New Electronic Planning Commission Submittal Process STANDARD OPERATING PROCEDURE Purpose: To outline the electronic submittal process for applications to the Planning Commission. Background: Procedure: For the convenience of the applicant, Planning Department and Planning Commission, the Planning Department has determined it necessary to establish new requirements for submittals to the Planning Commission. In order to ensure a predictable and orderly review process, the Planning Department has established the following as standard operating procedure for submittal of materials for Planning Commission review. To submit items for Planning Commission review, the following procedure shall be followed for all Planning Commission application types (Concurrent Plat, Final Plat, Lot Split, Planned Unit Development, Preliminary Plat, Property Line Adjustment, Site Plan, Sketch Plan, Modifications, Annexation, Rezoning, etc.): 1. Development and Subdivision Application Checklist: The following information is required for Sketch Plan (SKP), Site Plan (STP), Preliminary Plat (PPL), Concurrent Plat (CCP), Final Plat (FPL), Lot Split (LSP), Planned Unit Development (PUD), and Neighborhood Concept Plan (NCP) applications, as indicated in the chart: Initial General Information SKP STP PPL FPL PUD LSP CCP NCP Name, address, zoning, and property lines of all property owners adjacent to the exterior boundaries of the project Name, address, phone numbers of owner (s), developer(s), and representatives North arrow, scale, date of preparation, zoning classification, map/parcel numbers, total acreage, and proposed use Title block located in the lower right hand corner indicating the name and type of project, scale, firm/individual preparing drawing, date, and revisions Legend containing all symbols and lines shown in the drawing A vicinity map of the project with a radius of 1.5 miles from the project, any Major Thoroughfare Plan streets, and the 100 year floodplain boundary The location of all existing structures on the property Site coverage note indicating the percentage of the site that is currently covered by impervious surface. Property Line Adjustment Application Requirements: Plats are required to show all information required for a final plat Indicate the location of all existing property lines and all proposed adjusted property lines Minor Modification Application Requirements: Plans are to include two sheets as follows Sheet One (1) is to show all improvements approved by the Planning Commission or, if approved administratively, by staff. Sheet Two (2) is to show all proposed modifications indicated with a clouded area. Major Modification Application Requirements: Plans are to include two sheets as follows Sheet One (1) is to show all improvements approved by the Planning Commission. Sheet Two (2) is to show all proposed modifications indicated with a clouded area.

APPENDI IV - A SAMPLE LETTER Date RE: Proposed Rezone on Land Use Modification Dear, I am writing to you as required by Article IV of the Spring Hill Zoning Ordinance. The Property at, Tax Map, Parcel, for County, Spring Hill, Tennessee has an application pending to request a change in the land use. This property is within five hundred (500) feet of real property owned by you and therefore this proposed change directly affects your interests as a property owner. The application for land use change is pending before the Spring Hill Planning Commission which will hold a work session on the day of, 20, and will hold a subsequent meeting on the day of, 20 at 5:30 p.m. to vote on a recommendation to be forwarded to the Board of Mayor and Aldermen. After the Spring Hill Planning Commission has given due consideration of the application for land use change, that recommendation will be forwarded to the Board of Mayor and Aldermen for final consideration. The Board of Mayor and Aldermen will hold its first work session on the day of, 2008 with the first reading of this ordinance scheduled for the day of, 2008 at 7:00 p.m.. If passed, the Board of Mayor and Aldermen will have a second work session scheduled for the following month, the day of, 20 at 7:00 p.m. as well as a Public Hearing and Second and Final reading of the ordinance taking place at 6:55 p.m. All of these meetings will take place at City Hall in Spring Hill, Tennessee.
