The key milestones for these housing opportunities: Application Period Opens: 7/20/17 Information Session: 8/24/17 at 7 pm, Billerica Town Hall, 365 Boston Road Application Deadline : 9/20/17 Lottery Date : 9/29/17 at 7 pm, Billerica Town Hall, 365 Boston Road The application is a first step in the lottery process. It can be downloaded from www.laaassoc.com. Additionally, there are copies available at the Billerica Public Library, Billerica Town Hall or by calling the Lottery Agent. Applications with the required components must be returned to the Lottery Agent by the deadline. The office is available to assist you in this process. Lottery Agent: Kristen Costa, L.A. Associates, Inc. 11 Middlesex Ave. #5, Wilmington, MA 01887 Phone (978) 758-0197, Fax (978) 658-7333, Email: kriscosta@laassoc.com Project Description The Town of Billerica is located 20 miles northwest of Boston and borders Lowell to the south. Incorporated in 1655, the town has a rich Revolutionary War history. The community remained predominately agricultural until the midnineteenth century when a major mill complex was sited on the Concord River in North Billerica. Currently, Billerica has close to 40,000 residents. The town has bus and train service provided by the Lowell Regional Transit Authority and the MBTA at North Billerica. The remnants of the historic Middlesex Canal traverse the town north to south. The Concord River is a major regional water feature while the Shawsheen River rambles through the southerly part of town. The town is also home to the Shawsheen Valley Regional Technical Vocational High School. Hidden Oaks is a private community of 24, single-family townhouse units situated on over nine acres of land at 74 Oak Street. The project was approved by the Zoning Board of Appeals under a Comprehensive Permit issued on June 8, 2016. The Decision requires the applicant to include 6 affordable housing units. All units have 3-bedrooms. The affordable units will be sold to a qualifying applicant with incomes at or below 80% of the area median income. The price of these units is $201,200 in accordance with the DHCD calculator and

guidelines using current parameters including a $14.09 property tax rate (FY 2017), and insurance of $6/$1000. The initial monthly condo fee is $120.00. The site includes a sidewalk and is serviced by town water, town sewer and natural gas. The project is less than 2 miles from the commuter rail station and minutes from Routes 3, 93, 128 and 495. All units include 3-bedrooms with 1 st floor master, 2½ baths, 1-car garage, forced hot air by gas heating and approximately 2,200 sq. ft. of living area. All units are sold under the MassHousing New England Fund and Housing Starts Programs, and in accordance with DHCD Guidelines. The initial purchase price was established so that a household earning 70% of the Lowell, MA HUD Metro FMR Area Median Income (AMI) would not spend more than 30% of its gross income for housing costs. These properties are sold below the market prices with deed restrictions that remain in place to maintain the affordability of the property in perpetuity using resale price limitations. Lottery description 1. The applications for this housing opportunity are available on-line at www.laassoc.com, in hardcopy at Billerica Town Hall and Billerica Public Library, and sent to anyone interested in the lottery. 2. Applications received will be checked for completion of all required components. An application will be considered complete when all required items on the checklist have been provided. Applicants are encouraged to complete the checklist as an aide to the process. 3. For all units, the applicant s household size will be determined from the application, and required number of bedrooms as indicated on the application. Priority shall be given to households requiring at least the total number of bedrooms in the unit. 4. Applicants who have been deemed ineligible will be notified in writing of the decision and given time to contact the lottery agent in writing to dispute the determination. 9. Once the Lottery Agent has verified the information in the application and confirmed eligibility, applicants will be given lottery numbers and told the date, time and place of the lottery. 10. Units are awarded based on bedroom size/household need. The top ranked household needing at least the number of bedrooms in the home will be offered the opportunity to purchase the specific unit. 11. First preference shall be given to households requiring the total number of bedrooms in the unit based on the following criteria: There is at least one occupant per bedroom. A husband and wife, or those in a similar living arrangement, shall be required to share a bedroom. Other household members may share but shall not be required to share a bedroom. 12. The list of numbers drawn will be posted and all applicants will be informed of their ranking. Applicants are encouraged, but not required, to attend. 13. Once the lottery is complete, the lottery coordinator shall maintain the Lottery Drawing List until all units are closed.
