Page 0 0 0 0 Commissioner Larason questioned concerning the fire requirements; if there are already services installed. Mr. Kingwell explained there is a private water system with a well and tank that provides the fire water with plugs already in place to service this facility. Applicant Comments: Garrett Gordon (representing Coach USA) explained the specific conditions concerning the roads that had been brought forward since the last time to mitigate the impacts. The proposed round-a bout issue, if it does come in it doesn t make sense to put in the deceleration lanes because they would not be compatible with the round-a-bout. The compromise of deferring the deceleration lanes for a few years in anticipation of the round-a-bout was made. Alternative funding sources for the construction of the round-a-bout was discussed. Mr. Gleason, the property owner will have to build the deceleration lanes in the event conditions are warranted and the round-about is not installed. Any future owners of the property will be required to agree to the terms as well. Mr. Gleason has agreed to complete the bike path from Boyd-Kennedy through the length of the property. Commissioner Genseal thanked Mr. Gleason for his willingness to complete the bike path. Mr. Gleason thanked Mr. Kingwell for his help in working with us on all of the conditions to make this an economically feasible project. He described the water system that serves the area, it is a 0,000 gallon tank with a 00 gpm pump. Public Comments: No comments. Commissioner Judd questioned within the year time span, if there are multiple accidents in the area is it NDOT who would make the determination to require the acceleration/deceleration lanes and what will be the trigger? Mr. Kingwell stated he does not know how many accidents will trigger the requirements. As more of the commercial parcels are developed and they increase the counts on the highway, it could trigger the acceleration/deceleration lanes. At that time it would gives the applicant more time to spread the cost of improvements. Commissioner Judd expressed his concern is not only this project but also, the school traffic, and Maverick will put a burden on the intersections. Mr. Kingwell stated that these two intersections are controlled. There are other places on the highway where there are not any controls. Commissioner Judd pointed out that there is not near as much pressure on the highway with those. Mr. Kingwell stated there are rumors that the round-a-bout may be started this summer but, that has been talked about for several years and it deals with financing and the economy. Page 0 0 0 0 Mr. Kingwell explained there was an independent traffic study done by the applicant for this project. The traffic for this project is much lighter than for Maverik and the school districts. Coach s traffic out onto the highway and collector streets are not at peak flow times for the schools and traffic on SR. They will not be the major contributor to the traffic out there at this time. Kristin McQueary commented when the round-a-bout was put in several years ago, NDOT had kept traffic statistics on the area and it reached a certain threshold for accidents that caused them to look into the round-a-bout. Mr. Kingwell commented that NDOT and Solaegui, who did the traffic study are the experts on these issues. We have to rely on their information and requirements. Chairman Hough recommended that the support rational for basing our decision should be included within the motion. The staff report does include a number of reasons for approving this motion. Location: A. acre parcel of land located on Parcel of File No. 00 as recorded in the Office of the County Recorder of Elko County. East ½ Section, Township North, Range East, M.D.B. &M. Physical location is along Pilot Valley Road South of Montello, Nevada Applicant/ Owner: JLJ Ranches, LLC Mr. Kingwell presented the staff report for application -00-000 JLJ Ranches Unit No. the final map. Commissioner Galyen commented in going back over several other subdivisions that we have done in the past, is there a requirement for a perimeter fence. Mr. Kingwell explained in developed areas it may be a requirement but this is an extremely rural area with only 0 developed property over several square miles. A fence would not be needed until more actual development occurs in the area. Chairman Hough expressed concerns that the Pilot Valley Road is not a dedicated road but a prescriptive road and that there might be a situation where the road may wander through the subdivision. Mr. Kingwell stated there was a blanket acceptance of roads within Elko County during the early 0 s of the roads shown on the plats at that time to be open to the public and considered County Roads. Chairman Hough questioned the width of the government right of way for road use and access and expressed concern that the direct access from the proposed subdivision to a dedicated County Road was not shown on the final map. Discussion followed with the applicant and the final map was reviewed. As per Item L within the staff report: Staff review of the final subdivision map has shown that the map is technically correct and that is complies with the provisions of NRS.. All local filing fees have been paid and recorded. The final map is in compliance with the Elko County Code Title, Chapter. Applicant comments: Sonny Longson (owner of the property) explained there is a dedicated access on First Street past the Clover Acres subdivision to the Pilot Valley Road through BLM land and it has been surveyed. Commissioner Hough continued to express concerns that the access from the subdivision to the Pilot Valley road is not shown on the final map. Discussion continued on the requirements for the final map and access to a dedicated County Road.
