Qualified Person s Statements and Certifications As the qualified person, I certify that: A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2014/07/09, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2014/07/09, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. Phase One Conceptual Site Model for Record of Site Condition Part of Lots 24 and 25, Concession 2 Aurora, Ontario BRM-00308043-B0 July 2014 Phase One Conceptual Site Model This section presents the Phase One Conceptual Site Model (CSM) developed during preparation of the Phase One Environmental Site Assessment (exp, July 2014). The presentation of this Phase One CSM makes reference to the following drawings, attached: Figure 1: Site Location Plan Figure 2: Phase One Study Area Figure 3: Conceptual Site Model Introduction The Phase One Property, also referred to as the Site in this CSM, is located approximately 200 m south of St. John s Sideroad and approximately 950 m west of Leslie Street in the Town of Aurora, Ontario. The legal description for the Site is Part of Lots 24 and 25, Concession 2, Town of Aurora, Regional Municipality of York, being all of PIN 03642-0607. Site Overview and Background The Site is irregular in shape and covers an area of approximately 17.21 hectares (~42.5 acres). At the time of this Phase One ESA, the Site was vacant and undeveloped. The Site is bound by a watercourse followed by undeveloped land to the north, undeveloped land and east, a watercourse and associated ponds followed by residential subdivisions to the west and south. The Site is owned by St. John s Road Development Corporation, who acquired the property on September 15, 1997. Based on the Phase One ESA, the Site was historically vacant and undeveloped. No structures were currently or historically identified on Site. No evidence suggesting the presence of imported fill material was identified on the Phase One Property. Based on geological maps reviewed, the Site is underlain predominately by Glaciolacustrine Deposits: silt and clay, minor sand, basin and quiet water deposits, followed by Ordovician Bedrock: consisting of shale, limestone, dolostone, siltstone (Georgian Bay Formation). The inferred groundwater flow direction is expected to be northwest towards the Holland River East Branch. No permanent water bodies are present on the Phase One Property. The Site is not located within an area of natural significance (ANSI). The nearest ANSI to the Phase One Property is the Glenville Hills and Glenville Hill Kames, located approximately 4.4 kilometres northwest of the Site. The adjacent properties within the Phase One Study Area were either under residential or agricultural land use. No existing water wells were identified on the Phase One Property. A monitoring well is present on Site. The monitoring well was installed as part of a previous geotechnical investigation of the Site for groundwater level measurement purposes. 1

No Areas of Potential Environmental Concerns (APECs) were identified on the Phase One Property. Phase One Conceptual Site Model As per Table 1 from Schedule D, Part VI of the Regulation, the Phase One CSM is further presented below: Provide one or more figures of the Phase One Study Area that: i) Show any existing buildings and structures ii) Identify and locate water bodies located in whole or in part on the Phase One Study Area iii) Identify and locate any areas of natural significance located in whole or in part on the Phase One Study Area iv) Locate any drinking water wells at the Phase One Property v) Show roads, including names, within the Phase One Study Area vi) Show uses of properties adjacent to the Phase One Property vii) Identify and locate areas where potentially contaminating activity has occurred, and show tanks in such areas viii) Identify and locate any areas of potential environmental concern No existing buildings are present on the Phase One Property Watercourses are located west, south and north adjacent to the Site. In addition, ponds associated with these watercourses are located northeast, southwest and south of the Site. No areas of natural significance were identified in whole or in part on the Phase One Study Area No existing drinking water wells were identified within the Phase One Property. A monitoring well is present on Site. The monitoring well was installed as part of a previous geotechnical investigation of the Site for groundwater level measurement purposes. St. John s Sideroad, Field Court, Van Allen Way, Cosford Street, Ausman Gate, Hartwell Way, Heaney Court, Hogaboon Avenue, Ivy Jay Crescent, Kerr Lane, Mavrinac Boulevard and Pointon Street as shown in Figure 2 Refer to Figures and further summarized below: North: Undeveloped/agricultural East: Undeveloped/agricultural West: Residential South: Undeveloped/agricultural No PCAs were identified within the Phase One Study Area No APEC were identified within the Phase One Study Area Provide a description and assessment of: i) Any areas where potentially contaminating activity on or potentially affecting the Phase One Property has occurred ii) Any contaminants of potential concern No PCAs were identified that could potential affect the Phase One Property. No potential contaminants of concern were identified. 2

Phase One Conceptual Site Model for Record of Site Condition Part of Lots 24 and 25, Concession 2 Aurora, Ontario BRM-00308043-B0 July 2014 Continued from previous page iii) The potential for underground utilities, if any present, to affect contaminant distribution and transport iv) Available regional or site specific geological and hydrogeological information v) How any uncertainty or absence of information obtained in each of the components of the Phase One Environmental Site Assessment could affect validity of the model The Phase One Property is not improved with any underground utilities. The Phase One Property is predominately underlain with Glaciolacustrine Deposits: silt and clay, minor sand, basin and quiet water deposits. Bedrock geology consists of upper Ordovian shale of Georgian Bay Formation. The groundwater flow at the Phase One Property is expected to be northwest towards the Holland River East Branch. The direction of groundwater flow in this Phase One CSM was inferred based on a review of topographic maps. No groundwater monitoring program was conducted to confirm the actual direction of groundwater flow at the Phase One Property. 3
