2 Exchange of Property California Education Code Sections 17536 to 17537. The governing board of a school district may exchange any of its real property for real property of another person or private business firm. (Education Code Section 17536); Before ordering any exchange of real property the board shall adopt, by a two thirds vote of its members, a resolution declaring its intention to exchange the property. (Education Code Section 17537).

7 Property Exchange Objectives Property(ies) shall have the following characteristics: 1. Fully controlled by the Proposers. Proposers ideally will own the property to be exchanged to the District in fee simple. 2. Centrally located within the District s boundaries. 3. Near major freeways. 4. Building(s) shall be a minimum of: 180,000 square feet Include an auditorium of 15,000 square feet minimum Include a loading dock, warehouse/storage for books and educational equipment, facilities for an Emergency Operations Center and District Police Services Office space and appurtenances to accommodate 700 employees with appropriate parking ratios 5. Free of improvements that provide no value to the District such as buildings or other improvements. 6. Marketable title free and clear of encumbrances including, but not limited to, deeds of trust.

9 Selection Process Demonstrate experience to successfully assemble and complete a property exchange Creative and feasible approaches to providing District with a functional asset that meets the Property Exchange Objectives District staff and external real property experts will make up the Selection Committee to evaluate the Proposals. Committee members will be chosen from applicable disciplines with subject matter expertise. District may ask the top ranked team or teams that meet the minimum qualifications to participate in an interview with staff to discuss their vision, qualifications, and project approach.
