A driveway access permit from the Ministry will be required in the future, once the purchase from the Crown is finalized.

OPTION 2: THAT the Regional Board refuse the application as submitted as it is inconsistent with the Official Community Plan. SITE CONTEXT The subject property is located 12 km west of the City of Dawson Creek along the 208 Road directly east of the Arras Fire hall. This general area consists of mostly quarter sections with areas of rural residential lots in all directions. SITE FEATURES LAND: The 10 acre portion of the subject property is mainly treed. There is a small area that was cleared in the past by the Ministry of Transportation due to shale extraction and then was used for a few years by the Peace River Regional District for solid waste. The PRRD abandoned the solid waste site sometime prior to 1987. STRUCTURES: Vacant ACCESS: The subject property can be accessed from both the 208 and 235 Roads. The proposed access for the church is from the 235 Road. CLI SOIL RATING: FIRE: Class 5c soil. Class 5 soils have very severe limitations that restrict their capability in producing perennial forage crops, and improvement practices are feasible. Subclass c denotes adverse climate - the main limitation is low temperature or low or poor distribution of rainfall during the cropping season, or a combination of these. Within the Arras Fire Protection Area. COMMENTS AND OBSERVATIONS APPLICANT: ALR: OCP: It is the intent of the applicant to build a church, parking lot and recreation site (playground) on this parcel without removing it from the ALR. The subject property lies within the Agricultural Land Reserve. Therefore, Agricultural Land Commission approval is required. Note: Pursuant to the Agricultural Land Commission Act, an application may not be considered by the ALC unless the Regional Board authorizes the proposal to proceed to the ALC. This is intended to provide local governments with latitude to consider and weigh the local community interests of each application, in addition to its zoning and official community plan. Should the Regional District forward the application to the ALC, the information and recommendation offered by the Regional District is taken into consideration by the Commission but should not be construed as being binding on the Commission s opinions or decisions. The Regional Board authorized a Non-farm Use in the ALR application to be forwarded to the ALC on September 18, 2014. No decision has been received from the ALC at this time. The subject property is designated Park and Natural Environment within the South Peace Fringe Area OCP Bylaw No. 2048, 2012. Within the Park designation the principal uses of land will generally include but are not limited to: public parks, outdoor recreation, campgrounds, cultural and heritage sites of all residents of the area, agriculture, ecological reserves, work that supports ecological protection, conservation or restoration, and structures for interpretive purposes. This designation does not permit a church which is the reason for this OCP amendment. ZONING: The subject property is zoned P-1 (Park and Open Space Zone) within the Peace River Regional District Zoning Bylaw No. 1343, 2001. This zone does not permit a church which is the reason for this zoning amendment. IMPACT ANALYSIS AGRICULTURE: The proposal will have an impact on the agricultural use of the land. CONTEXT: The subject property is a 30 acre parcel of crown land that the Peace River Regional District has had a Notation of Interest on since August 27, 1987. On February 21, 2014 the Regional Board passed Resolution No. RD/14/02/30 stating that they have no interest or need to continue with the Notation of Interest (file No. 0292078) on the ten acres to the east of the Arras Fire Hall in response to a letter of request from Mr. Viktor Kisser of the
POPULATION & TRAFFIC CGF Church Dawson Creek. The proposal will increase traffic to this area but leave the population unchanged.
