Resolution No. 2018-154 Be it resolved that the Council of the Township of Perry hereby approves the addition of Item 4.1 to the May 2 nd, 2018 Council meeting. Resolution No. 2018-155 Be it resolved that the Council of the Township of Perry approves the Minutes of the following Meeting(s) as presented: 3.1. Regular Meeting of Council on Wednesday, April 18 th, 2018 Delegations Ross Maund and Dave Wilkin, former MAHC Board Members attended the Council meeting and spoke on the chronology of events leading to the Town of Huntsville s motion requesting that MAHC be dismissed. They presented a PowerPoint outlining MAHC s redevelopment process over the past 7 years. Mr. Wilkin explained that all have a common interest to support the Huntsville hospital. Resolution No. 2018-162 Be it resolved that By-law No. 2018-28 Being a By-law to authorize the Corporation of the Township of Perry to enter into a Site Plan Agreement with James John West and Shari Leone West on lands legally described as Part of Lot 1, Plan M77, designated as Part 3 on Plan 42R-15010, and Lot 2, M77 be given third and final reading and enacted in open Council. Resolution No. 2018-163 Be it resolved that By-law No. 2018-29 Being a By-law to set and levy the rates of taxation for municipal purposes and school purposes for the year 2018, to impose a penalty charge for non-payment of 2018 taxes, to provide for interest to be added to tax arrears for the year 2018, to provide for the year 2019 interim rates be given first and second reading. Resolution No. 2018-166 Be it resolved that the Council of the Township of Perry hereby appoint the following to be members on the Emergency Management Program Committee: Beth Morton Melinda Torrance Mike Wilmon David Creasor Andrew Boucher Dan Marshall Graham Stetler Resolution No. 2018-167 Moved by: Jim Cushman Seconded by: Les Rowley Be it resolved that the Council of the Township of Perry hereby appoint the following to be members on the Municipal Emergency Control Group. Norm Hofstetter Beth Morton Melinda Torrance Mike Wilmon David Creasor Andrew Boucher Resolution No. 2018-168 Be it resolved that the Council of the Township of Perry designates Melinda Torrance, Deputy Clerk to be the Chairperson for the Emergency Management Program Committee. Resolution No. 2018-169 Be it resolved that Be it resolved that the Council of the Township of Perry appoints Melinda Torrance, Deputy Clerk to be the Emergency Information Officer. Page 4 of 6

Resolution No. 2018-170 Whereas municipal governments in Ontario do not have the right to approve landfill projects in their communities, but have authority for making decisions on all other types of development; And Whereas this out-dated policy allows private landfill operators to consult with local residents and municipal Councils, but essentially ignore them; And Whereas municipalities already have exclusive rights for approving casinos and nuclear waste facilities within their communities, AND FURTHER that the province has recognized the value of municipal approval for the siting of power generation facilities; And Whereas the recent report from Ontario s Environmental Commissioner has found that Ontario has a garbage problem, particularly from Industrial, Commercial and Institutional waste generated within the City of Toronto, where diversion rates are as low as 15%; And Whereas municipalities across Ontario are quietly being identified and targeted as potential landfill sites; And Whereas municipalities should be considered experts in waste management, as they are responsible for this within their own communities, and often have decades worth of in-house expertise in managing waste, recycling, and diversion programs; And Whereas municipalities should have the right to approve or reject these projects, and assess whether the potential economic benefits are of sufficient value to offset any negative impacts and environmental concerns; Therefore Be it Resolved That the Council of the Township of Perry supports Bill 16, Respecting Municipal Authority Over Landfilling Sites Act introduced by MPP Ernie Hardeman and calls upon the Government of Ontario, and all political parties, to formally grant municipalities the authority to approve landfill projects in or adjacent to their communities; And Further That the Council of the Township of Perry send a copy of this resolution to MPP Ernie Hardeman. Resolution No. 2018-171 Be it resolved that the Council of the Township of Perry hereby supports the Corporation of the Township of Baldwin to cancel Bill C-71 and enforce the legislation that is currently in place. Resolution No. 2018-172 Be it resolved that the Council of the Township of Perry hereby support a donation in the amount of $250.00 for the 1 st Burk s Falls Cub Scouts. Page 5 of 6

Resolution No. 2018-173 Be it resolved that the Council of the Township of Perry hereby receives Correspondence Items 10.1 to 10.4 as outlined in the Agenda of May 2, 2018. Resolution No. 2018-174 Be it resolved that in accordance with Section 239 of the Municipal Act, 2001, as amended, Council shall proceed into Closed Session at 8:40 p.m. in order to address matters pertaining to 2(b) personal matters about an identifiable individual, including municipal or local board employees (Departmental Restructuring). Report Out of Closed Council were presented a staff report outlining a possible department restructuring. Council requested some changes and provided direction to the Clerk-Administrator.
