and e-mail address. o Organization profile - to introduce your organization. o Brief introduction - of the proposed use of the Marina location. Qualifications: Describe qualifications and capabilities to manage a marina and associated operations including supporting documentation. Business Plan: The Business Plan should address as a minimum, the following items: o Philosophy Overall viewpoint for operating a Marina over the term of lease you are proposing. o Objectives and Goals The goals and objectives to be achieved over the term of the lease. o Organizational Structure The structure and hierarchy of the organization. o Communications and Public Relations Explanation of the process that will be put in place to ensure continued positive relations with customers and the local community.
Marina Management Services Page 6 of 10 Financial Outline the proposed financial investment including a description of the long-term financial viability and sustainability. Detail the ability to finance or to secure financing to support your business plan. Lease detail the proposed lease term and lease rate as well as any terms and conditions that you feel are important to include. Operations Plan: The Operations Plan should address at a minimum, the following items: o Use provide a full description of the property usage; include design/conceptual drawings, diagrams, illustrations and related technical documents. o Services Outline the proposed services to be provided, how they will be provided and when (i.e. seasonal). o Equipment - Include a list of intended equipment that will be on site and how it is proposed that the equipment will be provided and maintained. o Staffing Outline staffing requirements to support the services offered. o Innovations/Improvements Provide details on any innovations or improvements to be implemented, respective in the operations of the Marina. Include design/conceptual drawings, diagrams, illustrations and related technical documents to support your explanations. o Alignment Outline how the proposed use aligns with the County s Official Plan, Town of Dunnville Zoning By-law, and the County s Economic & Tourism strategies Legal Terms and Conditions Haldimand County shall not be responsible for any liabilities; costs; expenses; loss or damages incurred; sustained or suffered by any and all parties who participate, contribute or submit, by reason of the acceptance, or non-acceptance, withdrawal by Haldimand County of this EOI; or for any reason. Haldimand County reserves the right to request specific requirements or seek clarification not adequately covered in the submission. The County may opt to enter into negotiations and/or a lease agreement with any party who submitted in response to the EOI. The County may opt not to consider any submission or multiple submissions. Treatment of Information Any requests for access to submissions will be subject to a formal review subject to MFIPPA prior to the release of any third party information.
