What is RAD? The Rental Assistance Demonstration (RAD) is a pilot program of the Department of Housing and Urban Development (HUD). The program allows Public Housing Agencies (PHAs) to convert their public housing properties to long term Section 8 Rental Assistance contracts. This makes it easier for PHAs to borrow money and use low income housing tax credits (LIHTCs) as well as other forms of financing. These private sources of additional money will help PHAs repair and improve current public housing communities. The Housing Authority of Savannah is excited to be an active participant in the RAD program. There are currently three major projects underway: the Robert Hitch Village and the Wessels/Blackshear Redevelopment.
Hitch Village Redevelopment Construction is Underway at the Former Robert Hitch Village Site! The financial closing of the Hitch Village Redevelopment took place on April 29 th. Construction of the eagerly awaited community has begun with Prestwick Construction Company as the general contractor. Phase I (pictured below) will include 72 mixed-income apartments. Amenities will include in unit laundry, on-site parking, and a community building with a fitness center, computer room, mail, and a covered patio and barbeque area.
Hitch Village Redevelopment Phase II of Hitch Village is moving forward with predevelopment activities expected to be completed by October 1 st. Once completed, the mixed-income community will feature 100 energy efficient apartments adjacent to the Hitch Phase I site. Residents of Phase II will enjoy their own community center, playgrounds, and picnic area. See the site plan below for a better view of Robert Hitch Village Phase II!
Wessels/Blackshear Redevelopment Temporary relocations are underway for residents at Fred Wessels and Blackshear Homes! The financial closing of the Wessels/Blackshear Redevelopment took place on June 30 th. Residents have been advised that it will be necessary for some of them to move, and that some of them be relocated. Renovation activities will begin soon with The Empire Corporation as the General Contractor. Moving into 2017, residents will enjoy numerous upgrades to their homes and community areas!
